Bahria Enclave review: CDA lists the 12,543-kanal Phase-I with no NOC, two Enclave-II parts with NOCs, a Sep 2026 office sealing order, and Aug 2026 prices.
AI Summary
Bahria Enclave is in Zone 4 of Islamabad and CDA lists it as three schemes. Phase-I, the 12,543.11-kanal main scheme, shows layout plan approved and NOC not issued; Enclave-II Phase-II and the Agro Farming Scheme have NOCs. CDA's 2026 notices say Bahria Town extended the scheme beyond its approved area, and in September 2026 CDA ordered its offices there sealed, Minute Mirror reported. Zameen's 10 marla average was Rs 1.68 crore in August 2026.
Bahria Enclave is in Islamabad, and CDA (Capital Development Authority) lists it as three schemes. Bahria Enclave Phase-I, the 12,543.11-kanal main scheme, shows “layout plan approved, NOC not issued” on CDA’s list, checked on 18 October 2026. Two smaller parts, Enclave-II Phase-II and the Agro Farming Scheme, have an NOC (no-objection certificate).
In September 2026 CDA ordered Bahria Town’s offices there sealed over alleged expansion beyond the approved area, Minute Mirror reported. As of August 2026, Zameen’s average for a 10 marla plot was Rs 1.68 crore.
Islamabad. CDA lists all three Bahria Enclave schemes in Zone 4 of the Islamabad Capital Territory, so CDA, not RDA, is the approving authority. OpenStreetMap places it near Jagiot, off Park Road and Simly Dam Road.
Don’t confuse it with Bahria Town Islamabad, a separate Bahria Town project that CDA lists in Zone 5.
Partly. This is what CDA’s housing scheme list shows for each part, as of 18 October 2026:
| CDA entry | Area | Status |
|---|---|---|
| Bahria Enclave Phase-I Housing Scheme | 12,543.11 kanal | Layout plan approved, NOC not issued |
| Bahria Enclave-II, Phase-II, Housing Scheme | 1,180.04 kanal | Layout plan approved, NOC issued (1 Oct 2014) |
| Bahria Enclave-II, Agro Farming Scheme | 2,489.38 kanal | Layout plan approved, NOC issued (2014; extended plan 2019) |
Bahria Enclave is not on CDA’s illegal list. The list does include a separate “Ameer Khan Enclave, Mallah Road near Bahria Enclave”, which is a different scheme.
We couldn’t find an official map that ties the sectors marketed as Bahria Enclave (Sector A, C, G and so on) to these three CDA entries. Ask the society office which entry your plot falls in, and check it is on the approved layout plan. You can check other names with our society approval check.
CDA’s own records disagree. Its Phase-I page shows NOC not issued (status dated 25 November 2025). But CDA’s notices of 16 and 31 March 2026 say an NOC was issued on 8 April 2022, with development due to finish by 7 April 2028, on conditions CDA says Bahria Town has not met.
We follow CDA’s current list, which shows no NOC. Either way, a buyer can’t rely on Phase-I having a clean NOC today.
The Phase-I history is long. CDA approved the first layout plan on 16 July 2011 and cancelled it on 2 July 2013 because development was done without an NOC. It approved a revised plan over 12,543.11 kanals on 29 December 2020, for 8,828 residential plots.
CDA’s notice of 16 March 2026 says Bahria Town changed the approved layout plan and extended the scheme beyond its approved area without CDA approval. Among the points CDA lists:
CDA directed Bahria Town to demolish buildings on CDA land within 30 days. Possible actions it lists include referral to NAB or FIA, blocking access, suspending building plan approvals and sealing offices.
On 31 March 2026 CDA said it had found two different layout plans for Phase-I in its records, with a shortfall of more than 200 kanals in parks, playgrounds and green areas. In February 2026, Pakistan Observer reported a CDA notice alleging that a family park and playing field on Park Road in Sector-A were used for a marquee and a restaurant.
On 26 September 2026, Minute Mirror reported that CDA had ordered the sealing of Bahria Town’s marketing and site offices at Bahria Enclave. CDA alleges development extended to more than 18,000 kanals against an approved layout plan of 12,543.11 kanals.
According to the report, the order followed a final show cause notice of 9 September 2026. Bahria Town replied on 15 September, and CDA rejected the reply. We found no report of whether the offices were actually sealed as of 18 October 2026.
Yes, in the built-up parts. Possession means handing over a developed plot you can build on. CDA’s March 2026 notice records about 50% of Phase-I as developed, and on 18 October 2026 Zameen listed 966 homes for sale and 604 for rent in Bahria Enclave.
The Enclave-II farm housing scheme is further behind. CDA’s May 2026 notice says its 2014 NOC gave five years to finish, to July 2019, and that only about 30% of the work has been done (its compliance table says about 40%). CDA asked Bahria Town to pay Rs 59.521 million to extend the completion period or face cancellation of the layout plan and NOC.
We use Zameen’s index of average asking prices. Asking prices are what sellers ask, not what buyers pay.
| Plot | Aug 2021 | Aug 2023 | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|---|
| 5 marla | Rs 49.0 lakh | Rs 85.1 lakh | Rs 84.5 lakh | Rs 83.0 lakh | Rs 1.04 crore |
| 10 marla | Rs 82.0 lakh | Rs 1.39 crore | Rs 1.38 crore | Rs 1.39 crore | Rs 1.68 crore |
Source: Zameen.com, as of Aug 2026
The 5 marla average more than doubled, up 112% from August 2021 to August 2026, but it slipped a little from August 2023 to August 2025.
Source: Zameen.com, as of Aug 2026
The 10 marla average rose 105% in five years. It was flat from August 2023 to August 2025, then rose 21% in the year to August 2026.
We couldn’t confirm gas or electricity from SNGPL, IESCO or any independent source. In March 2026 CDA asked IESCO and SNGPL to give connections only in line with the approved layout plan and CDA-approved building plans.
On water, CDA’s March 2026 notice records Phase-I’s independent water supply and sewage treatment system as “not developed”.
CDA names the owner of all three schemes as Bahria Town (Pvt) Ltd.
The scheme is lived in, but CDA’s records set out a long list of problems: a layout plan cancelled in 2013, alleged extension beyond the approved area, Rs 53.44 million in dues CDA says are outstanding, a link road CDA says was never built and a farm scheme years past its deadline. Bahria Town’s other Islamabad schemes are covered in our Bahria Town Islamabad review.
There is plenty of supply. Zameen showed 1,496 plots and 966 homes for sale on 18 October 2026, and its 10 marla price index goes back to December 2011. We have no data on how long plots take to sell.
Bahria Enclave is in Zone 4 of Islamabad. By our straight-line calculation from Zameen’s map pin, it is about 14 km from Zero Point and 19 km from Rawalpindi Saddar.

Suits: Buyers who want a lived-in Islamabad address and buy a built house or a plot in a block they have checked against CDA's approved layout plan.
Avoid if: You're offered a plot or file in an extension area that isn't on CDA's approved 12,543.11-kanal layout plan, or you need a CDA NOC for Phase-I now.
