Wapda Town Lahore review: Phases I and II are on LDA's approved list. Plot and house prices, rents, commercial-use rules and the RDA-listed 'Wapda Town'.
AI Summary
Wapda Town Lahore, run by the WAPDA Employees Cooperative Housing Society, is on LDA's approved list as Phase I (9,280.55 kanals), Phase I Extension (388 kanals) and Phase II (1,817.55 kanals). Zameen's average asking price for a 10 marla plot was Rs 2.67 crore in August 2026. It is an established, lived-in society, but LDA keeps sealing houses used as businesses. A different 'Wapda Town' near Sangjani is on RDA's illegal list.
Wapda Town Lahore is on LDA’s approved list in three parts: Phase I (9,280.55 kanals), Phase I Extension (388 kanals) and Phase II (1,817.55 kanals). It is an established, lived-in society, set up in 1978 for WAPDA employees according to Zameen.
As of August 2026, Zameen’s average asking price for a 10 marla plot was Rs 2.67 crore. The main risk isn’t the title: it is running a business from a house. LDA sealed 30 Wapda Town properties for unauthorized commercial use in July 2026.
Yes. LDA’s own approved schemes list, checked on 17 October 2026, has three records for the society, which is formally the WAPDA Employees Cooperative Housing Society:
| LDA record | Area | Location in LDA’s list | Plots and blocks |
|---|---|---|---|
| WAPDA ECHS Ph-I | 9,280.55 kanals | Sattokatla and Rakh Khamba, Nazria Pakistan Road | Not given |
| Wapda Ph-I Extension | 388 kanals | Sattokatla, College Road | 292 residential, 17 commercial |
| WAPDA ECHS Ph-II | 1,817.55 kanals | Khamba, Abdul Sattar Edhi Road | 1,134 residential, 59 commercial; blocks P, P1, P2, P3, Q1, Q2, N1, N2 |
All three are marked “Approved”. LDA gives no approval dates and doesn’t say whether the approval is technical or final. The three records add up to 11,486 kanals. A 2020 Zameen blog post gave a larger figure, about 17,000 kanals, and we follow LDA’s records.
You can check any scheme against the LDA, RDA and CDA lists with our society approval check, or see the full LDA approved societies list.
No. Rawalpindi Development Authority’s illegal list has a “Wapda Town (Wapda Employees Cooperative Housing Society)” in Mouzas Wanni, Pour, Bhadana Khurd and Dhok Jando, on the Sangjani to Noshori Road. RDA also lists a “Wapda Housing Society” in Salkhetar as illegal. Neither is in Lahore, and no source we found links them to the Lahore society.
The name is used widely. In June 2024, Dawn reported that WAPDA said only Wapda Town in Lahore is allowed to use its name. WAPDA named 15 other schemes using it unlawfully, in cities including Multan, Gujranwala, Faisalabad, Sargodha, Sheikhupura, Kasur, Islamabad, Peshawar, Quetta and Karachi, and asked the FIA and Punjab’s co-operative department to act.
Yes. Possession means handing over a developed plot you can build on. Zameen’s blog says Wapda Town was set up in 1978, and Zameen’s price indices here go back to December 2010. On 17 October 2026, Zameen listed 320 homes and 102 plots for sale.
Phase 2 is the newer part. In February 2020, Zameen’s blog said houses were still being built there and its development was almost complete.
We use Zameen’s index of average asking prices. Asking prices are what sellers ask, not what buyers pay.
| Plot | Aug 2021 | Aug 2023 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|
| 5 marla | Rs 89.1 lakh | Rs 1.33 crore | Rs 1.37 crore | Rs 1.48 crore |
| 10 marla | Rs 1.46 crore | Rs 2.33 crore | Rs 2.42 crore | Rs 2.67 crore |
| 1 kanal | Rs 2.47 crore | Rs 3.48 crore | Rs 3.67 crore | Rs 4.15 crore |
Source: Zameen.com, as of Aug 2026
The 5 marla average stayed at exactly Rs 1.37 crore from March 2024 to April 2026, which usually means few new listings. Treat that series as rough.
Source: Zameen.com, as of Aug 2026
The 10 marla average rose 83% from August 2021 to August 2026, but most of that came before 2023. It rose 15% from August 2023.
Houses averaged Rs 2.55 crore for 5 marla, Rs 4.55 crore for 10 marla and Rs 7.7 crore for 1 kanal in August 2026. Average asking rents were Rs 1.01 lakh a month for 5 marla, Rs 1.6 lakh for 10 marla and Rs 2.66 lakh for 1 kanal.
For tax, FBR values a residential marla in Wapda Town at Rs 11.56 lakh (commercial Rs 26.76 lakh), as of October 2026. Our guide to tax on property sales explains how that value is used.
Only on a plot meant for it. LDA approved Wapda Town’s master plan with separate commercial, residential, school and hospital areas, according to the Auditor-General’s 2018-19 report.
The dispute is long-running:
| Date | What happened |
|---|---|
| May 2015 | LDA stopped temporary and permanent commercialisation on the main boulevard after residents complained (Dawn) |
| Mar 2017 | The Lahore High Court banned commercial activity in residential properties in Writ Petition 32810/2016 (Auditor-General) |
| 2018-19 | Audit found LDA had still allowed commercial use of houses off the declared commercial areas, and hadn’t sealed violators |
| Jul 2020 | The High Court temporarily barred LDA from commercialising more plots in the society (Zameen News) |
| Oct 2024 | LDA sealed properties on the main boulevard for illegal commercial use and unpaid fees (The Nation) |
| Jul 2026 | LDA sealed 30 Wapda Town properties for unauthorized commercial use (The Nation) |
We couldn’t confirm whether the High Court’s 2020 bar is still in force. If you plan to rent a house out as an office, clinic or academy, assume it can be sealed.
We couldn’t confirm any of them from SNGPL, LESCO or WASA. A dealer website, wapdatown.com, says the society runs its own grid station, but we found no independent source.
The WAPDA Employees Cooperative Housing Society, a co-operative of WAPDA staff, set it up in 1978, according to Zameen. The general public was later allowed to buy. It has delivered a whole town, and in 2024 WAPDA named it as the only housing society allowed to use its name.
Its weak point is control of land use. In 2015 the society’s convener told Dawn it had no role in commercialisation approvals, which are LDA’s. The court cases and sealing drives above show houses being used as businesses for over a decade.
There is steady supply. Zameen showed 320 homes and 102 plots for sale on 17 October 2026, and its price indices here go back to December 2010. We have no data on how long homes take to sell.
Wapda Town lies south of Johar Town, with its main entrance from Shahrah Nazaria-e-Pakistan and a second entrance from Khayaban-e-Jinnah. It is about 5.8 km in a straight line from Thokar Niaz Baig and 15.9 km from Allama Iqbal Airport.
For the area next door, see our Johar Town guide. Compare it with Lake City and Bahria Town Lahore, or see our best housing societies in Lahore to live in.

Suits: Families who want a ready house or a plot in an established, LDA-approved society in south-west Lahore, near Johar Town and Thokar Niaz Baig.
Avoid if: You plan to run a shop, clinic, office or hostel from a house that isn't on a commercial plot, or the seller can't show that the plot is in Phase I, Phase I Extension or Phase II.

Yes. LDA's approved list shows WAPDA ECHS Phase I (9,280.55 kanals), Wapda Phase I Extension (388 kanals) and Phase II (1,817.55 kanals) as approved, as of October 2026. LDA gives no approval dates.
A different scheme is. RDA lists 'Wapda Town (Wapda Employees Cooperative Housing Society)' in Mouzas Wanni, Pour, Bhadana Khurd and Dhok Jando, on the Sangjani to Noshori Road, as illegal. That is not the Lahore society.
Zameen Index averages in August 2026 were Rs 1.48 crore for 5 marla, Rs 2.67 crore for 10 marla and Rs 4.15 crore for 1 kanal. These are asking prices, not sale prices.
LDA's record for Phase II lists approved blocks P, P1, P2, P3, Q1, Q2, N1 and N2, with 1,134 residential and 59 commercial plots.
