What is the new vehicle registration fee in Punjab?

The registration fees on the Excise, Taxation & Narcotics Control Department’s rate page (here “Excise”), checked on 21 Oct 2026:

Vehicle Registration fee
Motorcycle or scooter up to 70cc Rs 1,000
71cc to 100cc Rs 1,500
101cc to 125cc Rs 2,000
126cc to 150cc Rs 2,500
Above 150cc 2% of the value
Car up to 1000cc 1% of the value
Car 1001cc to 2000cc 2% of the value
Car above 2000cc 4% of the value
Tractor, truck, bus, rickshaw or taxi 1% of the value

In June 2025, Punjab’s officials said the motorcycle fees were unchanged after the budget and denied a rumoured Rs 1,000 fitness fee for bikes, Daily Pakistan reported.

Electric vehicles get a 95% exemption on the registration fee and motor vehicle tax, as Excise lists. Our token tax guide explains why we don’t yet use the 99% figure proposed in the June 2026 budget.

What other taxes are added at registration?

  • Token tax (Excise, 2026-27). A motorcycle pays Rs 1,500 once, at registration. A car up to 1000cc pays Rs 20,000 once. A car from 1001cc to 2000cc pays 0.3% of the invoice price a year, and above 2000cc 0.4%.
  • FBR income tax with token tax (section 234), yearly for cars: for example Rs 2,500 for 1300cc to 1499cc if you are on the ATL, Rs 5,000 if not.
  • Professional tax: Excise lists Rs 200 against each car and motorcycle row.
  • Smart registration card: Rs 1,300 for a motorcycle or a car.
  • Capital value tax: 1% of the value for cars above 1300cc, if not already paid.

The ATL is FBR’s Active Taxpayer List, which decides whether you count as a filer. You can check your filer status before you buy.

How much FBR advance tax do I pay on a new car?

Section 231B of the Income Tax Ordinance charges advance tax on a new car as a share of its value. FBR’s rate card, updated to 30 June 2026:

Engine On the ATL Not on the ATL
Up to 850cc 0.5% 1.5%
851cc to 1000cc 1% 3%
1001cc to 1300cc 1.5% 4.5%
1301cc to 1600cc 2% 6%
1601cc to 1800cc 3% 9%
1801cc to 2000cc 5% 15%
2001cc to 2500cc 7% 21%
2501cc to 3000cc 9% 27%
Above 3000cc 12% 36%

For a locally made car, “value” is the invoice price including all duties and taxes. The manufacturer collects this tax when it sells you the car; Excise collects it at registration only if it wasn’t paid at sale. It is adjustable against your income tax.

Motorcycles up to 200cc don’t pay it. The ordinance excludes vehicles up to 200cc, rickshaws, and public transport and goods vehicles.

How much does it cost to register a new bike or car? Two worked examples

A new 70cc motorcycle, from Excise’s rates in October 2026:

Item Amount
Registration fee Rs 1,000
Token tax (once) Rs 1,500
Smart card Rs 1,300
Professional tax (as listed) Rs 200
Total Rs 4,000
Dealer service charge, if the dealer registers it Rs 500

A 125cc bike is Rs 1,000 more, because its registration fee is Rs 2,000. No FBR advance tax applies to either.

A new 1300cc car with an invoice price of Rs 50 lakh, bought by a filer. The price is our example, not a real model:

Item Amount
Registration fee (2%) Rs 100,000
Token tax, first year (0.3%) Rs 15,000
FBR income tax with token tax (ATL) Rs 2,500
Professional tax (as listed) Rs 200
Smart card Rs 1,300
Total at registration Rs 119,000
Dealer service charge Rs 2,000
FBR advance tax, usually paid to the maker (1.5%) Rs 75,000

A non-filer pays Rs 225,000 advance tax (4.5%) instead of Rs 75,000, and Rs 5,000 instead of Rs 2,500 with the token tax. The ePay challan shows the exact amount for your car.

How do I register a new vehicle in Punjab?

Through the dealer. On 17 July 2026, Excise’s director general ordered that every new vehicle bought in Punjab be registered before it is handed over, PakWheels reported. Dealers licensed under the Dealer Vehicle Registration System (DVRS) do it for buyers with a Punjab CNIC; 102 dealerships held the licence then. Excise lists the service charge at Rs 2,000 for a car and Rs 500 for a motorcycle.

For dealer registration, Excise asks for:

  • Form-F (application for registration)
  • a copy of the owner’s CNIC
  • the original sales certificate and sales invoice, each with a verification copy
  • an address sticker for courier delivery

If the car was booked in someone else’s name, add a signed Transfer Order (T.O.) form, proof of the sale and the original buyer’s CNIC copy.

At the motor registration office or online. The same documents apply. Dastak, the Punjab government’s service platform, lists Motor Vehicle Registration among its Excise services as of October 2026. For an imported car, Excise also asks for the customs import permission, the goods declaration (GD) and the bill of lading; see WeBOC vehicle verification.

How much is a number plate in Punjab, and how do I get one?

Government number plate fee

None

Excise's rate table, checked 21 Oct 2026, shows no plate amount. Bol News reported the fee was stopped in April 2024.

Until 2024, computerised plates cost Rs 1,500 for a motorcycle and Rs 2,000 for a car, and more than 2.5 million people waited over three years for theirs, Bol News reported on 17 April 2024. Excise then stopped collecting the fee and let owners buy plates from local vendors in the approved design.

On 23 February 2026, Daily Pakistan reported that Excise told traffic police not to fine owners using privately made plates that follow the approved specifications. Central production of official plates has stopped, so there is no plate order to track.

In June 2026, a proposed clause in Punjab’s Finance Bill would make dealers fit standard plates before delivery and end “Applied For” plates, Pakistan Observer reported. We couldn’t confirm whether that clause became law.

Can I get a number of my choice?

Yes, through Excise’s e-auction, on top of the registration fee. Reserve prices from its policy page:

Number Reserve price
1 Rs 10,000
7 or 786 Rs 7,500
Other single digits Rs 5,000
Listed attractive numbers (cars) Rs 5,000
Any other number (car / bike) Rs 2,000 / Rs 500

A non-attractive number can also be issued at a fixed Rs 10,000, first come, first served. Bidding needs a Rs 100 non-refundable fee through ePay.

Vanity plates (up to 8 letters and numbers) are auctioned separately. Excise’s December 2024 terms set reserve prices from Rs 0.5 million (Gold) to Rs 5 million (Platinum).
