Affidavit stamp duty in Punjab

Rs 300

Raised from Rs 100 by the Punjab Finance Act 2024 (KPMG's summary of the Act). Pakistan Observer reported in September 2025 that Rs 100 and Rs 200 papers are no longer accepted for affidavits.

The Punjab Land Records Authority (PLRA) runs e-stamping with the Bank of Punjab. It covers sale deeds, leases, partnership deeds, affidavits and powers of attorney, and PLRA says paper stamp papers issued before e-stamping are the only old ones still valid.

How do I apply for an e-stamp paper online?

PLRA’s service page points to the portal at es.punjab-zameen.gov.pk; its FAQ and user guide give es.punjab.gov.pk. Both timed out from our connection on 24 October 2026, so the steps below come from PLRA’s FAQ and its citizen user guide.

  1. Open the portal and choose Generate Challan 32-A. Accept the disclaimer, which you can also listen to in Urdu or English. You don’t need an account.
  2. Fill in the challan details. Pick the district and tehsil, the stamp paper type (Judicial for court matters, Non-Judicial for deeds and agreements) and the deed name. For a sale deed, the guide says to choose “conveyance - 23(a)”. Choose who pays: buyer or seller.
  3. Add the parties. For each first party (seller) and second party (buyer): name, CNIC, relation (son of, wife of), contact number and address. If a property dealer or lawyer is acting for you, their name, CNIC and contact details are required too.
  4. Enter the deed details. For property, give the address and the land and construction value. The system works out the duty on the declared value or the DC value (the District Collector’s rate), whichever is higher.
  5. Save and print. Saving gives a 16-digit challan ID. The printout has Treasury, Bank and Customer copies, and PLRA says plain paper at home is fine.
  6. Pay. At any Bank of Punjab branch, or online through PSID or a banking app. The bank confirms the payment to PLRA in real time, and you receive the e-stamp paper.

Check the district and tehsil before you save: a challan with the wrong ones can’t be fixed, and you have to make a new one. You can edit a challan until you pay. After payment it can’t be changed or reprinted from the portal.

For PSID payments in general, see PSID challan.

What is the e-stamp paper price in Punjab?

The price is the stamp duty for your document. The portal calculates it for property deeds. For fixed-duty papers, these are the amounts the Punjab Finance Act 2024 set, per KPMG’s summary and Pakistan Observer (June 2024):

Document Before July 2024 From July 2024
Affidavit (Article 4) Rs 100 Rs 300
Property sale agreement Rs 1,200 Rs 3,000
Other agreements (Article 5(d)) Rs 100 Rs 500
Divorce papers Rs 100 Rs 1,000

For a property sale deed, the duty is a percentage of the value: 1% across Punjab since the Stamp (Amendment) Ordinance of April 2026, The News reported. Our property transfer in Punjab guide has the full list of transfer charges.

Can I still get a Rs 100 e-stamp paper?

Not for an affidavit: Rs 300 has been the affidavit rate since July 2024. Other documents have their own rates, so check which one applies before you buy.

Stamp vendors also issue low-value e-stamps. PITB trained vendors in Multan Division in November 2021 to issue non-judicial e-stamps below the old lowest denomination of Rs 500, printed on white paper with a QR code. Ask the vendor for the e-stamp printout, not an old paper stamp.

How do I verify an e-stamp paper in Punjab?

PLRA says every e-stamp the system has issued can be checked at any time, for free.

  1. Scan the QR code on the paper with your phone camera. Or:
  2. Open the e-Stamping portal and choose Verification through Web.
  3. Enter the stamp serial number printed on the paper.
  4. Compare the result with the paper. PLRA says it shows the stamp number, status, amount, property details, buyer and seller, and payment reference. If any of these don’t match, don’t sign on that paper.

A 2023 copy of the portal lists a helpline, 08000-8100; we couldn’t check that it still works. Check a paper before you sign a rent agreement or a sale agreement on it.

What if the stamp duty paid was too low?

Use Pay Deficiency/Penalty on the portal and enter the stamp paper’s serial number. PLRA says a deficiency is the unpaid part of the duty, and a penalty is an extra charge for paying late or an error. Each stamp paper needs its own deficiency challan.

Can I pay CVT and registration fee on the same challan?

Yes. PLRA says stamp duty, capital value tax (CVT) and the registration fee can be paid together on one Challan 32-A. The portal also has a separate Pay CVT/Registration option for an existing challan.
