No. RDA (Rawalpindi Development Authority) is the authority for private schemes in Rawalpindi, and its lists show:
| RDA list | Entry | Where | Last updated |
|---|---|---|---|
| Illegal schemes | RUDN Enclave | Mouza Budhiyal, Adyala Road | 25 Mar 2026 |
| Approved schemes | No match for “rudn” |
Rudn Enclave isn’t on CDA’s lists either, because it is in Rawalpindi district, outside Islamabad Capital Territory. You can check any scheme name yourself with our society approval check.
The developer says so. Its website states that “RUDN Enclave is a PHATA approved housing society” and holds ISO certification, but it doesn’t publish a PHATA letter, number or approved area.
Zameen’s undated area guide doesn’t mention a PHATA approval; it says the developers “expect approval of this project by the Rawalpindi Development Authority (RDA) soon”. We follow RDA’s list, which is the official record for Rawalpindi district.
On 11 September 2023, ProPakistani reported that RDA had taken legal action against the owners of “an illegal housing scheme named Rudn Enclave”. RDA’s MP&TE directorate had an FIR filed at Saddar Baironi police station, naming the owners as Rahimuddin and Usman Shahid.
RDA warned them to stop marketing a project that “lacked official approval”. When RDA’s enforcement squad arrived, the scheme’s representatives presented a stay order. We found no later report on what happened to that case, so we can’t say whether the stay is still in force.
Only the developer says so. Its blog post of 14 October 2026 says possession “has progressed first in the East & West Sectors, followed by Sectors A & B, with remaining sectors moving forward phase-wise”. We found no independent report or photo record of development.
Possession means handing over a developed plot you can build on. Ask for a possession letter for your specific plot, not a general announcement.
We found no current price list. Zameen’s undated area guide gives a General Block plan with a 15% booking and 48 monthly instalments:
| Plot | Total price | Booking | 48 monthly |
|---|---|---|---|
| 5 marla | Rs 12 lakh | Rs 1.8 lakh | Rs 17,000 |
| 10 marla | Rs 21.65 lakh | Rs 3.25 lakh | Rs 31,572 |
On 25 October 2026, the developer’s home page still showed an offer of 15% discounts on development charges and land cost “before 30th Sep”. Payments are made to RMRSCO Private Limited.
We use Zameen’s index of average asking prices. Asking prices are what sellers ask, not what buyers pay.
| Plot | Aug 2021 | Aug 2023 | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|---|
| 5 marla | Rs 11.6 lakh | Rs 12.7 lakh | Rs 18.0 lakh | Rs 18.3 lakh | Rs 21.7 lakh |
| 10 marla | Rs 22.3 lakh | Rs 25.1 lakh | Rs 33.3 lakh | Rs 30.5 lakh | Rs 34.0 lakh |

The 5 marla average rose about 20% from August 2024 to August 2026. But it didn’t change at all from November 2024 to April 2026, which suggests few listings feed it.
Source: Zameen.com, as of Aug 2026
The 10 marla average was Rs 34.0 lakh in August 2026, close to its August 2024 level.
We couldn’t confirm any of them. The developer’s FAQ says electricity, gas and water “are naturally available at the site”, but we found no IESCO, SNGPL or independent source as of October 2026.
The developer’s FAQ says Rudn Enclave is owned by RMRSCO (Pvt) Ltd, founded in 2017, and that this is its first housing project. It names NESPAK as planner and UPDL, Al-Haq Builders & Developers and New Leafs as the development team. It claims the scheme covers 18,000 kanal; we found no official record of its area.
On the evidence, the record is poor: RDA lists the scheme as illegal, and the 2023 FIR was about marketing a scheme without approval.
RDA puts Rudn Enclave in Mouza Budhiyal, Adyala Road. The developer’s FAQ gives its map point and says it is opposite the Bahria Phase 8 extension, between Khasala and Jawa dams, next to the Rawalpindi Ring Road. By our straight-line calculation, that point is about 21 km from Saddar Rawalpindi and 18 km from Islamabad airport.
The Rawalpindi Ring Road was built but not yet open to traffic on 20 October 2026, Dawn reported. A road nearby doesn’t change a scheme’s legal status.
Hard, on the evidence. Zameen showed only 3 plots for sale on 25 October 2026, and its price index was flat for more than a year.
Compare it with schemes on nearby roads: Kingdom Valley, Blue World City and Capital Smart City.

Suits: No buyer, while RDA lists it as illegal. Existing file holders should keep every receipt and watch for RDA or court decisions.
Avoid if: You're relying on the developer's 'PHATA approved' claim or on the Ring Road to make it safe.
