Taj Residencia has an RDA final NOC for only 224 kanal; Lotus, Cosmos and Blue Bell blocks are on RDA's illegal list. Extension status and prices, Oct 2026.
AI Summary
Taj Residencia, next to Islamabad's I-14 to I-16 sectors, falls under the Rawalpindi Development Authority. RDA lists a final NOC for only 224 kanal; its 2,200-kanal extension, with the Lily, Tulip, Orchid and Gardenia blocks, is still 'under process'. RDA put the Lotus, Cosmos and Blue Bell blocks on its illegal list in May 2026 and served a show cause notice in September 2026. Zameen's 5 marla average was Rs 89.8 lakh in August 2026. We found no independent evidence on utilities.
Taj Residencia is only partly approved. The Rawalpindi Development Authority (RDA) lists a final NOC (no-objection certificate) for just 224 kanal, and its 2,200-kanal extension is still “under process”. Three blocks, Lotus, Cosmos and Blue Bell, are on RDA’s illegal list.
If you buy, pick a plot you can place on RDA’s plan for the 224-kanal NOC area. As of August 2026, Zameen’s average for a 5 marla plot was Rs 89.8 lakh.
In part. RDA’s approved list, checked on 17 October 2026, has two Taj Residencia records. RDA last updated both on 3 February 2026.
| RDA record | Location | RDA’s status |
|---|---|---|
| Taj Residencia | Kaak | “final noc issued over an area of 224 kanal” |
| Taj Residencia (Extension) | Sheikhpur | “revised & extension is under process over 2200 kanal” |
The 224 kanal is the original scheme. RDA’s master plan for it, dated 21 December 2016, shows Blocks A, B and C with 260 residential plots and 37 commercial plots in Mouza Kaak.
The extension plan RDA attaches, dated 27 June 2019, covers 1,907 kanal in Mouza Sheikhpur, with the Lily, Tulip, Orchid and Gardenia blocks and 1,509 plots, including 10 apartment sites. RDA’s list gives the extension as 2,200 kanal, and in either case still calls it “under process”.
No. Taj Residencia sits just outside Islamabad’s I-14 to I-16 sectors, in Rawalpindi district, so RDA is the approving authority. Zameen’s area guide also places it under RDA. You can check any scheme with our society approval check.
RDA’s illegal list has three Taj Residencia entries, each in “Mouza Kaak and Sheikhpur”:
RDA’s database shows all three were added on 21 May 2026. None of these names appears on either RDA layout plan. No other Taj Residencia block, such as Gardenia, Tulip or Lily, is on the illegal list.
In mid-September 2026, RDA’s planning directorate (MP&TE) served a show cause notice on the owner over alleged publicity and booking of plots in Lotus, Cosmos and Blue Bell. RDA said these blocks are not part of its approved layout plan, and that it had declared the unauthorised extension in Mouza Kak and Sheikhpur illegal (The Nation, 16 Sep 2026).
The owner had seven days to stop, restore the approved layout and reply. The notice says advertising or booking plots before approval breaks the Punjab Development of Cities Act, 1976 and the Punjab Development Authorities Private Housing Scheme Rules, 2021. We found no report of the outcome as of 17 October 2026.
We couldn’t confirm it. Zameen’s undated area guide says Lily, Orchid, Tulip and Gardenia are open for possession, and that later blocks such as Rose, Zinnia and Daffodils are not. We found no RDA record or independent report to back this, so visit the block and see what’s built.
We use Zameen’s index of average asking prices. Asking prices are what sellers ask, not what buyers pay.
| Plot | Aug 2021 | Aug 2023 | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|---|
| 5 marla | Rs 36.8 lakh | Rs 48.9 lakh | Rs 58.3 lakh | Rs 68.4 lakh | Rs 89.8 lakh |
| 10 marla | Rs 66.8 lakh | Rs 81.4 lakh | Rs 99.1 lakh | Rs 1.09 crore | Rs 1.24 crore |
Source: Zameen.com, as of Aug 2026
The 5 marla average rose 144% from August 2021 to August 2026, and 31% in the last year alone. It peaked at Rs 91.1 lakh in June 2026.
Source: Zameen.com, as of Aug 2026
The 10 marla average rose 85% over the same five years, and 14% in the year to August 2026. The index covers Taj Residencia as a whole, not single blocks, so it can’t show prices inside the 224-kanal NOC area.
We couldn’t confirm any of them from SNGPL, IESCO or another independent source. Portals and dealers claim “uninterrupted” utilities, but we found nothing to back that. Ask for a recent utility bill from the block you’re looking at.
Zameen names the Sardar Group of Companies as developer. Another Zameen post names Pak Gulf Construction, which it calls the developer of the Centaurus Mall in Islamabad. Arab News reported in 2006 that Pak Gulf is a joint venture of the Sardar Group and Saudi Arabia’s Al-Tamimi Group, so both point to the same group.
At Taj Residencia, RDA’s September 2026 notice alleges publicity and booking of plots in blocks that are not part of its approved layout plan.
Zameen showed 122 plots for sale on 17 October 2026, most in the Tulip (20), Gardenia (16), Orchard (12), Lily (11) and Rose (10) blocks. Zameen’s “Orchard” is probably the Orchid block on RDA’s plan. None was listed under Lotus, Cosmos or Blue Bell. We have no data on how long plots take to sell.
Taj Residencia is in Mouza Kaak and Sheikhpur, Rawalpindi district, just south of Islamabad’s I-14 to I-16 sectors. A 2019 Zameen report described gates from I-14 and I-16 and a third on Lakhu Road, which links to the M-2 at the Thalian interchange. In a straight line, it is about 8 km from Rawalpindi Saddar, 14 km from Islamabad International Airport and 15 km from Zero Point.

Avoid if: You're offered a plot or file in the Lotus, Cosmos or Blue Bell blocks, or anywhere you can't match to an RDA-signed layout plan.
