Safepay describes itself as a regulated PSO/PSP (payment system operator / payment service provider). It also lists a WooCommerce plugin, which matters if you later move off Shopify.
To set up COD, go to Settings > Payments, choose a manual payment method in the Payment providers section, add any instructions for customers, and activate it. “Cash on Delivery (COD)” is a reserved name, so you can’t use it for a custom method.
FBR’s section 153(2A) covers goods ordered online through e-commerce platforms including websites, so it applies to a Shopify store as well as a marketplace. For e-stores, FBR says the acquiring bank withholds on online payments and the courier withholds on cash on delivery. As of the rate card updated to 30 June 2026:
