AI Summary
LDA lists Lahore Smart City as finally approved for 2,153 kanals, while the project was marketed as 55,000 kanals in 2021, and LDA names no approved blocks. The developer says only Overseas Prime has possession. A 5 marla plot averaged Rs 26.5 lakh in asking prices in August 2026, against an Rs 18 lakh launch price in 2020. We found no record of gas, electricity or water. It suits patient buyers who confirm with LDA that their plot lies inside the approved land.
Is Lahore Smart City LDA approved? Only for part of its land. As of 14 Oct 2026 the Lahore Development Authority (LDA) lists it as finally approved for 2,153 kanals, while it was marketed in 2021 as 55,000 kanals. LDA’s record names no approved blocks. Before you buy a file or plot, get LDA to confirm in writing that yours lies inside the approved land.
Partly. LDA’s approved-schemes list has a record for “Lahore Smart City” in Mouza Hardo Sohal (Chak 42, 43 and 44), Muslim Road, Tehsil Ferozwala, approved for 2,153 kanals at the “Finally approved” stage. The same record leaves the approval date, approved blocks and plot counts blank.
The developer announced on 14 February 2021 that LDA had approved its NOC (no-objection certificate). In July 2021 Daily Pakistan reported the project as covering 55,000 kanals. We follow LDA: treat any land beyond 2,153 kanals as unapproved unless LDA shows otherwise.
Lahore Smart City is not on LDA’s illegal-schemes list as of 14 Oct 2026; we checked all 32 pages. Don’t confuse it with “Smart City Housing Scheme”, a different LDA-approved scheme of 745.05 kanals in Mouza Manga Ottar on UBD Canal Road.
Only in one area, on the developer’s word. Possession means the handover of a developed plot you can build on. A developer notice for the January 2024 balloting said possession of Overseas Prime had been given, and that possession of Overseas Sectors A and B and Executive Sectors A and B would be announced “soon”.
We found no later notice confirming those other sectors. In June 2025 the developer offered Overseas Prime (Sectors A, B and C) members a refund of up to 100% of development charges if they started building before 30 September 2025. We found no neutral, block-by-block record of possession.
Missed payments now cost you the plot location. Notices of March and April 2026 said possessionable locations in Overseas Prime with 60% or less paid would be cancelled after 2 May 2026. All on-ground locations with unpaid dues in Overseas Prime, Overseas West and Overseas Central were set for cancellation on 9 May 2026.
A file is a promise of a plot in a society, before a plot number is allotted. At the pre-launch in August 2020, a 5 marla file cost Rs 18 lakh (Executive) or Rs 19 lakh (Overseas). Development charges of about Rs 1 lakh per marla came on top, payable at possession.

The chart shows Zameen’s average asking prices, not sale prices. A 5 marla plot averaged Rs 23.16 lakh in August 2024, Rs 22.55 lakh in August 2025 and Rs 26.52 lakh in August 2026. Zameen puts the rise since July 2020 at 42%, in rupees not adjusted for inflation.

The 2020 launch price for 10 marla was Rs 33 lakh (Executive) or Rs 34 lakh (Overseas), again without development charges. Zameen’s index averaged Rs 45.43 lakh in August 2024, Rs 41.94 lakh in August 2025 and Rs 49.93 lakh in August 2026.
We couldn’t confirm any of them. We found no SNGPL, LESCO or LDA record for gas or electricity supply to Lahore Smart City, only agency and developer marketing. We found no record of water supply to residents either.
Future Development Holdings (FDH) with Habib Rafiq (Pvt) Ltd, with Surbana Jurong of Singapore as master planner. The head office is in F-11 Markaz, Islamabad, and shares phone lines with Capital Smart City. The group’s record at Capital Smart City is the best guide we have:
In Lahore, the developer’s own 2025 and 2026 notices show repeated payment deadlines, cancellations, instalment discounts and surcharge waivers. They also say late payments slow development. We found no reputable news coverage of the Lahore project’s delivery.
Booking is closed on the developer’s website as of 14 Oct 2026, so every buyer now buys a file or plot from another member. The developer’s notices offer file “merging”, including between Capital Smart City and Lahore Smart City files. Zameen’s 10 marla index sat at Rs 41.87 lakh from September 2025 to April 2026, which suggests few listings in that period.
On the Lahore Eastern Bypass near Kala Shah Kaku, about 1.5 km from Kala Shah Kaku railway station, in Tehsil Ferozewala of Sheikhupura district. LDA’s record says “District Lahore”, but OpenStreetMap places the site in Sheikhupura district. The developer describes it as on Lahore Ring Road and the M-11 Lahore-Sialkot Motorway, near the M-2.
