Is Capital Smart City RDA approved? Only 7,376 kanal is on RDA's list; Phase II and the Extension are on its illegal list. Possession, prices, risks, Oct 2026.
AI Summary
Capital Smart City is only partly approved: as of October 2026, RDA's approved list covers 7,376 kanal at Chahan, while 'Capital Smart City Phase II' and 'Capital Smart City Extension' are on RDA's illegal list and Phase-III has no NOC. The developer says Overseas East, Prime 1, Central and Executive 1 were handed over between 2020 and 2024. A 5 marla plot averaged Rs 30.4 lakh in Zameen asking prices in August 2026. It is in Rawalpindi district, under RDA, not CDA.
Capital Smart City is only partly approved. As of October 2026, the Rawalpindi Development Authority (RDA) lists it as approved over 7,376 kanal, while “Capital Smart City Phase II” and “Capital Smart City Extension” sit on RDA’s illegal list. Buying is safer only in a block that RDA confirms is inside the approved area and that the developer has already handed over.
Partly: RDA’s approved list, checked on 14 October 2026, shows “Capital Smart City” at Chahan “approved over an area measuring 7376 kanal”. The entry was last updated on 12 May 2026 and links an approved map. No Phase II, Phase III or extension appears on the approved list.
We follow RDA’s list: only the 7,376 kanal on its list is approved, and anything beyond it is unapproved until RDA lists it. RDA doesn’t publish which marketed blocks fall inside that area.
The society is often sold as “Capital Smart City Islamabad”, but it is in Rawalpindi district, so RDA regulates it, not the Capital Development Authority (CDA).
RDA’s illegal list names two schemes, both added on 17 March 2026:
RDA’s list names no sponsor, so we can’t confirm these are the same developer’s projects. The name alone is reason enough to check before you pay. In September 2018 RDA also declared Capital Smart City’s extension at Chakri Road illegal and referred the case to FIA over its advertising.
It has none, according to RDA. In July 2025 RDA sealed the Phase-III marketing office and an on-site bank ATM, saying the project on Airport Avenue had no NOC (no-objection certificate) and no approved layout plan. The same month it served a notice on Future Development Holding over social media promotion of Phase-III near Thallian Interchange.
On 29 July 2026 RDA issued show-cause notices to 13 illegal schemes, including Capital Smart City Phase-III, and ordered them to stop development, advertising and plot sales. RDA said it had written to NAB, FIA and SNGPL about online promotion of unapproved schemes that falsely claimed RDA NOCs.
Possession means the handover of a developed plot you can build on. We only have the developer’s word on it. In a September 2025 notice it said Overseas East, Overseas Prime 1, Executive 1, the Lake View commercials and Overseas Central were “handed over for construction” between 2020 and 2024, several only in some sectors.
That was later than planned. A June 2020 notice had scheduled possession for the first blocks from December 2020 to April 2021. Overseas West, Overseas Prime 2 and Executive West were still treated as not delivered in the developer’s notices of September and December 2025.
These are Zameen averages of asking prices across all blocks, not sale prices. They may mix part-paid files with plots, so treat them as rough.

A 5 marla plot averaged Rs 21.4 lakh in June 2021, rose to Rs 26.7 lakh in June 2023 and fell back to Rs 21.2 lakh in June 2024. It then climbed to Rs 30.4 lakh by August 2026, the highest in Zameen’s series and 42% above mid-2021.

A 10 marla plot went from Rs 38.5 lakh (June 2021) to Rs 48.5 lakh (June 2023), dipped to Rs 38.6 lakh (June 2024) and reached Rs 63.7 lakh in August 2026. Most of that rise came after June 2025: about 30% in 14 months.
At the developer’s Overseas West prices from August 2024, a 5 marla file cost Rs 34.3 lakh and a 10 marla file Rs 62.9 lakh. A file is a promise of a plot before a plot number is allotted. Those prices were paid over 3 years and excluded development charges, taxes and government dues.
So Zameen’s August 2026 averages (Rs 30.4 lakh and Rs 63.7 lakh) are close to or below what the developer charged for an undelivered file two years earlier, before development charges. Booking needed 10% down, 10% on confirmation and 12 quarterly instalments, with 10-15% extra for prime locations.
The developer cancels. In January 2026 it cancelled plots in delivered blocks where 60% or less of the land cost was paid. In September and October 2026 it cancelled more defaulters, with a restoration window to 16 October 2026.
Refunds carry a 25% deduction plus surcharges and are paid out over as long as you took to pay. A missed confirmation payment on an Overseas West booking cancelled it, with 75% refunded over six months.
The developer’s undated FAQ says water comes from tube-wells below Chahan dam and in the river Sill, with nine turbines working and 40 yet to be placed.
We found no IESCO source on electricity supply and no SNGPL or other reliable source on gas, so we treat both as unconfirmed.
Future Developments Holdings (FDHL), which launched the society with Habib Rafiq (Pvt) Ltd and Singapore’s Surbana Jurong as master planner. Overseas Block 1 was launched in 2018 and the Executive Block in May 2019; the first e-balloting was in December 2019. The developer says about 50 blocks are planned in 8 neighbourhoods.
Its record here is mixed: some blocks delivered, possession late, and RDA action over unapproved extensions in 2018, 2025 and 2026. In September 2025 notices it applied escalation of 15% in Overseas East and 10% in Overseas Prime, and charged villa apartment buyers extra, citing a material cost rise of “as much as 300%” in 2021-22. The same developers are behind Lahore Smart City.
Zameen has run a price index for Capital Smart City since early 2018, which points to a working resale market. The developer lets you transfer a file once 20% or more is paid. We found no data on how long plots take to sell.
It suits overseas and long-term buyers who want a plot in a handed-over block that RDA has confirmed is inside the approved 7,376 kanal. Avoid it if you’re offered Phase II, Phase III, the Extension or a new block without an RDA NOC, or if you need city services and a short commute now. We scored it with our published methodology.
In Mouza Chahan and Mandwal, Rawalpindi district, on the M-2 motorway near the new Islamabad International Airport. The developer reports that a Capital Smart City Interchange on the M-2 was approved in March 2022.

Partly. As of October 2026, RDA's approved list shows Capital Smart City (Chahan) approved over 7,376 kanal. RDA's illegal list names 'Capital Smart City Phase II' and 'Capital Smart City Extension' in Mouza Mandwaal Rajar, and RDA acted against Phase-III in 2025 and 2026.
RDA says Phase-III has no NOC. It sealed the Phase-III marketing office in July 2025 for having no NOC or approved layout plan, and served it a show-cause notice on 29 July 2026.
The developer says Overseas East, Overseas Prime 1, Overseas Central, Executive 1 and the Lake View commercials were handed over for construction between 2020 and 2024, some only in parts. Overseas West, Overseas Prime 2 and Executive West were still waiting in 2025-26.
Zameen's asking-price index averaged about Rs 30.4 lakh in August 2026, up from Rs 21.4 lakh in June 2021. The developer's August 2024 booking price for Overseas West was Rs 34.3 lakh, before development charges.
