Can I use a house in Gulberg commercially?
Only on roads where LDA allows it, and only after you pay a conversion fee. LDA keeps a “List-A” of roads where commercial use is allowed for a fee. The Auditor-General’s report on LDA lists these Gulberg roads on it:
Main Boulevard Gulberg and M.M. Alam Road, plus Tariq Road and the T Block link to M.M. Alam Road
Hali Road (one segment), and Stadium Road (Sharah-e-Noor Jehan) in Gulberg III
the road behind Liberty Market, Firdous Market Road, Ghalib Market, Link Road Market and Main Market
College Road (three segments), Park Road (Ali Zaib Avenue), and Gulberg Road (Jail Road to Ghous-ul-Azam Road)
Zafar Ali Road in Gulberg V is on List-B. That audit covers 2018-19, so ask LDA’s town planning office whether your road’s status has changed since.
How much is LDA’s commercialization fee?
Under LDA’s Land Use Regulations 2020, the fee to use a plot on a List-A road commercially is 20% of the commercial value of the whole plot, as given in the valuation table. A residential-cum-commercial zone pays 10%. The valuation table here is the one LDA uses (the district rate), not FBR’s table above, and we couldn’t find Lahore’s current district table online.

The regulations stopped new applications for temporary or annual commercialization, which cost 1.25% of the commercial value a year. Existing permissions were to end by 30 June 2024. We couldn’t confirm whether that deadline was extended.
For Gulberg, LDA notified a reclassification map on 1 February 2012. It marked zones for health, education and offices with height limits of 70 ft and 38 ft. Heights now follow LDA’s current building and zoning regulations, and other uses allowed by the 2020 rules can be approved if you pay the fee.
