Its public pricing, updated 1 January 2026, puts bank withdrawals at 1.2% to 4% and doesn't list Pakistan separately. Yes. Payoneer runs a Pakistan page that invites Pakistan-based businesses to open an account and advertises withdrawals to a local bank. Its September 2026 guide says you add and verify your Pakistani bank account in settings, then withdraw and receive rupees.
As of October 2026, Payoneer is also running a sign-up campaign. New Pakistan registrations between 6 July and 31 December 2026 that receive USD 3,000 through Request a Payment within 90 days can get a reward, for the first 1,000 eligible customers.
Payoneer’s own campaign terms say “Payoneer Inc. is not registered in Pakistan”. The campaign is run by Payoneer Inc., a Delaware corporation. Your money reaches you through a Pakistani bank when you withdraw.
Two Pakistani banks have built Payoneer into their apps. HBL and Meezan Bank both let you link your Payoneer account and withdraw from inside the bank’s app.
Payoneer publishes one global price list. It says the fees are standard estimates that can differ by territory, account type or promotion. The table shows that list as of 1 January 2026.

For a rupee withdrawal, we couldn’t find a Pakistan-specific figure from Payoneer. Its pricing page gives only the 1.2% to 4% range. Blog posts quote 1.5% or 2%, figures we couldn’t match to Payoneer’s pricing page.
For foreign-currency accounts, Profit reported in May 2025 that Payoneer started charging Pakistani users a flat 3% to withdraw to a USD, EUR or GBP bank account. The same 3% applied to transfers to third-party banks. Payoneer’s pricing page doesn’t show this Pakistan rate, and Payoneer hadn’t commented when Profit published.
Exchange rate: we couldn’t find the dollar-to-rupee rate Payoneer uses for Pakistani withdrawals on its public pages. Compare the rupee amount it shows you with what your bank would give.
Through HBL and Meezan, the banks and Payoneer say withdrawals are real-time.
Neither announcement mentions fees, so we couldn’t confirm whether these routes cost less than a standard withdrawal. For other banks, Payoneer doesn’t publish a standard timing.
We couldn’t find a published minimum withdrawal or a fee for Payoneer to NayaPay. Our NayaPay vs SadaPay comparison covers how both apps receive money from abroad and their monthly limits.
Meezan Bank says it issues an electronic Proceeds Realization Certificate (ePRC) with every Payoneer withdrawal made through its app. The bank says this supports regulatory compliance, tax filing and export rebate claims.
We couldn’t confirm whether other banks issue a PRC for Payoneer rupee withdrawals. Ask your bank before you rely on one.
FBR’s rate card for tax year 2027 sets withholding tax on export of services under section 154A. It is 0.25% of export proceeds for software, IT or IT-enabled services by people registered with the Pakistan Software Export Board (PSEB), for tax years 2024 to 2029, and 1% in any other case.
We couldn’t confirm whether banks deduct this tax on Payoneer withdrawals. See freelancer tax in Pakistan for filing your return.
SBP’s Framework for Freelancers lets you open a bank account digitally or in a branch with minimum documents. Your Exporters’ Specialized Foreign Currency Account (ESFCA) opens at the same time as your rupee account. You can keep 50% of export proceeds or USD 5,000 a month, whichever is higher, in the ESFCA and pay from it without SBP or bank approval.
Since SBP’s April 2026 changes, you give a one-time declaration of the services you sell abroad when opening the account. Form R is needed only for amounts above USD 25,000, and banks must process inward export receipts and outward payments from an ESFCA within one working day. Keep the 3% reported in May 2025 for foreign-currency withdrawals in mind. More in our dollar account guide.
Payoneer’s Pakistan page says you can withdraw at ATMs and pay with a Payoneer card wherever Mastercard is accepted. Its September 2026 guide adds that the card is “subject to customer’s eligibility”.
To order a card you need at least USD 100 received in the last six months, not counting money from e-wallets such as PayPal or Skrill. The threshold can vary by country, and in some countries cards aren’t available because of licensing limits. The help center doesn’t say either way for Pakistan, so we couldn’t confirm that a Pakistan-address account can order one today.

Wise is useful when someone abroad sends you rupees. Rupees can’t be added to a Wise account from a bank. See using Wise in Pakistan for its fees, and freelancer payment methods for other ways to get paid.
