Faisal Hills review: RDA final NOC over 11,823 kanals, but 2025 FIRs over building past approved limits, and Faisal Hills Enclave is illegal. Prices, Oct 2026.
AI Summary
Faisal Hills, on GT Road near Taxila, has an RDA final NOC over 11,823 kanals, and Faisal Hills-II has town planning approval over 7,300 kanal with its deeds still under process. In 2025 RDA filed FIRs against the scheme over development beyond its approved boundaries. 'Faisal Hills Enclave' is a different scheme on RDA's illegal list. Zameen's index put a 5 marla plot at Rs 56.4 lakh in August 2026, up 53% in two years.
Faisal Hills is RDA approved: the Rawalpindi Development Authority lists it with a final NOC (no-objection certificate) over 11,823 kanals, checked on 17 October 2026. The catch is the land around it. In 2025 RDA filed FIRs against Faisal Hills over alleged building beyond its approved boundaries, APP and The Nation reported, and a similarly named “Faisal Hills Enclave” is on RDA’s illegal list.
As of August 2026, Zameen’s average for a 5 marla plot was Rs 56.4 lakh. The safer buy is a plot you can show lies inside the 11,823-kanal NOC area.
Yes, for the original scheme. Faisal Hills is on GT Road near Taxila, outside Islamabad Capital Territory, so RDA regulates it, not CDA (Capital Development Authority). CDA’s list of housing schemes has no Faisal Hills entry.
RDA’s lists include several “Faisal” schemes on or near GT Road. Only the first two are Faisal Hills:
| RDA entry | Where RDA puts it | RDA status (Oct 2026) |
|---|---|---|
| Faisal Hills | Pind Gondal, Dhoke Syedo, Mohra Shahwali | Approved: final NOC over 11,823 kanals |
| Faisal Hills-II | Ban Bhola, Thatta Khalil, Jalala and Bhalot, Tehsil Taxila | Approved: town planning over 7,300 kanal; transfer and mortgage deed under process |
| Faisal hills enclave | Shah Wali Shah, GT Road Taxila | Illegal |
| Faisal Iqbal Town | Mouza Jallala, GT Road Taxila | Illegal |
| Faisal Town | Jalala | Illegal |
Town planning approval for Faisal Hills-II is a step short of a final NOC. RDA’s record says its transfer and mortgage deed is still being processed.

RDA investigations found Faisal Hills “expanding beyond its approved boundaries” with continuing illegal development, The Nation reported on 3 August 2025. The paper said RDA filed an FIR with Taxila police against the scheme’s company secretary, Muhammad Pervez, and other officials.
An APP report of 27 July 2025 said RDA had filed FIRs against three schemes, including Faisal Hills in Taxila. RDA had told police the schemes had built beyond their approved areas and misled the public through unauthorized advertising and illegal booking and file sales.
The Nation also wrote that the schemes had failed to get the required NOCs from RDA. That clashes with RDA’s own list, which shows a final NOC for Faisal Hills. Both reports link the action to building beyond the approved boundaries, so we read it as being about the extended land. We follow RDA’s list for the approved area.
There is older history too. In June 2020 the Anti-Corruption Establishment (ACE) booked senior RDA officials, alleging they had allowed construction of Faisal Hills and Faisal Margalla City while the schemes were illegal, The News reported. Its sources said the case would go to NAB. We found no report of how that case ended.
In part. Possession means handing over a developed plot you can build on. Parts of Faisal Hills are built and lived in: on 17 October 2026 Zameen listed 150 houses for sale and 16 for rent there.
Zameen’s area guide, which is undated, names four blocks, A to D, with D the newest. It says the A Block park and the Faisal Mansion office are complete and that a school campus is under construction. We found no RDA or independent record of which blocks have possession.
We use Zameen’s index of average asking prices. Asking prices are what sellers ask, not what buyers pay.
| Plot | Aug 2021 | Aug 2023 | Aug 2024 | Aug 2025 | Aug 2026 |
|---|---|---|---|---|---|
| 5 marla | Rs 39 lakh | Rs 40.4 lakh | Rs 36.9 lakh | Rs 45.1 lakh | Rs 56.4 lakh |
| 10 marla | Rs 67.9 lakh | Rs 63.9 lakh | Rs 54.9 lakh | Rs 76.7 lakh | Rs 89.9 lakh |
Source: Zameen.com, as of Aug 2026
The 5 marla average fell between 2023 and 2024, then rose 53% in the two years to August 2026. Over five years it is up 45%.
Source: Zameen.com, as of Aug 2026
The 10 marla average followed the same path: down to Rs 54.9 lakh in August 2024, then up 64% to Rs 89.9 lakh by August 2026.
We couldn’t confirm any of them. Developer and dealer sites say gas, electricity and water are available, but we found no SNGPL, IESCO or other independent source, and Zameen’s area guide doesn’t cover utilities.
Zameen says Faisal Hills is developed by Zedem International (Pvt) Ltd, owned by Chaudhary Abdul Majeed. RDA’s lists don’t name the sponsor.
The track record is mixed. Buyers have built houses here, but RDA filed FIRs against the scheme in 2025 over alleged building beyond its approved boundaries. Zameen names the same company, ZEDEM International, as developer of Faisal Town F-18. There, in January 2026, RDA lodged an FIR against the owner, Chaudhry Abdul Majeed, over alleged layout-plan violations, APP and The Nation reported. Read our Faisal Town Islamabad review for that case.
There is plenty of supply. Zameen showed 1,783 plots for sale in Faisal Hills on 17 October 2026, and it has kept a price index here since August 2016. We have no data on how long plots take to sell.
