In Punjab you check a Safe City e-challan at echallan.psca.gop.pk with the plate number and your CNIC or chassis number, then pay it with a PSID generated in the ePay Punjab app, through a bank app, JazzCash or Easypaisa. As of May 2026, many motorcycle offences cost Rs 1,000, and riding without a helmet or licence Rs 2,000. Motorway over-speeding is Rs 2,500. Unpaid challans can block police services in Lahore, and 20 penalty points in a year suspend your licence.

Punjab’s government websites, including the Punjab Safe Cities Authority (PSCA) portal, didn’t open for us on 22 October 2026. The steps below come from dated news guides, which we name as we go.
How do I check my e-challan in Punjab online?
Punjab has two kinds of e-challan. Safe City challans come from PSCA’s cameras. Traffic police challans are issued by wardens on their phones through the “One App” system, which the Chief Minister launched in February 2026 (The Nation). Both are checked online.
For a Safe City challan, PakWheels’s guide of 24 December 2025 gives these steps:
Open echallan.psca.gop.pk, the PSCA e-challan portal.
Enter the vehicle plate number, for example the number on a bike or car.
Enter your CNIC or the chassis number. The portal accepts either, so you can check by ID card number or by vehicle.
Tick “I’m not a robot” and search to see any pending challans.
Download the challan if you need a copy. The PSCA Public Safety App shows and downloads the same challans.
PSCA also sends each challan by SMS from 8815, with the fine, the time and place of the violation and a payment link. PakWheels advises making sure the SIM is registered in your name.
Can I check an e-challan with a picture?
Yes. A Safe City challan can be downloaded from the PSCA app, as above. For a warden’s challan, PakWheels reported on 28 July 2026 that each One App ticket must carry a photo or video taken at the scene. You get an SMS from 8070 with a link to view it.
The Nation reported in February 2026 that One App sends violation details through QR codes, so you can review the evidence online. Wardens issue One App challans in Lahore, Rawalpindi, Faisalabad, Multan and Gujranwala (PakWheels, July 2026). If your phone number has changed, update it on the Punjab Excise portal so these messages reach you.
How do I pay an e-challan in Punjab?
Wardens can’t take cash on the spot. Pakistan Today reported in March 2026 that every fine must be paid digitally, including through bank apps and wallets.
Open the ePay Punjab app and choose the traffic challan.
Pay the PSID in your bank’s app or by bank transfer, or through JazzCash or Easypaisa.
Keep the PSID and the payment slip as proof.
Check again after 24 to 48 hours. If the challan still shows as unpaid, contact PSCA on 15 or 042-99051606.
In JazzCash, PakWheels lists the route as Traffic Challan Payment, then PSCA, then your registration number or PSID. Punjab said in May 2026 that it would add token tax and environment (EPA) challans to One App, all paid by PSID, in phases. For the token tax itself, see token tax in Punjab.
What are the traffic challan rates in Punjab in 2026?
Punjab’s fines have changed more than once since November 2025. A new ordinance raised them in November 2025 (Profit). The traffic police published a full schedule under the amended Twelfth Schedule of the Motor Vehicles Ordinance 1965 in March 2026 (Pakistan Today). The Punjab Assembly then passed an amendment cutting many fines in April 2026 (Dawn, APP), to take effect once the Governor approved it.
On 15 May 2026, The News reported that Lahore Traffic Police had put the reduced fines in force. These are the amounts reported that week:
Offence

Motorcycle: mobile phone, lane, obstructing traffic, pressure horn

Motorcycle: no helmet

Dawn reported that the April amendment left over-speeding fines unchanged. In the March 2026 schedule those were Rs 2,000 for a motorcycle and Rs 5,000 for a car below 2000cc.
What are the motorway challan rates?
Motorways and national highways are policed by the National Highways and Motorway Police (NHMP), under a federal law, not Punjab’s. The National Highways Safety Ordinance 2000 sets the fines in its Twelfth Schedule, which the government can change by gazette notice.
The current amounts took effect on 1 October 2023, PakWheels reported, and range from Rs 500 to Rs 5,000 in APP’s list:
Motorway offence
Fine
Over-speeding
Rs 2,500
Driving without a licence
Rs 5,000
Night driving without proper lights
Rs 5,000
Driving on the wrong side
Rs 2,500
Unregistered vehicle
Rs 2,000
HID lights
Rs 2,000
Obstructing traffic
Rs 2,000

Careless driving
Rs 1,500

Rs 1,000

Rs 1,000

Rs 500
We found no NHMP notification changing these after 2023. Under section 79 of the ordinance, you can pay within ten days if you don’t contest the ticket. Otherwise the officer can keep your licence or registration and take the case to court. NHMP’s helpline is 130. For motorway tolls, see M-Tag.
What happens if you don’t pay an e-challan in Punjab?
Penalty points. Under the 2025 ordinance, each violation costs 2 to 4 points, and your licence is suspended at 20 points in a year (Profit, November 2025).
Police services blocked. In Lahore, major defaulters have lost access to 14 police services, including driving licence issue and renewal and character certificates, until they pay (PakWheels, 10 August 2026).
Arrest for fake plates. Lahore police arrested an owner with 80 violations and over Rs 410,000 unpaid who had switched to fake plates, and impounded the car.
Trouble selling the car. PakWheels’s December 2025 guide warns that unpaid challans can block a vehicle transfer, token tax payment and licence renewal. Clear them before a vehicle transfer in Punjab.
Holds on passports and CNIC updates for defaulters were only a proposal in August 2026, PakWheels reported. We found no rule putting them in force.
How do I contest a wrong e-challan in Punjab?
For a Safe City challan in Lahore, go to the PSCA head office near Qurban Lines. Take your CNIC, the registration book or card, the challan and photos of your number plates, and ask for footage verification (PakWheels, November 2025).
If the footage shows your vehicle wasn’t there or the plate was copied, the challan is cancelled or corrected. If someone is using a cloned plate, also file an FIR at your nearest police station. Excise’s helpline is 0800-08786.
