These are third-party copies of LDA’s list; we couldn’t open LDA’s own website. A 2023 sponsored article said Phase II was “technically approved as Arcos Housing Scheme”, so your Phase II paperwork may carry that name. Etihad Town wasn’t on the April 2025 list of illegal schemes we checked.
According to the developer, Phase I and Premier Enclave are delivered, and Phase II has possession in Blocks A to D and its Overseas Block, with first possession in 2023. Phases III and IV are still off-plan, with ballots ahead in their payment plans. Every possession claim we found comes from the developer or sponsored articles; we found no independent site report.

This is Zameen’s asking-price index for Etihad Town on Raiwind Road, mostly Phase 1. A 5 marla plot rose from Rs 68.8 lakh (June 2021) to a peak of about Rs 1.14 crore (October 2023), fell to Rs 93.2 lakh by June 2025, and was about Rs 1.07 crore in August 2026. That’s more than Bahria Town Lahore’s Rs 79.5 lakh in the same month.

A 10 marla plot averaged about Rs 2.08 crore in August 2026.
Phase 2 is much cheaper and shakier. Its 5 marla average dropped from Rs 61.3 lakh (June 2023) to Rs 42.8 lakh (June 2025) and recovered to Rs 53.4 lakh in August 2026. Some of that swing may come from changes in which listings Zameen counted.
The developer’s own prices are higher than both: about Rs 1.2 crore for a Phase I 5 marla and Rs 69.25 lakh for Phase II, as listed on its website in October 2026.
We can’t score this. The developer mentions underground electricity in Phases I, II and IV, but we found no LESCO, SNGPL or resident source. We also couldn’t find out whether homes have their own LESCO meters or share a developer bulk connection, which matters: when Bahria fell behind on its bulk bill in November 2025, LESCO cut supply to its whole society.

We found no reports of complaints, court cases or LDA action, but our search for them was limited, so this isn’t proof there are none.
On 7 October 2026 Zameen listed 710 plots in Etihad Town (569 of them in Phase 1) and 642 in Phase 2. Price indexes run since 2017 for Phase 1 and 2020 for Phase 2. We found no data on time to sell.
The map shows Phase I, beside Raiwind Road about 6 km by road from Thokar Niaz Baig and 18.5 km from the GPO. Phase II is about 13 km away on Jia Bagga Road near Ferozepur Road; Phases III and IV are near the Ring Road’s Adda Plot interchange. Suits: Buyers who want an LDA-listed scheme close to Thokar Niaz Baig, in Phase I or Phase II, and check the scheme name on their allotment against the LDA list.
Avoid if: You're buying a Phase III or IV file on the strength of the developer's approval claims, or you need independent proof of utilities.
