DHA Multan review: a chapter of DHA Lahore, not an MDA scheme. Which 11 sectors have possession, plot prices since 2017, charges and waivers. Oct 2026.
AI Summary
DHA Multan is a chapter of DHA Lahore, a statutory authority under Order No. 26 of 2002, so it doesn't need MDA approval. Launched in 2017, it had 11 possession sectors by 2026. On Zameen, the average 10 marla plot listing was Rs 53 lakh in August 2026, up 18% in two years, while 5 marla plots stayed near Rs 22.5 lakh. Both are below DHA's own 2021 sale prices. DHA has its own 132kV grid station; we found no source for gas or water.
DHA Multan stands on DHA Lahore’s legal footing: its own regulations call it a chapter of DHA Lahore, a statutory authority, so it doesn’t need an MDA approval. It was launched in 2017, and DHA listed 11 sectors with possession in 2026. Prices are the weak point: on Zameen, the average 10 marla plot was Rs 53 lakh in August 2026, below the Rs 80 lakh DHA charged in its own 2021 sale.
Its legal basis is DHA Lahore’s law, not a Multan Development Authority (MDA) approval. DHA Multan’s Construction & Development Regulations (revised July 2023) say it is “chapter of Defence Housing Authority Lahore”. DHA Lahore was reconstituted by Chief Executive’s Order No. 26 of 2002, published in the Gazette of Pakistan on 19 September 2002.
The regulations, DHA’s own building and development rules, cover DHA Multan’s “Specified as well as Notified Area”. DHA’s FAQ says foreign demand drafts are made out to “DHA Lahore-Multan Chapter”.
We found no separate gazette notice that sets out DHA Multan’s own area. We also couldn’t check MDA’s lists, because MDA’s websites didn’t load for us on 16 October 2026.
Possession means handing over a developed plot you can build on. A DHA notice valid to 31 March 2026 names 11 possession sectors: M, Q, R, H, U, A, V, I, N, B1 and G.
| Sector | Possession (date we could check) |
|---|---|
| M | Given and complete by August 2020 |
| Q | Announced August 2020 |
| A (2 kanal) | Ceremony set for 31 August 2021 |
| I | Announced February 2023 |
| B1 | Certificates handed over August 2023 |
| R, H, U (10 marla), N (2 kanal), V (8 marla) | Given by August 2023 |
| G | On DHA’s 2026 list; we found no date |
DHA’s FAQ says its villas have possession, and Zameen reported in August 2023 that the Rumanza golf community did too. The location ballot, the draw that gave file holders a plot number, was held on 31 July 2019.
Block T, where DHA sold 5 marla plots in July 2021, is not on the 2026 possession list, and neither is Sector D. People search for possession dates in Sectors T, P and D, but we found no DHA notice for them as of October 2026.
DHA doesn’t publish a price list for resale plots, so we use Zameen’s listing index. It averages asking prices across all of DHA Multan, so a change in which sectors are listed moves the number.
| Plot | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|
| 5 marla | Rs 23.76 lakh | Rs 22.52 lakh | Rs 22.55 lakh |
| 10 marla | Rs 45.13 lakh | Rs 47.25 lakh | Rs 53.04 lakh |
Source: Zameen.com, as of Aug 2026
The 5 marla average was about Rs 16.7 lakh in February 2017, and it slipped about 5% between August 2024 and August 2026.
Source: Zameen.com, as of Aug 2026
The 10 marla average rose from about Rs 24.3 lakh in April 2017 to Rs 53.04 lakh in August 2026, including a 12% rise in the last year.
DHA’s own direct-sale prices tell a different story. In July 2021, DHA sold 5 marla plots (Block T) for Rs 50 lakh and 10 marla plots (Blocks B1 and U) for Rs 80 lakh, on a three-year plan with 10% down. Both are far above today’s listing averages.
We couldn’t confirm why: some listings may quote only the amount paid so far on a file, or be in sectors without possession. Ask the seller what is still owed to DHA.
DHA’s FAQ lists development charges for Sectors M, Q, R, H, U, A, V, T, I, N, B1 and G, but only as an image we couldn’t read, so we don’t quote amounts. What DHA has published in text is its waiver scheme.
DHA’s regulations also say you must start building within 3 years of possession being announced. For General Public plots, DHA cut its late-payment surcharge from 24% to 14% a year from 1 January 2025.
Ask DHA in writing about gas and water for your sector before you pay.
DHA Multan is run by a Project Management Committee chaired by Lt Gen Ahsan Gulrez, with Brig Kashif Naeem Khan Burki as Project Director, as of October 2026. Zameen reported in 2019 that the scheme covers about 9,000 acres.
Since its 2017 launch, it has delivered 11 sectors, villas and a golf course that opened to the public on 1 March 2022. On 15 July 2026, DHA ended its agreement with Al Mani Developers for commercial plazas in Sector D, citing “persistent non-fulfillment of obligations”.
Zameen showed 3,352 plots for sale in DHA Multan on 16 October 2026.
DHA’s FAQ says villa transfers can also be done at its sub-offices in Lahore, Islamabad and Karachi, which helps buyers who live outside Multan. Our guide to buying property as an overseas Pakistani covers the paperwork, and tax on property sales explains what you pay when you sell.
DHA Multan lies in the north-east of the city, between Bosan Road and Mattital Road, near Bahauddin Zakariya University (BZU). Its main gates are Jinnah Gate on the east and Iqbal Gate on the west. Measured on OpenStreetMap, Sector M is about 15 km in a straight line from Ghanta Ghar, 18 km from Multan airport and 15 km from the M-4 Tatepur interchange.
Compare it with other DHA projects: DHA Lahore, DHA Islamabad and DHA Gujranwala.

Suits: Buyers who want to build in an established DHA sector with possession (M, Q, R, H, A and others) in Multan.
Avoid if: You want quick price gains, or the plot is in a block without possession, such as the 5 marla Block T.
Main risks:
Based on public records and listings. Site visit pending.
It doesn't depend on a Multan Development Authority (MDA) approval. DHA Multan's own regulations say it is a chapter of DHA Lahore, a statutory authority under Chief Executive's Order No. 26 of 2002.
A DHA notice from 2026 lists 11 possession sectors: M, Q, R, H, U, A, V, I, N, B1 and G. Villas and the Rumanza golf community also have possession.
Zameen's average 5 marla listing was Rs 22.55 lakh in August 2026, close to Rs 22.52 lakh a year earlier. DHA itself sold 5 marla plots in Block T for Rs 50 lakh on instalments in July 2021.
For resale gains, the record is mixed. 10 marla listings rose 18% in two years to Rs 53 lakh (August 2026), 5 marla prices dipped slightly, and both sit below what DHA charged in its 2021 direct sale.
DHA offers development-charge waivers for building early. After the waiver dates, a non-construction penalty of 10% of development charges a year applies (DHA notice, October 2025).
