New housing schemes in Lahore (2026): which are approved, and how to check
Every new housing scheme in Lahore LDA approved since 2024, RUDA's new schemes and their approval stage, LDA's 2026 plot ballots, and checks before you pay.
On 25 October 2026 only 8 of LDA's 400 approved private schemes carried approval dates in 2024 or later; the newest was the amalgamated Eden Abad scheme, finally approved on 18 November 2025. Along the Ravi, RUDA lets 14 schemes take bookings under provisional planning permission, while only 8 have its final sanction. LDA's own 2026 offer was plot ballots in Johar Town, LDA City and Avenue-I. Since 1 July 2026, plots under LDA transfer only through a PLRA Property Certificate.
The newest housing scheme in Lahore with full LDA approval is the amalgamated Eden Abad scheme (1,451 kanals, Pine Avenue Road), finally approved on 18 November 2025. Only 8 of the 400 schemes on LDA’s approved list carry an approval date in 2024 or later, as of 25 October 2026. Many schemes sold as new are new phases or extensions of older ones, and several of those are only technically approved or on LDA’s illegal list.
LDA is the Lahore Development Authority. Along the Ravi, the Ravi Urban Development Authority (RUDA) approves schemes instead. We downloaded both authorities’ lists on 25 October 2026; every status below is copied from them.
Which new housing schemes in Lahore are LDA approved?
These are all the entries on LDA’s approved list with an approval date in 2024 or 2025. There were none dated 2026.

Amalgamated Eden Abad (Eden Abad, Ext. and Ext. A+B)

“Technically approved” means LDA has cleared the layout plan, not that the scheme has finished the steps for final approval. Our LDA approved societies list explains the stages and lets you search all 400 entries.
Approvals dated 2023 include Soul City (Jhedu, 1,817.32 kanals, technically approved), Bahria Town Sector-D (finally approved), Central Park Phase-III (approved), Al-Hafeez Garden Phase-II (Manawan, approved), Munir Villas (Mohlanwal, finally approved) and New Lahore City Housing Scheme (346.9 kanals, approved).
Which new phases are not on LDA’s approved list?
New phases of well-known names often sell before they appear on LDA’s list, or never do. On 25 October 2026:

LDA illegal list (records of 29 May 2026)
Etihad Town Phase II, Premier Enclave, Phase IV

Etihad Town Phase III
No entry under that name (the developer calls it “100% LDA approved”)
Where a developer’s claim and LDA’s list disagree, we follow LDA’s list. Ask the developer for the LDA approval letter for that exact phase, and check its mauza on lda.gop.pk.
What are LDA’s new projects in 2026?
We found no new LDA scheme launched in 2026. LDA instead sold plots in its existing schemes by ballot, on 12 equal instalments over three years with 5% off for paying in full. Its ballot results page lists four rounds:

Which new schemes has RUDA approved?
Along the Ravi, schemes need RUDA’s approval, not LDA’s. RUDA has four stages, and its lists on 25 October 2026 held:
RUDA's approval stages
Provisional planning permission14 schemes; most may soft-launch
Technical approval11 schemes (1 only provisional acceptance)
Final sanction8 schemes
Illegal list44 schemes
The 14 schemes with provisional planning permission are the newest. RUDA’s remarks say “soft launching is allowed” for most of them, so they can take bookings before technical approval. Those in or partly in Lahore district include Kingdom Valley Phase-1 (5,808 kanals), New City Paradise Phase-1 (2,000 kanals), Region City (785 kanals, Chung and Mohlanwal) and Al-Rehman Overseas Block. Seven Emerald Bay entries, mostly in Ferozewala, Sheikhupura, are on the same list; five may soft-launch only after paying the remaining 12.5% of RUDA’s TPID charges.
Only 8 schemes have final sanction, including New Metro City Ravi (589 kanals of a 4,840-kanal plan), Al-Rehman Garden Phase-II and New City Paradise Phase-II (Prime Block). RUDA’s 44 illegal schemes are mostly in Chung and Mohlanwal off Multan Road, on Taij Garh Road and in Ferozwala.
RUDA also sells its own plots in Chahar Bagh. Its newest, Chahar Bagh Reva, lists 5 marla at Rs 80 lakh, 10 marla at Rs 1.6 crore and 1 kanal at Rs 3 crore, plus development charges, with 15% down. Read our Ravi City (RUDA) review for the court case and possession record.
What changed for new schemes in 2026?
From 1 July 2026, LDA and the Punjab Land Records Authority (PLRA) say the PLRA Property Certificate is the only legal proof of ownership in all public and private housing schemes in Lahore. LDA said file-based sales would no longer be allowed in schemes under its jurisdiction, Daily Pakistan reported on 9 June 2026.
Schemes must move their records to PLRA’s Housing Societies Management System (HSMS). Daily Pakistan gave a 30 June deadline; a later notice, reported by ARY News on 20 July 2026, gave 31 August 2026. LDA’s notice warns of action under the LDA Act 1975, including sealing society offices, against schemes that don’t comply.
How do I check a new housing scheme before paying?
Find out which authority covers the land: LDA for most of Lahore district, RUDA along the Ravi. Ask the developer for the approval letter and the approved map.
Search the scheme’s name and mauza on lda.gop.pk/approved-schemes and lda.gop.pk/illegal-schemes, or on RUDA’s four lists at ruda.gov.pk. Our society approval check searches LDA’s lists in one box.
Check the stage. Technical approval or provisional planning permission is not final approval.
Check that your plot is inside an approved block and is not one of the plots mortgaged to LDA (20% of plots) or listed as mortgaged by RUDA. LDA has told buyers to get the list of mortgaged plot numbers before paying.
Ask how the plot will be transferred. Under LDA, it should be through a PLRA Property Certificate.
Check the project isn’t under investigation by NAB or another agency, as LDA’s own checklist says.
