Jinnah Garden review: CDA cancelled the Phase-I layout plan in 2018 and no phase has an NOC. Amenity land notices, Aug 2026 plot prices and risks.
AI Summary
Jinnah Garden, run by the Federal Employees Cooperative Housing Society (FECHS) off the Islamabad Expressway, has no CDA NOC for any phase. CDA cancelled the Phase-I layout plan in 2018; Phase-II and the Phase-1 Extension have layout plans approved in 2021 but no NOC. CDA's 2025 notices say 28 amenity sites, including parks, schools and the graveyard, were turned into other uses. Zameen's 10 marla average was Rs 1.52 crore in August 2026.
Jinnah Garden Islamabad has no CDA NOC for any phase, as of October 2026. An NOC (no-objection certificate) is CDA’s permission to develop. CDA cancelled the Phase-I layout plan in 2018, and Phase-II and the Phase-1 Extension have approved layout plans but no NOC.
The scheme isn’t on CDA’s illegal list, and much of Phase-I is built and lived in. As of August 2026, Zameen’s average for a 10 marla plot was Rs 1.52 crore.
Neither answer is clean. CDA’s housing scheme pages, checked on 17 October 2026, list three Jinnah Garden entries, all owned by the Federal Employees Cooperative Housing Society (FECHS). None of them is on CDA’s list of illegal schemes, but none has an NOC.
| CDA entry | Area | Layout plan | NOC |
|---|---|---|---|
| Phase-I (Islamabad Expressway) | 2,548 kanal | Approved 9 Apr 2011, cancelled/withdrawn 14 Sep 2018 | Not issued (status dated 31 Oct 2025) |
| Phase-1 Extension (with NAECHS) | 1,826.5 kanal | Approved 10 Sep 2021 | Not issued (status dated 3 Nov 2025) |
| Phase-II | 430 kanal | Approved 10 Sep 2021 | Not issued (status dated 25 Nov 2025) |
For Phase-I, CDA says “the sponsors have failed to obtain NOC, due to non-completion of pre-requisites”. NAECHS is the National Assembly Employees Cooperative Housing Society, co-sponsor of the Extension. You can check any scheme yourself with our society approval check.
Sources disagree on Phase-II: Dawn reported in February 2025 that it covers 1,066 kanals approved in October 2024, while CDA’s own page says 430 kanal with the layout plan approved on 10 September 2021. Dawn also placed the scheme in Zone IV; CDA says Zone 5. We follow CDA.
The LOP (layout plan) problem is old. CDA approved a first Jinnah Garden layout over 1,069 kanals on 26 April 2006. In August 2010, Zameen News reported a CDA public notice that called sales in the scheme illegal, because a larger layout over 2,776.29 kanals hadn’t been approved.
CDA then approved a second layout over 2,548.60 kanals on 9 April 2011. CDA’s December 2025 notice says that “upon non-compliance” this plan was cancelled/withdrawn by a letter dated 14 September 2018. CDA’s June 2025 notice gives the date as 14 August 2018, but the scheme page and the August and December 2025 notices say 14 September 2018, so we use that.
In December 2024, FECHS applied for a combined layout plan of Phase-I and the Extension over 6,757 kanals. In a letter dated 23 January 2025, CDA said land documents (fresh fard, aks shajra, non-encumbrance certificate) hadn’t been submitted and Rs 17.5 million of the scrutiny fee was still unpaid. We found no later CDA approval.
CDA’s notices from 2025 make two main charges.
Amenity land turned into plots. In its 22 August 2025 show cause notice, CDA said FECHS had “Illegally Converted” land for parks, the graveyard and public buildings that had already been transferred to CDA. Its notice lists 28 sites in Blocks A to E, including parks, schools, two hospital sites, the sewage treatment plant site and the 57.40-kanal graveyard. According to the notice, most now show residential use on the ground and some show “Capital Enclave”.
Public land not handed over. In a 5 December 2025 notice, CDA said 793.15 kanals of public building, park, graveyard and road land in Phase-I still had to be transferred to it. For the Extension, its 2 December 2025 notice said none of the 956.30 kanals of such land had been transferred.
Dawn also reported in August 2025 that the federal audit report for 2024-25 said about 200 kanals of amenity land, worth about Rs 2,000 million, converted and sold.
In part, in Phase-I. Possession means handing over a developed plot you can build on. CDA’s August 2025 notice describes streets and blocks A to E, with former park and school sites now residential. On 17 October 2026, Zameen listed 360 houses for sale in Jinnah Gardens.
CDA has reported development without an NOC. Dawn reported that on a 16 January 2025 visit, CDA found work in Blocks E and G and a marquee built in Block F, and ordered the work stopped. In a 12 September 2025 notice, CDA said FECHS was developing the Extension before getting an NOC, which it called “Illegal and liable to be Demolished”.
The same notice says “Bahria University of Health Sciences” was built by Naval Anchorage on land the approved layout earmarked for a school, college, hospital and playground. CDA also says it saw NAB notices in the scheme about the Bankers City case (reference 47/2007).
We use Zameen’s index of average asking prices for “Jinnah Gardens”. Asking prices are what sellers ask, not what buyers pay, and we couldn’t confirm whether the index mixes the three phases.
| Plot | Aug 2022 | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|
| 5 marla | Rs 50.3 lakh | Rs 61.2 lakh | Rs 74.3 lakh | Rs 94.3 lakh |
| 7 marla | Rs 84.6 lakh | Rs 1.04 crore | Rs 1.12 crore | Rs 1.29 crore |
| 10 marla | Rs 93.1 lakh | Rs 1.38 crore | Rs 1.27 crore | Rs 1.52 crore |
Source: Zameen.com, as of Aug 2026
The 5 marla average rose from Rs 42.5 lakh in February 2021 to Rs 94.3 lakh in August 2026. Zameen shows a 27% rise in the last year.
Source: Zameen.com, as of Aug 2026
The 10 marla average more than doubled from Rs 71.2 lakh in August 2021, but it fell 8% between August 2024 and August 2025. It then sat at Rs 1.36 crore from December 2025 to April 2026 before rising again.
Listings on Zameen on 17 October 2026 advertised some plots as “LOP clear”. CDA doesn’t define that term, and it lists the Phase-I layout plan as cancelled, so ask the seller to show exactly which approved plan the plot is on.
We couldn’t confirm any of them from SNGPL, IESCO or CDA. Sale listings and a Zameen forum post say utilities are available, but we found no independent source.
CDA’s August 2025 notice says the sewage treatment plant site (6.60 kanal, Block C) and an overhead tank site were converted to residential use.
CDA names FECHS, a co-operative of federal employees, as the owner. Zameen’s area guide says the scheme belongs to the Federal Employee Housing Foundation (FGEHF) and that its NOC “is never in question”. CDA’s own pages contradict both claims, so we follow CDA.
FECHS has delivered lived-in blocks. Its record with the regulator is poor: a layout plan cancelled, amenity land converted, public land not transferred and fees unpaid, all set out in CDA’s own notices.
Supply is high. On 17 October 2026, Zameen listed 322 plots for sale, 236 of them tagged Phase 1, plus 360 houses. Zameen has kept a 10 marla index here since 2012. We have no data on how long sales take.
Jinnah Garden lies in Zone 5, off the Islamabad Expressway. It is about 17 km in a straight line from Zero Point, 11.5 km from Rawalpindi Saddar and 10 km from Rawat.

Suits: Buyers who want a built house in an established Phase-I block and accept that CDA has not issued an NOC, priced with that risk in mind.
Avoid if: You need a plot with a CDA NOC, CDA-vetted transfer letters, or a building plan approved by CDA without delay.
Main risks:
Based on public records and listings. Site visit pending.
It isn't on CDA's illegal list, but no phase has an NOC. CDA cancelled the Phase-I layout plan in 2018, and Phase-II and the Phase-1 Extension have approved layout plans (2021) without an NOC, as of October 2026.
No. CDA's housing scheme pages show 'NOC Not Issued' for Phase-I, Phase-II and the Phase-1 Extension.
Zameen's index put the average 5 marla asking price at Rs 94.3 lakh and the 10 marla average at Rs 1.52 crore in August 2026.
CDA lists the Federal Employees Cooperative Housing Society (FECHS) as the owner. The National Assembly Employees Cooperative Housing Society co-sponsors the Phase-1 Extension.
