Saudi Arabia’s Umrah system works through two links. Overseas agents are registered with Saudi Umrah companies through the Ministry of Hajj and Umrah’s online system, and those companies contract the hotels, transport and catering that make up each package. We couldn’t confirm a way for a Pakistani to apply alone. Nusuk’s own package site sells “comprehensive packages” that include the visa, and packages without a visa for GCC citizens, residents and people who already hold another Saudi visa. It says packages depend on “the available countries for individual Umrah according to the ministry’s regulations”, but doesn’t say whether Pakistan is one of them.
Some agents sell a cheaper “visa only” option. Trips.pk quoted Rs 60,000 to Rs 65,000 in October 2026, depending on whether transport is included. That is an agent’s price, not the Saudi government fee, which we couldn’t find on an official page.

Trips.pk’s 7-day economy price was Rs 289,000+ from Karachi, Rs 291,500+ from Islamabad, Rs 295,000+ from Peshawar and Rs 334,500+ from Quetta, and its 5-star packages started at Rs 376,850. Amax Travel’s prices exclude meals.
We list these to show the range, not to recommend either agency. We couldn’t search MoRA’s list to check whether they are attested, so check any agency there yourself.

Umrah can be done at any time of year, but visas run on a season calendar. The Saudi Ministry of Hajj and Umrah announced the 1448 AH dates on 17 May 2026:

Umrah companies are regulated under the Hajj and Umrah (Regulation) Act 2024. It makes the organizer liable for negligence or default that causes you hardship in breach of your agreement. Complaints go to a complaint disposal committee, with an appeal to an appellate committee, and an operator’s licence can be suspended or cancelled and its bank guarantee forfeited.
That protection depends on the company being registered, which is why the attested list matters. Keep your contract and bank receipt.

One agency quoted Rs 60,000 to Rs 65,000 for the visa alone in October 2026, depending on whether transport is included. We couldn't find the official Saudi visa fee on a government page, so ask your operator what the price covers.
Not on your own, as far as we could confirm. The visa is issued through a Saudi Umrah company with Nusuk-registered bookings, and some agents sell a visa-only option with transport. Nusuk does not say whether Pakistani residents can book directly.
