Eighteen Islamabad review: RDA approval, villas, apartments and prices

Eighteen Islamabad is in Rawalpindi district, so RDA approves it, not CDA. RDA lists it as “town planning approved over 4839 kanal”, with the transfer and mortgage deed still under process, as of 25 October 2026. It is built by Egypt’s Ora Developers with Saif Group and Kohistan Builders, and villa handovers began in July 2023.

Plot prices have fallen: Zameen’s 10 marla average was Rs 3.74 crore in August 2026, down 23% from August 2023.

Is Eighteen Islamabad CDA approved?

No, and it doesn’t need to be. OpenStreetMap places Eighteen at Phamra in Rawalpindi City tehsil, Rawalpindi district, outside Islamabad Capital Territory, and it isn’t on CDA’s list of private housing schemes. The authority is RDA (Rawalpindi Development Authority).

RDA last updated the entry on 3 February 2026. Its note says the transfer and mortgage deed is still under process, so ask the developer what is outstanding and when it will finish.

Who is the developer of Eighteen Islamabad?

Eighteen was launched in December 2017 by Ora Developers of Egypt (chairman Naguib Sawiris) with Saif Group and Kohistan Builders & Developers, Profit reported. As of October 2026, the developer’s website names Anwar Saifullah Khan as vice chairman and Dr Mohamed Mansour as CEO.

RDA’s list uses the name Elite Reverie Housing. Elite Estate Pvt Ltd signed the 2022 financing deal with Dubai Islamic Bank, and the sales email uses the elite-pk.com domain.

What is for sale in Eighteen: villas, apartments or plots?

All three, according to the developer’s website as of October 2026.

• Villas: 1/2, 1, 2, 4 and 8 kanal. The 1/2 kanal villa has 4 bedrooms and 2,728 sq ft of covered area.
• Apartments (“The Heights”): studio to 3-bedroom apartments and 5-bedroom penthouses, from 775 to 4,579 sq ft, in more than 28 buildings of up to seven storeys.
• Plots (“Eden by Eighteen”): 1/2 kanal (average 231 sq m), 1 kanal (469 sq m), 2 kanal (945 sq m) and 4 kanal (1,836 sq m), plus commercial plots.

Ora’s project page lists 1,327 villas and 1,850 apartments on 2,410,800 sq m, with an 18-hole golf course. The numbers have grown since 2017, when Profit reported 1,068 villas and 921 apartments.

What is the Eighteen Islamabad apartments payment plan?

The developer advertises a “4-Year Easy Payment Plan” for The Heights, but publishes no prices or instalment amounts. We found no official price list for villas or Eden plots either.

In June 2022, Dubai Islamic Bank Pakistan agreed to offer Shariah-compliant off-plan home finance for Eighteen’s villas and apartments, for resident and non-resident Pakistanis. The report gave no rates or terms.

On 25 October 2026, Zameen showed 64 flats for sale. The 25 on the first page asked between Rs 1.82 crore and Rs 8 crore, with a middle (median) price of Rs 2.8 crore.

Has Eighteen handed over villas and apartments?

Villas, yes. Ora says CEO Tarek Hamdy handed the first villa to a resident on 9 July 2023, and ARY News reported that handover began with the Dandelion cluster, due to finish by June 2024. The Club opened in October 2023.

We found no source on apartment handovers or on whether Dandelion finished on time. The developer’s latest posted construction update is from June 2025. In 2017, Profit reported that the project was expected to be complete in six years.

What are Eighteen Islamabad plot prices?

We use Zameen’s index of average asking prices for plots. Asking prices are what sellers ask, not what buyers pay. Zameen has no 5 marla index for Eighteen.

The 10 marla average has fallen every year since August 2023, by 23% in total. It peaked at about Rs 6.8 crore in October 2022.

The 1 kanal average has swung up and down: Rs 9.18 crore in August 2026, below its August 2024 level.

Does Eighteen have gas, electricity and water?

We found no source on how gas, electricity or water are supplied as of October 2026. Ask the developer in writing, and check the meter arrangements for your unit before you pay the final instalment.

Where is Eighteen Islamabad?

The developer’s office address is Srinagar Highway, M-1/M-2 Link Road, adjacent to Sector H-17. RDA gives the location as Bajnial, Bhamra. By our straight-line calculation from the OpenStreetMap point, it is about 8 km from Islamabad International Airport, 15 km from Saddar Rawalpindi and 20 km from Zero Point.

How easy is it to resell in Eighteen?

Fairly easy, on the evidence. Zameen showed 143 properties for sale in Eighteen on 25 October 2026, including 87 plots and 64 flats. Falling plot averages mean you may sell for less than you paid.
