Is Blue World City approved? No: RDA lists it as an illegal housing society. Possession claims, plot prices, utilities and the developer's record, Oct 2026.
AI Summary
Blue World City, off Chakri Road near Rawalpindi, is on RDA's official list of illegal housing societies (record updated March 2026), and no part of it is on RDA's approved list. RDA first declared it illegal in 2018. The developer says the land falls under PHATA, but cites no permit. Possession and utilities rest on developer claims only. A 5 marla plot averaged Rs 21 lakh in asking prices in August 2026. The developer faced a 2021 FIR and a NAB inquiry.
Is Blue World City approved? No. The Rawalpindi Development Authority (RDA) lists Blue World City as an illegal housing society on its official list, in a record last updated in March 2026. RDA first declared it illegal in August 2018, and no block or phase of it appears on RDA’s approved list. If you already hold a file there (a promise of a plot, before a plot number is allotted), keep every payment record.
RDA is the authority that approves housing schemes in Tehsil Rawalpindi, where Blue World City sits. On 14 October 2026 its Illegal Housing Societies list named “Blue World City” at Mouza Habtaal Sehal, Thallian, Katarian, Chakri Road, with the status “illegal”. It was on the same list in April 2024.
The status has changed over time. In 2019 RDA listed the scheme as “under process”, meaning approval was pending, and it later moved to the illegal list. In 2021 RDA’s spokesman told Profit that the NOC (no-objection certificate, the approval a scheme needs before it can sell plots) was refused because the layout plan was not followed.
The developer’s position is different. In 2023 it said the land is under PHATA (the Punjab Housing and Town Planning Agency), not RDA, and that all its documents were verified, but it gave no permit numbers or dates. In July 2025 RDA’s director general wrote to PHATA asking for “immediate action” against schemes “such as Blue World City”, saying PHATA may not approve schemes in Tehsil Rawalpindi without master-plan compliance.
We follow RDA’s list, because it is the official record for the area and no PHATA or RDA permit has been produced. If anyone tells you Blue World City has an RDA NOC, ask for the RDA letter: RDA’s approved list doesn’t include it. See how we judge legal status.
We found no reports on the outcome of the high court case after 2023.
Only the developer says so. Possession means handover of a developed plot you can build on. The developer’s website says General Block balloting is complete and possession “has already been offered”, and that Overseas Block offers possession in some districts on full payment.
The same website describes Hollywood Block as “in Completion Phase” and General Block Sector-6 as under development, so not every block is delivered. These pages are undated, and we found no independent block-by-block check. We found no reliable figure for possession charges.
These are averages of asking prices on Zameen, not sale prices, so treat them as rough.

A 5 marla plot averaged Rs 10.1 lakh in June 2021 and Rs 21 lakh in August 2026, about double. The series stayed flat at Rs 17.9 lakh from June to November 2025 and at Rs 18.7 lakh from December 2025 to April 2026, which suggests few listings behind the numbers.

A 10 marla plot went from Rs 15.5 lakh in June 2021 to Rs 38 lakh in August 2026. It sat unchanged at Rs 32.9 lakh from June 2025 to April 2026, then rose 16% in four months. In 2021 Profit reported files from 5 marla to 4 kanal being booked without an NOC for Rs 5 lakh to Rs 20 lakh.
The developer says General Block has electricity, water, gas and sewerage, and that Overseas Block has all the necessary utilities. We found no confirmation from IESCO (the Islamabad electricity company) or SNGPL (the gas company) that either has connected any block.
In 2021 RDA asked IESCO, SNGPL and PTCL not to extend services to schemes it has declared illegal. So we can’t score utilities here.
The developer says Blue World City is owned equally by Saad Nazir and Ch. Nadeem Ejaz, as the BGC-IGC Consortium of Blue Group of Companies and Imperium Group of Companies. They entered real estate in 2018 with Blue World City as their main project, followed by Blue Town in Lahore. The record we found:
How much land the developer owns is disputed. Profit reported in 2021 that it had bought 1,534 kanals, and the developer then cited planning permission for about 1,543 kanals. In 2024 company-issued content in The News claimed “more than 250 thousand Kanals”, and in 2021 its marketer claimed about 100,000 kanals, which Profit called “completely bogus”.
Plots do trade: Zameen has tracked Blue World City asking prices since 2018. We found no data on actual sale prices or how long a sale takes.
In July 2025 RDA asked the Cyber Crime Wing to ban online plot sales and transfers in illegal schemes.
Off Chakri Road in Tehsil Rawalpindi Saddar, at Mouza Habtaal Sehal, Thallian and Katarian. The developer gives its address as 8 km off Chakri Interchange on the M-2 Lahore-Islamabad Motorway. OpenStreetMap places it in Sihal, north-east of the interchange. Other schemes on Chakri Road appear on RDA’s approved list, including Al Haram City Phase 1 and Qurtaba City.

No. As of 14 October 2026, RDA's official list names Blue World City as an illegal housing society, and no part of it is on RDA's approved list. RDA first declared it illegal in August 2018.
RDA had it 'under process' in 2019, later withdrew its planning permission, and now lists it as illegal (record last updated March 2026). The developer argues the land falls under PHATA, but in July 2025 RDA asked PHATA to take action against it.
The developer says General Block has been balloted with possession offered, and Overseas Block gives possession in some districts on full payment. Hollywood Block and General Block Sector-6 are still under development. We found no independent check of these claims.
Zameen's index put the average 5 marla asking price at Rs 21 lakh in August 2026, up from Rs 10.1 lakh in June 2021. These are asking prices, not sale prices.
The developer says it is owned equally by Saad Nazir and Ch. Nadeem Ejaz through the BGC-IGC Consortium (Blue Group of Companies and Imperium Group of Companies), which entered real estate in 2018.
