New Lahore City: LDA lists Phase II as only technically approved and Phases III and IV as illegal, though the developer says it's LDA approved. Oct 2026.
AI Summary
New Lahore City, Zaitoon Group's scheme on Canal Bank Road, is only partly approved. LDA's list (17 October 2026) shows a 346.9-kanal scheme approved in 2023 and Phase II with only technical approval since 2018. Phase III and Phase IV, also sold as New Lahore City Ext and Phase-I Ext, are on LDA's illegal list, though the developer calls the whole scheme LDA approved. A 5 marla plot averaged Rs 33.5 lakh in August 2026, below its December 2022 peak.
New Lahore City is only partly LDA approved: LDA’s own lists (17 Oct 2026) show a 346.9-kanal scheme approved in January 2023 and Phase II with only technical approval since July 2018. Phase III and Phase IV (also sold as “New Lahore City Ext” and “Phase-I Ext”) are on LDA’s illegal list, though the developer, Zaitoon Group, calls the whole scheme LDA approved. A 5 marla plot averaged Rs 33.5 lakh in August 2026.
Part of it. Here’s the record, phase by phase:
| Phase | What LDA shows (17 Oct 2026) |
|---|---|
| “New Lahore City Housing Scheme” | Approved 3 Jan 2023: 346.9 kanals in Mouza Maraka, Sultanke and Khudpur; 264 residential and 34 commercial plots; no blocks named |
| Phase II | Technical approval 24 Jul 2018, final approval pending: 2,054.28 kanals in Mouza Sultankey; Royal, Pearl, Platinum and Premium Enclaves |
| Phase III | On LDA’s illegal list: Mouza Sultankey, UBD Canal Road |
| Phase IV, “New Lahore City Ext”, “Phase-I Ext” | On LDA’s illegal list: Mouza Sultankey, Sundar-Raiwind Road |
LDA doesn’t say which part of the society the 346.9-kanal entry covers. Technical approval is a step short of final approval, so Phase II buyers are relying on a process that has been open for eight years.
Zaitoon’s own website (October 2026) calls New Lahore City “an LDA-Approved Landmark Project” with “4 Master-planned phases”. It also sells 5 marla Zaitoon Signature Homes “located in New Lahore City Phase III & II Extension”, and Phase III is on LDA’s illegal list.
A sales site, newlahorecity.com, sells Prime Block as part of “New Lahore City (Phase-IV)” and calls it “a fully LDA Approved society” (page updated August 2026). It carries Zaitoon’s name and Phase II office address, but we couldn’t confirm who runs it. When the developer and LDA disagree, we follow LDA.
We found no court case, NAB inquiry or news report of fraud naming New Lahore City or Zaitoon. The documented risk is approval: Zaitoon’s website calls the whole scheme LDA approved, while LDA’s lists (17 Oct 2026) put two of its four phases on the illegal list.
In parts of the scheme, according to older reports. Zameen reported in July 2020 that Overseas and Pearl Enclaves had possession and families living there, and Premium and Royal Enclaves had possession in some blocks.
Zaitoon now claims more than 12,000 residents. We found nothing independent on development in Phases III and IV.

Zameen’s average 5 marla asking price rose from Rs 25.9 lakh in May 2021 to a peak of Rs 38.9 lakh in December 2022, then fell to Rs 30.9 lakh by May 2025. It was Rs 33.5 lakh in August 2026, still below the peak. Prices differ sharply by phase:
| Phase | 5 marla average, Aug 2026 | Change |
|---|---|---|
| Phase 2 | Rs 43.6 lakh | down from Rs 48.3 lakh (May 2024) |
| Phase 3 | Rs 28.9 lakh | down from Rs 34.8 lakh (May 2024) |
| Phase 4 | Rs 19.7 lakh | down 28% from Rs 27.5 lakh (Aug 2022) |
New blocks sold on instalments cost more. The newlahorecity.com sales site prices a 5 marla Prime Block plot at Rs 45 lakh (August 2026), the same price Zaitoon asked for 5 marla in its Smart Living block in October 2022. Zameen’s average asking price for Phase 4 is less than half that.
Source: Zameen.com, as of Aug 2026
A 10 marla plot averaged Rs 63.9 lakh in August 2026, below its April 2023 peak of Rs 71.9 lakh. Buyers also pay withholding tax, at higher rates for non-filers.
We can’t score this. Zameen’s 2020 article said water, sewerage, gas connections and electric cables had been laid, but that’s a portal article, not a utility company. We found no SNGPL, LESCO or WASA source.
Zaitoon Group, which says it was founded in 1985 and also built Zaitoon City on Canal Road. Its corporate office is on the Main Boulevard of New Lahore City Phase II. In its favour, Zameen reported families living in parts of Phase II in 2020. Against it:
Zameen listed 626 plots for sale in New Lahore City on 17 October 2026: 222 in Phase 2, 176 in Phase 3 and 68 in Phase 4. That’s an active market, with most listings in Phase 2. We have no data on how long a sale takes.
On Canal Bank Road (UBD Canal Road) in south-west Lahore, next to NFC Phase 2 and near Bahria Town. It’s about 17.5 km in a straight line from Thokar Niaz Baig and 29 km from the GPO; Zaitoon says it has a direct approach to the Ring Road’s southern loop. LDA lists Phase IV on Sundar-Raiwind Road.

Suits: Budget buyers after a plot or house in Phase II's lived-in enclaves who accept that LDA's final approval is still pending.
Avoid if: The plot or home is in Phase III, Phase IV, 'New Lahore City Ext' or 'Phase-I Ext', or in Prime Block, which a sales site places in Phase IV.
Main risks:
Based on public records and listings. Site visit pending.
Only partly. As of 17 October 2026, LDA's approved list has a 346.9-kanal 'New Lahore City Housing Scheme' (approved 3 Jan 2023) and Phase-II (2,054.28 kanals), which has only technical approval, with final approval pending. Phase-III and Phase-IV are on LDA's illegal list.
No. 'New Lahore City Phase-III Housing Scheme', in Mouza Sultankey on UBD Canal Road, is on LDA's illegal list as of 17 October 2026.
No. LDA's illegal list names 'New Lahore City Phase-IV', which it says is also known as New Lahore City Ext and New Lahore City Phase-I Ext, on Sundar-Raiwind Road.
We found no court, NAB or news report of fraud naming New Lahore City or Zaitoon. The real issue is approval: Zaitoon calls the whole scheme LDA approved, but LDA lists Phases III and IV as illegal.
Zameen's asking-price index averaged Rs 33.5 lakh across the society in August 2026: Rs 43.6 lakh in Phase 2, Rs 28.9 lakh in Phase 3 and Rs 19.7 lakh in Phase 4.
