AI Summary

B-17 Islamabad (Multi Gardens, run by MPCHS) has a CDA NOC for Phase-I from January 2008 and a revised layout plan from March 2022. Phase-II has only an NOC for planning. On 10 July 2026 CDA sent a final show-cause notice because MPCHS hasn't transferred 208.60 kanals of public-building land. Zameen's index put a 5 marla plot at Rs 87.2 lakh in August 2026, up from Rs 54.4 lakh in August 2024. Blocks A, B, C and E had possession by 2017.

B-17 Islamabad (Multi Gardens) is CDA-approved for Phase-I: Blocks A and B have an NOC (no-objection certificate) from 30 January 2008. But on 10 July 2026 CDA sent the society a final show-cause notice over 208.60 kanals of land reserved for public buildings that it hasn’t handed over. Zameen’s index put a 5 marla plot at Rs 87.2 lakh in August 2026, and the safer buy is a developed block with a CDA-vetted transfer.

Is B-17 Islamabad CDA approved?

Partly. CDA (Capital Development Authority) has two records for Multi Gardens, both in Zone 2, sponsored by the Multi Professionals Cooperative Housing Society (MPCHS). We checked them on 16 October 2026.

Record Area Layout plan NOC
Phase-I (Blocks A and B, A-17/B-17) 4,815.75 kanal First approved 27 Sep 2006; revised 10 Mar 2022 Issued 30 Jan 2008
Phase-II 4,480 kanal Approved 7 Mar 2008 NOC for planning only (16 Sep 2010)

CDA’s main list says Phase-II’s NOC is “Issued”. Its detail page says it is an NOC for planning, and the sponsor must still get a formal NOC from the local development agency. We follow the detail page.

The name B-17 is a brand as much as a sector. Wikipedia notes that Block A sits in sector A-17 and Block C in B-18, so check the block and sector on your papers.

What is CDA’s show-cause notice about?

CDA says societies must transfer land reserved for public buildings to it, a “mandatory regulatory obligation”. It says MPCHS has transferred none of the 208.60 kanals due: 199.85 kanals under the 2006 plan and 8.75 kanals under the 2022 plan.

CDA wrote about this on 26 March 2025, 23 April 2025 and 17 November 2025. On 20 November 2025 MPCHS replied that it “agrees to execute the Transfer Deed” and listed three school plots in Blocks A and B. The final notice of 10 July 2026 says MPCHS still hadn’t complied and gave it 10 days.

Which Multi Gardens projects are on RDA’s illegal list?

Two names linked to Multi Gardens appear on the Rawalpindi Development Authority (RDA) illegal list, checked on 16 October 2026:

  • “Multi garden phase-II” and “Multi Professionals Cooperative Housing Society Phase II”, at Chakri Road. A website listed on CDA’s page markets a “Multi Gardens Phase II” on Chakri Road.
  • Manzar-e-Kohsar Housing Scheme (Merged in Multi Garden), at Pind Gondal, GT Road Taxila. Zameen reported in February 2017 that MPCHS had acquired Manzar-e-Kohsar, renamed it Block C1 and given many affected Block D buyers alternate plots there.

RDA’s approved list also has a “Multi Gardens” over 19,263.4 kanal in Bhadana Khurd, Chokar, Dhok Jando and Thatha Khalil, with transfer and mortgage deeds “under process”. We couldn’t link that entry to a block, so ask MPCHS which record your plot falls under. You can search official lists with our society approval checker.

Which blocks of B-17 have possession?

Possession means the society hands over a developed plot you can build on. The latest dated reports we found are from Zameen:

Block Status As of
A, B, C, E Possession handed over Feb 2017
F Development nearing completion; possession for a large portion Feb 2019
G Ballot expected in mid-March 2019 Feb 2019
D Part of the land not acquired; no infrastructure work in 2016 Feb 2019

We found no newer block-by-block source. Ask the society office for the possession letter for your block before you pay. Avoid buying a file (a promise of a plot before a plot number is allotted) in a block without possession.

What are B-17 Islamabad plot prices?

Zameen’s index shows average asking prices across B-17. These are what sellers ask, not what buyers pay.

Plot May 2021 Aug 2024 Aug 2026
5 marla Rs 32.95 lakh Rs 54.42 lakh Rs 87.18 lakh
10 marla Rs 53.84 lakh Rs 84.11 lakh Rs 1.23 crore

The 5 marla average fell from Rs 57.9 lakh in May 2023 to Rs 54.4 lakh in August 2024, then rose 60% in two years. From 2017 to 2022 the series climbs by almost the same 2.9% every month, which looks smoothed, so treat older figures with care.

What about gas, electricity and water in B-17?

We couldn’t confirm any of them. We found no SNGPL, IESCO or other dated source on supply to B-17 that we could open. Ask the society office and the utility company in writing about your block before you buy.

How easy is it to resell a plot in B-17?

There are many sellers: Zameen showed 1,907 plots for sale in B-17 on 16 October 2026. We have no data on how long plots take to sell. The CDA notice is the main risk: if CDA stops vetting transfer letters, selling could slow.

Which verdict

Suits: Buyers who want a plot inside Islamabad Capital Territory, in a developed block of Phase-I (A or B) with a clear CDA layout plan.

Avoid if: You're buying in Block D, in a 'Phase II' file you can't place on CDA's record, or in the Chakri Road project RDA lists as illegal.

Main risks:

  • CDA's final show-cause notice (10 Jul 2026) warns it can stop vetting allotment and transfer letters if MPCHS doesn't transfer 208.60 kanals of public land.
  • Phase-II has only an NOC for planning (2010), not a formal NOC.
  • Block D had unacquired land from at least 2016 to 2019.
