Government scheme, Hajj 2027
Rs 12 lakh (long) / Rs 13 lakh (short)
Ministry of Religious Affairs advert, 16 Aug 2026. Paid in two instalments of 50%.
Yes. The Ministry of Religious Affairs & Interfaith Harmony (MoRA) has published a Hajj Policy & Plan 2027-2030, the first policy that covers four years instead of one. Dawn reported on 7 July 2026 that the federal cabinet had approved it.
The policy sets the rules, not the prices. It says government package dues are fixed each year once contracts with service providers are signed, taking exchange rates and Saudi tariffs into account. The 2027 prices in this guide come from MoRA’s separate notices, not from the policy itself.
What the policy changes:
The government scheme is cheaper and the ministry runs it. The private scheme costs more but offers short stays, direct flights from abroad and five-star options. Here is how they compare for Hajj 2027, from MoRA’s notices:
| Government scheme | Private scheme | |
|---|---|---|
| Price | Rs 12 lakh (long) or Rs 13 lakh (short) | Rs 14 lakh to Rs 37.5 lakh (16 basic packages) |
| Length | About 38-42 days, or about 20-25 days | Varies by package; short stays available |
| Seats | 77,526 long + 30,000 short | 71,684 |
| How you pay | 50% on applying, the rest by 20 Oct 2026 | 3 equal instalments by 20 Nov 2026 |
| Who runs it | MoRA | SECP-registered Hajj companies licensed under the Hajj and Umrah (Regulation) Act 2024 |
| Rooms | Shared rooms in Makkah and Madinah; family room for 4-6 mahram relatives | Depends on package, up to five-star |
Choose the government scheme if cost matters most. Its long package (about 38-42 days) is the cheapest option, and even its short package (about 20-25 days) costs less than any basic private package. Its basic package includes training, vaccination, a travel bag, a mobile SIM, medical care, the return air ticket, transport, food, shared rooms, an air-conditioned maktab (camp), qurbani, 5 litres of Zamzam and takaful life insurance.
Choose the private scheme if you want a better hotel, a direct flight from abroad or a package the government scheme doesn’t offer, and can pay more: the cheapest basic private package is Rs 1 lakh above the government short package. Read exactly what the package includes in the app before you pay.
You can pay extra for a less crowded room in Makkah under the government scheme: Rs 2.1 lakh per person for a two-bed room or Rs 70,000 per person for a three-bed room (MoRA advert, August 2026).
As of 17 October 2026, these are the dates MoRA has announced:
| Date | What happens | Status on 17 Oct 2026 |
|---|---|---|
| 22 Jun 2026 | Hajj 2027 registration opened (free) | Open; registration has no closing date announced |
| 18 Aug 2026 | Government scheme: first instalment (50% of the package) opened, first-come, first-served | Started; seats stop once full |
| 5-20 Oct 2026 | Government scheme: second instalment | Open, closes in 3 days |
| 20 Nov 2026 | Private scheme: last day to choose a package and pay all 3 instalments | Not yet passed |
Government scheme: none of the deadlines has passed yet, but the second one is close. If you don’t pay the second instalment by 20 October 2026, MoRA treats your application as cancelled and returns the money you paid to your bank account. You must upload a medical fitness certificate before you can pay the second instalment.
Private scheme: if the private quota isn’t filled by 20 November 2026, the ministry says it may reallocate the seats.
Demand for government seats was high. Arab News reported on 22 August 2026 that over 88,000 pilgrims paid the first instalment in three days, leaving 18,500 government seats. We found no later MoRA notice saying the scheme is full, so check the app before you assume a seat is open.
All steps happen online. MoRA’s official channels are the Pak Hajj mobile app and the portal hajj.mora.gov.pk.
Under the 2027-2030 policy:
POC holders: Saudi Arabia has allowed a limited number of overseas Pakistan Origin Card (POC) holders to go from Pakistan with a close relative who holds a Pakistani passport. A successful applicant can apply for a spouse with a POC and a foreign passport valid until 16 November 2027, with proof of marriage. Approval depends on quota.
Cancel only through the Pak Hajj app or the Hajj Management Portal. The refund goes straight to the bank account of the IBAN you gave. MoRA warns that a cancelled application cannot be restored, so think before you cancel.
Every pilgrim pays a non-refundable Rs 1,000 into the Hujjaj Muhafiz Scheme. It pays Rs 20 lakh if a pilgrim dies during Hajj in Saudi Arabia and Rs 2.5 lakh for an emergency evacuation without performing Hajj because of illness. A pilgrim who dies in Saudi Arabia is buried there under Saudi law. For wider cover, see our guide to travel insurance for Pakistanis.
The Day of Arafah is expected on 15 May 2027 (9 Dhul Hijjah 1448) by the tabular Hijri calendar. It can move by a day with the moon sighting. As of 17 October 2026 we found no 2027 flight schedule from MoRA.
For Hajj 2026 the government scheme was estimated at Rs 11.5 lakh to Rs 12.5 lakh when the 2026 policy was announced on 30 July 2025 (Arab News). For 2027 MoRA has set Rs 12 lakh for the long package and Rs 13 lakh for the short one. An Arab News report of 22 August 2026 gave Rs 11.5 lakh to Rs 12.5 lakh for 2027, the same as the 2026 estimate; we follow MoRA’s own advert.
You don’t need to wait for a new policy each year. Registration under the 2027-2030 policy lets you pick a later year now. On 9 October 2026 the Prime Minister also approved an interest-free Hajj Saving Plan, to be run with the Finance Ministry and Central Directorate of National Savings. It will let you save monthly through digital channels and withdraw at any time. MoRA says the rules are due within two months, with details to follow.
Until then, you can compare National Savings certificates and other ways to save and invest. Overseas Pakistanis paying from abroad can compare ways to send money to Pakistan.
For help, MoRA’s Hajj helpline numbers are 051-9216980, 051-9216981, 051-9216982 and 051-9205696.

Yes. The ministry has published a four-year Hajj Policy & Plan 2027-2030, approved by the federal cabinet in July 2026. The policy does not fix prices: the ministry announces each year's dues separately.
The ministry says your Pakistani passport must be valid until 16 November 2027. You don't need a passport to register, but you can't book Hajj without one.
As of 17 October 2026, private scheme packages can still be chosen and paid on the Pak Hajj app or portal until 20 November 2026, if seats remain. Government scheme seats were given first-come, first-served from 18 August 2026, and we found no notice saying how many are left.
Yes. Under the 2027-2030 policy a woman can go without a mahram if she submits an affidavit that her parents or husband have given permission, that she is travelling with a group of reliable women, and that there is no threat to her dignity or safety.
