AI Summary

WeBOC vehicle verification starts with the goods declaration (GD), the customs record of an imported car's clearance and duty. Pakistan Single Window's public Utilities page links to WeBOC's Vehicle Status tool. Excise officers can see WeBOC records online, while cars cleared under the older One Customs system are verified by Karachi customs. Since August 2024 Punjab registers an imported car only after online verification. In 2025 FBR found 103 fake entries in its auction module.

WeBOC vehicle verification means checking an imported car’s customs record before you buy it. The record is the goods declaration (GD), filed when the car was cleared and duty was paid. Pakistan Single Window (PSW) links to WeBOC’s Vehicle Status tool from its public Utilities page, as of October 2026. Then make sure the GD, bill of lading and chassis number on the papers all match the car.

Where the public check sits

PSW Utilities > Vehicle Status

psw.gov.pk/utilities loads WeBOC's Vehicle Status page (weboc.gov.pk/Shared/VehicleStatus.aspx). Checked 18 Oct 2026.

WeBOC (Web-Based One Customs) is Pakistan Customs’ clearance system. PSW is the newer portal that traders use, and it links to WeBOC’s public tools.

How do I do WeBOC vehicle verification online?

  1. Ask the seller for the customs papers: the duplicate GD showing all duties and taxes paid, the customs import permission and the bill of lading. These are what Punjab Excise asks for when it registers an imported car.
  2. Open psw.gov.pk/utilities and choose Vehicle Status. The tab loads WeBOC’s page; use Open to go to it directly if it doesn’t load inside PSW.
  3. Look the car up and compare the result with the papers and with the chassis number on the car itself.
  4. If the car is already registered, check the registration too. Punjab Excise’s site links “Online Verification of Registered Vehicles” to its MTMIS service.
  5. Before you pay, ask how the car will be registered or transferred to you, and whether the one-year lock on imported cars still applies (see below).

What papers should an imported car have?

Punjab Excise lists these papers to register an imported car in the importer’s name:

  • an application on Form-F
  • a copy of the owner’s CNIC
  • a copy of the import permission issued by Customs
  • the duplicate copy of the GD, in original, showing all taxes and duties paid
  • a copy of the invoice, if the car was bought directly from the maker
  • a copy of the bill of lading

If the importer sells the car before it is registered, the buyer also needs a transfer order (T.O.) form, a document showing the sale by the importer and the seller’s CNIC copy, plus the same customs papers.

How does Excise verify an imported car with Customs?

It depends on which customs system cleared the car:

Cleared through Who verifies How
WeBOC The excise officer Sees the customs record online
One Customs (older system) Karachi West Customs Verification report on a letter from the motor registering authority

For One Customs cars, the report pulls the importer’s name and address, the clearing agent, the GD number, the HS code, the bill of lading number and date, the chassis number and the duty and taxes paid. A principal appraiser cross-checks and stamps it.

In March 2020 Karachi West Customs ordered these reports to be issued within 3 working days of the registering authority’s letter, PakWheels reported. Until then they had taken months. We couldn’t confirm that the rule still applies.

The provinces have since moved online:

  • Punjab: since August 2024, Excise registers an imported car only after its documents are verified online. Customs said auction vehicles must be verified before registration too (Daily Pakistan).
  • Sindh: in September 2023, PSW agreed to link Sindh Excise’s motor vehicle registration system to its own, so officials can verify imported and auctioned vehicles at registration (PK Revenue).

What do fake customs papers look like?

The cases on record show the risks:

  • Fake customs import documents. In Islamabad the FIA arrested two people who made fraudulent papers for non-custom-paid vehicles and tried to register a luxury car with a fake customs import document, on a complaint from the Excise Department (APP, August 2024).
  • Fake entries in a real system. FBR’s Customs Auction Module, introduced in August 2021 so registering authorities could check auction cars online, had 103 of 1,909 vehicles added under fake user identities. At least 43 of those smuggled vehicles had already been registered (Nukta, September 2025).
  • Wrong details in WeBOC. The Federal Tax Ombudsman took notice of cases where WeBOC showed the wrong chassis number, make or maker, which held up registration until Customs corrected it (Business Recorder; the report is undated, so treat it as background).

So a matching online record is a good sign, not a guarantee. A car registered on fake auction entries still looked legal. Get the car transferred into your name at the registering authority: Punjab Excise says driving on an open transfer letter is an offence. Walk away if the seller can’t show the GD.

Can I buy an imported car in its first year?

Not as a normal transfer. Cars imported under the gift or transfer of residence scheme can’t be transferred for one year from the date of import under S.R.O. 61(I)/2026. Under a new Punjab excise policy, an imported car must also stay in the importer’s name for one year from registration, and the system blocks earlier transfers, ARY News reported on 30 September 2026.

Questions people ask

How can I check if an imported car is customs paid?

Ask the seller for the goods declaration (GD) showing duty paid, the bill of lading and the customs import permission. Then look the car up on WeBOC's Vehicle Status tool, which PSW links from its Utilities page. Excise also checks the customs record before it registers the car.

Is excise verification of an imported car done online?

For cars cleared through WeBOC, yes: the excise officer can see the customs record online. Cars cleared under the older One Customs system are verified by Karachi customs, on a letter from the motor registering authority.

Can an imported car be registered in Punjab without customs verification?

No. Since August 2024 Punjab Excise has required online verification of an imported car's documents before it registers the car, and customs said auction vehicles must be verified too.

Can I buy an imported car from the importer in its first year?

Not as a registered transfer. Cars imported under the gift or transfer of residence scheme can't be transferred for one year from import, and Punjab Excise's system blocks transfers of imported cars for one year from registration.
