The terms for Phase II, as reported in September and October 2026:
| Term | Phase II |

PakWheels, citing the government portal, lists the bike as a 1,000W hub motor with a 72V lithium battery and a top speed of 50 to 55 km/h. Bikes come in black for male students and pink for female students.
The Nation lists these conditions for Phase II:
You also need a guarantor, usually a parent or legal guardian, with a valid CNIC and proof of income. PakWheels says the mobile number on the form must be registered in the guarantor’s name.
Applications were taken online, on the Transport Department’s portal. By 12 October 2026, more than 1.3 million young people had registered and over 607,000 applications had been submitted, APP reported. That’s about six applications for every bike.
APP says the bikes will be allotted by balloting. PakWheels (7 Sep 2026) described it as first come, first served after documents; we follow APP, the state news agency, whose report is later. The CM told officials to deliver bikes within six weeks of the application process ending, The Nation reported. As of 19 October 2026 we found no official balloting or delivery date.
Teachers: Punjab approved a separate e-bike scheme for teachers in April 2026, Daily Pakistan reported. Bikes cost Rs 200,000 to Rs 250,000, with a 30% to 40% subsidy and the rest paid over two to three years, interest-free. Applications were to open on the Punjab Teachers Foundation website. We couldn’t confirm that they did.
Government employees: we found no published terms or start date as of 19 October 2026.
The Transport Department’s page for the student bike scheme, which carries no date, says more than 18,500 bikes have been delivered. On 17 October 2026 the CM said in Sahiwal that 100,000 e-bikes will go to students this year.
