DHA Karachi review: a statutory authority since 1980, so the title is strong. The real issues are water, rain flooding and Phase VIII. Prices to Aug 2026.
AI Summary
DHA Karachi is a statutory authority created by President's Order No. 7 of 1980, so its legal basis is strong; the risks sit at plot level, such as transfer NOCs and GPA or mortgaged plots. Phases I to VII are built up, while Phase VIII is still being developed. A 500 sq yd plot averaged about Rs 10.4 crore in asking prices in August 2026, up 51% in a year. Water is short, with many residents on tankers, and parts flooded in 2020 and 2022.
Is DHA Karachi a safe buy? On title, yes: it has been a statutory authority since 1980, set up by a presidential order, so it doesn’t need SBCA or KDA approval. The real issues are elsewhere: water shortages, rain flooding in 2020 and 2022, and Phase VIII, which is still being developed. A 500 sq yd plot averaged about Rs 10.4 crore in asking prices in August 2026.
Yes. DHA (Defence Housing Authority, formally the Pakistan Defence Officers Housing Authority) was created by President’s Order No. 7 of 1980, published in the Gazette of Pakistan on 9 August 1980. It replaced an older cooperative housing society. The order says it has effect “notwithstanding anything contained in any other law”, and no other body can plan a scheme in DHA’s area without its Executive Board’s approval.
That board is headed by the Corps Commander in Karachi, and a serving Brigadier runs DHA day to day. DHA says it manages 8,797 acres and has 81,489 members. Building plans go through DHA, then Cantonment Board Clifton (CBC), which gives final approval.
The legal risk is at plot level, not society level. DHA’s own rules say:
You can confirm a plot’s dues on DHA’s UAN, 021-111-589-589 (extensions 2070 and 2044). DHA opened a Central Mutation Cell at its head office, with introductory terms from 14 August 2026 to 31 July 2027, including mutation within 10 working days.
Phases I to VII are the established phases, which CBC maintains with DHA’s help. Phase VIII covers 4,151 acres, which DHA says is 45% of DHA Karachi, and is still under infrastructure development. Possession means the handover of a developed plot you can build on; in DHA Karachi, a Demarcation Letter gives physical possession and lets you start construction.
Business Zone VIII-C opened for construction only on 15 March 2026. Phase VII Extension is also still being developed. We found no official zone-by-zone possession list for Phase VIII, so ask DHA about your exact plot.
Karachi plots are sold in square yards, but Zameen’s price index uses marla. Zameen counts 1 marla as 25 sq yd, so 5 marla is 125 sq yd, 10 marla is 250 sq yd and 20 marla (1 kanal) is 500 sq yd. See our marla converter for other sizes.
These are Zameen’s average asking prices across DHA Karachi, not sale prices. Its 5 marla bucket actually averages about 962 sq ft (about 107 sq yd) per plot, so read it as 100 to 125 sq yd plots.

The 5 marla average was flat at about Rs 2.55 crore (June 2021) and Rs 2.53 crore (June 2023), reached Rs 2.97 crore by June 2025, then jumped to Rs 4.48 crore in August 2026. That’s up 51% in 14 months.

The 500 sq yd series is the most reliable, since that’s DHA Karachi’s standard bungalow plot. It fell from about Rs 6.30 crore (June 2021) to Rs 5.80 crore (June 2024), then rose to Rs 10.42 crore in August 2026, up 51% in a year. From February to August 2026 it rose about 5% a month, and we found no news report explaining why.

The 250 sq yd index stayed at exactly Rs 4.09 crore every month from mid-2023 to April 2026, then rose to Rs 5.07 crore in August 2026. A price that doesn’t move for three years suggests too few listings to update it, so treat this size as thinly traded. In Phase 8, a 500 sq yd plot went from about Rs 5.35 crore (June 2024) to Rs 10.23 crore (August 2026).
Yes, and it is the biggest weakness. As of December 2023, DHA and Clifton needed up to 17 MGD (million gallons a day) but got 5 to 6 MGD by pipeline and about 3 MGD by tanker, against a quota of 9 MGD. In April 2024, Dawn reported that residents mainly rely on water tankers.
In a 2023 Sindh High Court case, the water utility’s managing director said only a dedicated supply line could fix it. On 12 September 2026, KWSC and the Frontier Works Organization signed a contract for a dedicated pipeline from Dumlotee, adding 10 MGD for Defence and Clifton. It costs Rs14.237 billion and is due within a year; we couldn’t confirm progress since.
Parts of it have. After rain that began on 27 August 2020, water stood on DHA roads for days, ground floors flooded and some residents had no electricity for three days. Residents stormed the CBC office, demanding drains, dewatering and line water instead of tankers.
In July 2022, parts of Phases 4 and 6, Khayaban-i-Muhafiz and the Bukhari commercial areas flooded again, and army troops pumped water out. We didn’t confirm whether any monsoon from 2023 to 2026 was as bad.
K-Electric supplies DHA Karachi. Outages of about three days followed the 2020 and 2022 rains, and after the 2020 monsoon K-Electric and DHA raised two substations in Phases 4 and 8 to reduce flood damage. Gas comes from SSGC, but we found no dated source on gas availability or new connections by phase.
No. DHA City Karachi is a separate project on the M-9 Super Highway, about 56 km from the city centre; Zameen said in 2020 that the drive from DHA usually takes an hour. It was launched in 2009, and its new power company described it in July 2026 as more than 22,000 acres. Check which one a listing means before you call.
On 14 October 2026, Zameen listed 1,744 residential plots for sale in DHA Karachi, which points to an active market. Some sizes, like 250 sq yd, trade thinly. A sale needs a DHA NOC and, in Phase VIII, full payment of the electrification charges; see tax on property sale for the taxes on top.
It sits on the coast in south Karachi, inside Clifton Cantonment. From Phase 6 it’s about 10 km by road (13 minutes without traffic) to I.I. Chundrigar Road and 18 km to Jinnah International Airport. Compare it with Bahria Town Karachi, DHA Lahore and DHA Islamabad.

Suits: Buyers who want Karachi's strongest legal title and a central, built-up location, and can live with tanker water.
Avoid if: You can't budget for water tankers, or you're buying in Phase VIII expecting to build straight away.
Main risks:
Based on public records and listings. Site visit pending.
At society level, yes. DHA Karachi is a statutory authority created by President's Order No. 7 of 1980, and Cantonment Board Clifton gives final building-plan approval. The risks are at plot level: transfers need a DHA NOC, and plots under a GPA, a mortgage or litigation can't be transferred until cleared.
No. DHA City Karachi is a separate project on the M-9 Super Highway, about 56 km from the city centre, and covers more than 22,000 acres by its own power company's 2026 account. DHA Karachi (Phases I to VIII) is on the coast in south Karachi.
Yes. As of December 2023, DHA and Clifton needed up to 17 million gallons a day but got 5 to 6 MGD by pipeline and about 3 MGD by tanker. A dedicated pipeline from Dumlotee, adding 10 MGD, was contracted in September 2026 and is due within a year.
As of August 2026, Zameen's listing-based index averaged about Rs 10.4 crore, up 51% in a year after three flat-to-falling years. These are asking prices, not sale prices, and they vary by phase.
Parts of it have. After the August 2020 rains, water stood on roads for days and some homes lost power for three days. In July 2022, parts of Phases 4 and 6 and the Bukhari commercial areas flooded again.
