Which is the best housing society in Lahore for investment? On Zameen asking prices, 12 of the 15 Lahore societies we track lost value after inflation from mid-2021 (December 2019 for the two LDA schemes) to August or September 2026. Only Lake City (+5.6%) and Al-Kabir Town (+4.4%) 5 marla plots beat inflation from June 2021, plus LDA City (+31%) from December 2019. National CPI rose 110% over those five years. A Defence Savings Certificate pays 11.80% a year from 1 October 2026.

Two terms first. Our prices come from Zameen’s asking-price index: what sellers list plots for, not what buyers actually paid, because no registry-based sale prices are published for Lahore societies. A real return is the price change after taking out inflation, using the Pakistan Bureau of Statistics (PBS) national consumer price index (CPI).

Which housing society in Lahore was the best investment?

Each row compares a 5 marla plot’s average asking price at the start and end of the series, from the society files behind our reviews. “Real” divides the rupee gain by CPI over the same months: CPI rose 107.5% from June 2021 to August 2026, 110.1% to September 2026 and 133.3% from December 2019 to September 2026.

The legal score is our 0 to 10 score for approval status under the published methodology. Lahore Smart City is left out because its 5 marla series only starts in August 2024.

Read the winners with care. LDA City’s index mixes files and plots, and files there trade at about half the price of plots, our review found. Lake City gained 43.1% in rupees from June 2025 to August 2026 alone, so most of its lead is recent.

For 10 marla plots the picture is the same. Only Lake City (+4.8% real from June 2021) and LDA City (+52.5% from December 2019) beat CPI; LDA Avenue-I came close at -1.7%.

Why most plots lost value after inflation

Prices rose in rupees almost everywhere, but prices in general rose faster. National CPI more than doubled from June 2021 to September 2026, and rose 21.32% in the year to June 2022 alone, PBS figures show.

Several societies have been nearly flat in rupees since mid-2023. From June 2023 to August 2026, Bahria Town 5 marla plots rose 1.2%, Bahria Orchard 3.7% and Etihad Town 6.6%, while CPI rose 32.2%. Bahria Town’s 5 marla index fell 8.1% from June 2025 to August 2026.

Our sources show what happened to asking prices, not why. We found no transaction data and no study that explains the gap, so we don’t guess at causes.

How did plots compare with savings?

We couldn’t find a sourced history of National Savings or bank deposit rates for 2021 to 2025. So we can’t show what a certificate bought in June 2021 would be worth today, and we use CPI as the benchmark instead.

CPI rose 82.4% from June 2021 to June 2025. Over the same four years, DHA Lahore 5 marla plots rose 38.9% in rupees, Bahria Town 58.8%, Lake City 53.1% and Al-Kabir Town 81.5%, so none kept pace with inflation.

Today’s rates, as of October 2026:

Option Rate Tax on profit (filer)
Defence Savings Certificates (from 1 Oct 2026) 11.80% a year 15%
Regular Income Certificates (from 1 Oct 2026) 11.76% a year 15%
National Savings, Savings Account 10.00% 15%
HBL PLS Savings (Jul to Sep 2026) 10.00% 20%
Money market funds, median 365-day return to 31 Aug 2026 10.33% not covered here

After 15% tax, the Defence Savings Certificate’s 11.80% is about 10.0%, close to September 2026’s CPI inflation of 10.26%. Non-filers pay 30% on National Savings profit. Compare options in our National Savings certificates guide and savings account profit rates.

Rent: what yields look like

If you build and let a house, the rent is modest against its price. Zameen’s September 2026 rent and sale indexes give gross yields of about 3.8% to 5.5% a year across the societies we cover, before costs and tax (our calculation from asking rents and asking prices).

Society 5 marla house 10 marla house
Al-Kabir Town 5.48% n/a
Park View City 5.37% 4.64%
DHA 9 Town 5.25% 4.89%
DHA Lahore 5.23% 4.70%
Etihad Town 5.21% (August rent) n/a
Bahria Town 5.18% 4.69%
Bahria Orchard 4.98% 5.01%
DHA Rahbar 4.72% 4.20%
Lake City 4.66% 4.33%
Bahria Nasheman 4.42% 4.08%
Central Park 4.20% 3.83%

That is less than half the 11.80% on Defence Savings Certificates from 1 October 2026. Rent only beats savings once you add price gains, and the table above shows those mostly lagged inflation. Zameen publishes no house index for LDA City, consistent with few completed houses there.

Taxes and holding costs

Under FBR’s 2026-27 rates, buying and selling a plot costs:

  • On purchase: 1.25% advance tax (section 236K) if you are on the Active Taxpayer List (ATL, which decides whether you count as a filer). Non-filers pay 10.5% up to Rs 5 crore, 14.5% from Rs 5 to 10 crore and 18.5% above that. Punjab stamp duty is 1% in urban and rural areas since April 2026.
  • On sale: 2.75% advance tax (section 236C) for filers, 11.5% for non-filers.
  • On the gain: for property bought on or after 1 July 2024, filers pay 15% of the gain whatever the holding period. Non-filers pay slab rates, but not less than 15%.

Even a plot sold at the price you paid loses about 5% to these taxes for a filer (1.25% + 1% + 2.75%), before society transfer fees. Section 7E, the tax on deemed income from property, was removed by the Finance Act 2026. See tax on property sale in Pakistan for the details.

Holding an empty plot can also cost money. DHA Lahore charges investors an annual non-utilisation fee of Rs 75,000 on unbuilt plots up to 10 marla in most phases (Rs 25,000 in Phase IX and Phase XI Sector IV), plus a transfer fee of Rs 10,000 per marla, under its October 2024 schedule. On DHA’s average 5 marla price of Rs 1.1 crore, that annual fee is about 0.7% a year.

Utility arrears are a risk too. LESCO cut bulk power to four Bahria projects on 27 November 2025 over Rs682 million in unpaid dues, including Bahria Town (over Rs530 million) and Bahria Orchard (Rs137 million).

Which infrastructure is real?

Agency blogs often promise that a new road will lift prices. Here is what official sources and news reports show, as of October 2026. For the details, see our Lahore-Sahiwal Motorway guide and Raiwind Road societies.

Project Status Evidence and date
Ring Road SL-I (Sui Gas Town to Gajju Matta, Ferozepur Road) and SL-II (Gajju Matta to Raiwind Road via Halloki) Completed Operating since 12 Dec 2017 (Punjab PPP Authority)
Ring Road SL-3 (Adda Plot on Raiwind Road to Maraka on Multan Road, about 8 km) Completed Opened to traffic Feb 2024; formally inaugurated with the Multan Road Interchange 25 May 2024 (Dawn)
Raiwind Road rehabilitation, Lake City to Raiwind (10.8 km) Under construction when last checked Started 13 Oct 2022, planned end 30 Oct 2025; 13% spent at a 13 Mar 2023 monitoring visit. We found no confirmation it was finished
Lahore-Sahiwal-Bahawalnagar Motorway, package-I (18.5 km, Ring Road near Haloki to Raja Jang Interchange) Approved and funded ECNEC approved with Rs49 billion federal financing (Aug 2026); Rs2 billion in PSDP 2026-27 for a link road to Raja Jang. No construction start confirmed
Rest of the motorway (276.5 km) Approved, not funded Rs407 billion total; NHA to explore public-private partnership and other financing (Aug 2026)
Ring Road SL-4 (Multan Road to Sharaqpur, about 18 km) Proposed Punjab began preparations in Apr 2026, over Rs45 billion; construction not started
LDA expressway, Arfa Karim Tower to Pine Avenue on Raiwind Road Proposed PC-1 awaiting approval (Oct 2025)

Lake City sits near the Ring Road’s junction with Raiwind Road, and SL-3 runs past Bahria Town. Both roads are already built, so they are not future upside. We found claims that SL-4 or the motorway will lift prices near particular societies only in agency blogs, and we don’t repeat them.

If you still want to invest: the checks

  1. Check approval first, by phase: LDA’s approved list has 400 records and its illegal list 383 (October 2026). Status often differs inside one name: Bahria Orchard Phase-I is on the approved list, but Phases II, IV and V and Sectors G and H are on the illegal list. In Al-Kabir Town only Blocks A and B (239.85 kanals) are finally approved, and in Etihad Town only Phase I; our LDA approved societies list explains how to check.
  2. Watch for schemes on both lists or short of final approval. “Nasheman-e-Bahria” at Mouza Khanoo Harni is technically approved on LDA’s list, while “Nashaman-e-Bahria” at the same mouza is on the illegal list. Park View City’s 11,209-kanal extension has only RUDA’s “Provisional Acceptance”, after RUDA declared it illegal in October 2022.
  3. Prefer a plot with possession over a file. A file is a promise of a plot before a plot number is allotted. The Supreme Court heard in December 2018 that LDA City’s partners had sold about 9,000 files beyond the land available, and LDA Avenue-I still had unfinished blocks and no WASA water network in December 2025, more than 20 years after launch.
  4. Check how easy it is to sell. Zameen listed 12,619 plots in DHA Lahore in October 2026, against 1,883 in Bahria Town, 1,313 in Lake City, 305 in Al-Kabir Town (mostly 3 marla), 149 in Bahria Education and Medical City and 146 in Bahria Nasheman. Our methodology uses listing volume as a guide to how easy a plot is to resell.
  5. Count the taxes and fees above against the National Savings rates in the savings table.

Questions people ask

Which society is best for investment in Lahore?

On Zameen asking-price indexes, only Lake City and Al-Kabir Town 5 marla plots beat CPI inflation from June 2021 to August or September 2026, and LDA City from December 2019. Plots in the other societies we track rose 40% to 100% in rupees but lost about 5% to 33% after inflation.

Is property in Lahore a better investment than National Savings?

Not on recent evidence. CPI rose 110% from June 2021 to September 2026, more than most plot prices we track. From 1 October 2026 a Defence Savings Certificate pays 11.80% a year, about 10.0% after a filer's 15% tax, against gross house rents of 3.8% to 5.5%.

What taxes do I pay when I sell a plot in Lahore?

A filer pays 2.75% advance tax on the sale price (11.5% for non-filers). For property bought from 1 July 2024, a filer also pays 15% tax on the gain, whatever the holding period.

Which infrastructure near Lahore societies is actually built?

Ring Road SL-I and SL-II have run since December 2017, and SL-3 from Adda Plot to Multan Road opened in February 2024. SL-4 is at the planning stage, and only the first 18.5 km of the Lahore-Sahiwal-Bahawalnagar Motorway has ECNEC approval with federal funding (August 2026).

Are files in new societies a good investment?

They carry the most risk. LDA lists 383 illegal schemes, including several Bahria Orchard phases and Al-Kabir projects, and the Supreme Court heard in 2018 that LDA City's partners had sold about 9,000 files beyond the land available.
