Is Park View City Islamabad CDA approved? The original 1,067.90 kanals has an NOC; the 2025 extension has a layout plan only. Prices and risks, Oct 2026.
AI Summary
Park View City Islamabad's original 1,067.90-kanal scheme has a CDA NOC and approved layout plan as of October 2026. The 5,828.75-kanal extension approved in July 2025 has a layout plan only, and CDA bars plot sales there until it issues a separate NOC, which we couldn't find. The NOC was cancelled in 2014 and again in 2021. A 5 marla plot averaged about Rs 99 lakh in asking prices in August 2026, a record. Overseas Block possession ran late.
Is Park View City Islamabad CDA approved? Partly. As of 14 October 2026, the Capital Development Authority (CDA) lists the original 1,067.90 kanals with an NOC and an approved layout plan. The 2025 extension of 5,828.75 kanals has a layout plan only, and CDA bars plot sales there until it issues a separate NOC, which we couldn’t find. A 5 marla plot averaged a record Rs 99 lakh in asking prices in August 2026.
An NOC (no-objection certificate) is CDA’s permission to develop and sell a private housing scheme. A layout plan (LOP) is the approved map of plots, roads and parks; it comes before the NOC and is not enough on its own.
CDA’s own page, checked on 14 October 2026, shows Park View City Housing Scheme in Zone 4 at 1,067.90 kanals, with “LOP Approved” dated 11 Jan 2021 and “NOC Approved” dated 2 May 2014. The scheme is not on CDA’s list of illegal housing schemes. The sponsor on record is M/s Park View Enclave (Pvt) Ltd.
Yes, twice. According to an audit report cited by Dawn, CDA issued the NOC on 14 Feb 2013, cancelled it on 7 Nov 2014 because amenity land had not been transferred to CDA, and restored it in 2018 “without verifying whether all requirements had been fulfilled”. The audit estimated a Rs2.1bn loss to the exchequer.
The society had no access road, which an NOC requires. In 2020 CDA told the Islamabad High Court (IHC) that the developer encroached government land to connect it to Kuri Road, and admitted its board erred in May 2018 by allowing the road. The IHC held the NOC “illegal and void”, and CDA cancelled it in January 2021.
The developer appealed to the Supreme Court. In July 2021 a bench headed by Justice Umar Ata Bandial told CDA and Park View City to submit complete layout plans.
We couldn’t confirm from CDA or a major news outlet when or how the NOC was restored after that; CDA’s page today simply shows it as approved, with a 2014 date that differs from Dawn’s 2013. We follow CDA’s page for the current status and Dawn for the history.
Only the layout. On 11 July 2025 CDA approved a “Revised and Extended Layout Plan” over 5,828.75 kanals in Mouza Malote, Pind Begwal and Atthal. It shows 4,108 residential plots and 432 commercial plots, with 32.46% of the land for roads and 15% for green space.
CDA’s letter is clear that this is not an NOC. Before an NOC, the sponsor must execute a rectified mortgage deed, submit engineering and sewage treatment designs, get Pak-EPA environmental clearance and publish public notices. If these are not done in time, the layout approval “would stand withdrawn automatically”.
The letter also says no development work in the extended portion until the NOC is obtained, and advises against selling plots there before then. We found no record of that NOC as of 14 October 2026. The developer’s site claims about 15,000 kanals planned, but no CDA document we found covers more than 5,828.75.
Possession means the handover of a developed plot you can build on. For the Overseas Block it ran late. Our only source is a single, low-profile outlet, Bloom Pakistan, so treat the details with care.
It reported that the Overseas Block launched in 2019-20 on a three-year plan, with balloting in July and October 2022 and possession promised for June 2023. As of June 2024 possession had not been delivered, and a management notice said it was being given “on first come first serve basis”, with priority for members who had finished instalments by 30 June 2023. The Golf Estate block, launched in 2021, was merged into the Overseas Block.
Buyers protested at the Islamabad site office in June 2024, and Bloom quotes the CFO as saying development had started in January 2024. We found nothing newer on whether possession was completed, and no official schedule of possession charges.

A 5 marla plot rose from Rs 48.1 lakh (June 2021) to Rs 77.4 lakh (June 2025), then jumped to about Rs 99 lakh by August 2026, the highest in a series that starts in 2017. That is 25% up in a year and 20% up since February 2026 (Rs 82.4 lakh).

A 10 marla plot went from Rs 85.4 lakh (June 2021) to Rs 1.70 crore (June 2025) and about Rs 2 crore in August 2026, up 17% in a year.
The developer’s own prices for new bookings are higher. As of 14 October 2026, its payment plan lists H and F Block plots at Rs 1.4 crore cash for 5 marla and Rs 3 crore for 10 marla, or Rs 1.6 crore and Rs 3.5 crore over 12 months with 25% down. Those are developer list prices, not market averages.
We couldn’t confirm any of them from a utility or independent source. The developer says its electricity lines are underground, but we found nothing from IESCO on the supply arrangement.
For water, CDA’s 2025 letter makes an independent water supply and sewage treatment system the sponsor’s job, “at their own cost”. We found no source describing the actual system. CDA copied the letter to SNGPL and IESCO, but that only shows they were told, not that they supply the scheme.
It’s a Vision Group project linked to Abdul Aleem Khan, the same group behind Park View City Lahore. CDA lists the sponsor as M/s Park View Enclave (Pvt) Ltd, with Mian Omer Farooq Mannan as CEO.
The record in Islamabad is mixed. Besides the road encroachment case above, the government told the Supreme Court in July 2021 that the Ministry of Climate Change had found the society encroaching five kanals of the ministry’s land. NAB looked into the “illegal extension” of the society and plot sales in “unapproved phases”, but closed the inquiry in August 2023 under section 31-B(1) of the amended NAB law, not on a finding of innocence.
Zameen showed 459 plots for sale in Park View City Islamabad on 14 October 2026, in blocks including D, F, Overseas, Downtown and The Walk. Its price index runs back to 2017, so there is an active resale market. We found no data on how many plots actually sell or how long it takes.
On Malot Road in Zone 4, Islamabad, with access to Kuri Road. CDA’s listing labels the road “GT Road”, but its own 2025 letter places the scheme in Mouza Malote, so we follow the letter. By road it is about 23 km from Zero Point, roughly 23 minutes with no traffic.

The original scheme is. As of 14 October 2026, CDA's website lists Park View City Housing Scheme (Zone 4, 1,067.90 kanals) with an approved layout plan and NOC, and it is not on CDA's illegal list. The NOC was cancelled in January 2021 after an Islamabad High Court ruling and is shown as approved again now.
Only partly. In July 2025 CDA approved a revised and extended layout plan of 5,828.75 kanals, but CDA's letter says no development or plot sales in the extended portion until it issues a separate NOC. We found no record of that NOC as of October 2026.
Zameen's asking-price index averaged about Rs 99 lakh in August 2026, up 25% in a year and up from Rs 48.1 lakh in June 2021. The developer's own cash price for a new 5 marla booking in H and F Block was Rs 1.4 crore in October 2026.
About Rs 2 crore on average in August 2026 (Zameen index), up from Rs 1.70 crore in June 2025 and Rs 85.4 lakh in June 2021.
