AI Summary
New Metro City Gujar Khan is listed as illegal by the Rawalpindi Development Authority (record updated March 2026). New Metro City Lahore (Ravi) has RUDA final sanction for 589 kanals; its larger revised scheme has only technical approval. Kharian - Sarai Alamgir and Mandi Bahauddin have no approval record we could find. NAB returned Rs767 million to 383 Gujar Khan buyers in October 2025. A 5 marla Gujar Khan plot averaged Rs 28.5 lakh in asking prices in August 2026.
Is New Metro City approved? It depends on which one. The Rawalpindi Development Authority (RDA) lists New Metro City Gujar Khan as illegal (record updated March 2026), while New Metro City Lahore (Ravi) has final sanction from the Ravi Urban Development Authority (RUDA) for 589 kanals. We found no approval record for the Kharian - Sarai Alamgir or Mandi Bahauddin projects.
New Metro City is a brand of BSM Developers, whose CEO is Bilal Bashir Malik. The developer’s site lists four New Metro City projects, plus its first project, Gwadar Golf City. This is what we found for each, as of 14 Oct 2026.
| Project | Approval status | Source |
|---|---|---|
| Gujar Khan (District Rawalpindi) | Listed as illegal by RDA; not on RDA’s approved list | RDA |
| Lahore, called “New Metro City Ravi” by RUDA | Final sanction for 589 kanals 2 marlas; revised 1,493.64-kanal scheme has technical approval only | RUDA final sanction, RUDA technical approval |
| Kharian - Sarai Alamgir (District Gujrat) | Unconfirmed: no approval record from any authority found | Developer |
| Mandi Bahauddin | Unconfirmed: no approval record from any authority found | Developer |
The developer’s own pages for Gujar Khan, Kharian - Sarai Alamgir and Mandi Bahauddin name no approving authority and no approval number. Only its Lahore page claims an approval, from RUDA.
No. RDA lists “New Metro City, Matial, Bhai Khan, Pindora, G.T Road” with status “illegal”. The record was last updated on 17 Mar 2026, and the scheme is not among RDA’s 78 approved schemes.
Marketing has claimed RDA approval, and in 2022 the developer cited an RDA approval number that RDA’s website didn’t show. RDA’s spokesperson told Profit in September 2022 that the society was not RDA-approved and had no NOC (no-objection certificate). We follow RDA’s own website, which still says illegal.
The history matters. RDA officials approved a layout plan on 16 Aug 2022, and the Rawalpindi commissioner then ordered an inquiry into them because the site “falls in the green area where housing is not allowed” (Dawn). In a February 2026 appeal, buyers cited RDA as showing a layout plan for only 2,500 kanals and no NOC.
On 9 Oct 2026, RDA’s director general and Rawalpindi Commissioner Salman Ghani heard pending complaints about six schemes, including New Metro City Gujar Khan, after Lahore High Court directions. They told RDA’s legal officers to act. We found no outcome yet.
The marketed size and the land on record are far apart. The developer has cited about 16,000 kanals “acquired”. Dawn’s 2022 revenue figures for its three estates (Bhai Khan, Matial and Pindora) add up to about 2,199 kanals, and buyers cite an approved layout plan for 2,500 kanals.
BSM Developers told Profit in 2022 that the land had not yet been fully acquired, so plots were sold before the land was bought. The same revenue report found rain nullahs, a railway track and some provincial government land across the site.
NAB (the National Accountability Bureau) opened an inquiry in September 2024. Buyers complained they had paid for plots in New Metro City Gujar Khan but the developer had not delivered as promised.
On 3 Oct 2025, NAB said Rs767 million had been returned to 383 buyers, and 57 buyers had accepted plot allotments instead. On 10 Feb 2026, hundreds of buyers asked NAB to process refund applications filed in 2025 that had not yet started.
We can’t confirm it. Possession means handing over a developed plot you can build on, and no neutral source says that has happened. Block A early-bird balloting was held on 20 Aug 2022, and buyers were told plot locations would come after mapping and zoning (Profit).
The developer says a railway underpass inside the society opened in April 2025, connecting the Early Bird and A-South blocks. That is the developer’s own claim.
These are Zameen’s averages of asking prices, not sale prices. The first point on each chart is the price ProPakistani listed in December 2022.

A 5 marla plot was listed at Rs 24.5 lakh in December 2022. Zameen’s average asking price was Rs 23.69 lakh in August 2024, then sat flat at Rs 23.94 lakh from at least June 2025 to April 2026. It rose each month after that, to Rs 28.53 lakh in August 2026.

A 10 marla plot was listed at Rs 43.5 lakh in December 2022. Its average asking price went from Rs 48.04 lakh (August 2024) to Rs 53.05 lakh (August 2025) and Rs 62.66 lakh (August 2026). The long flat stretch in the 5 marla index suggests few listings, so resale may be slow.
In New Metro City Kharian - Sarai Alamgir, Zameen’s average asking price for a 5 marla plot was Rs 39.99 lakh in August 2024 and August 2025, and Rs 45 lakh in August 2026. A 10 marla plot went from Rs 61.88 lakh to Rs 70.95 lakh over the same years. Remember its approval is unconfirmed.
We found no utility-company or news source on gas, electricity or water for New Metro City Gujar Khan. We treat all three as unconfirmed.

It isn’t an LDA scheme. RUDA lists it, across Ferozwala (District Sheikhupura) and District Lahore, so RUDA is the approving authority. LDA (the Lahore Development Authority) approves other Lahore schemes; see our LDA approved societies list.
The developer says the Lahore project is “approved by RUDA”. RUDA’s records are narrower: final sanction covers 589 kanals 2 marlas, and the revised 1,493.64-kanal scheme has only technical approval, a stage before final sanction. Ask RUDA to confirm your plot is inside the sanctioned area.
On Main GT Road in Tehsil Gujar Khan, District Rawalpindi, across the revenue estates of Bhai Khan, Matial and Pindora. OpenStreetMap places it at 33.2170, 73.3369. The Kharian - Sarai Alamgir project is also on GT Road, in District Gujrat.

No. As of 14 Oct 2026, RDA's website lists New Metro City (Matial, Bhai Khan, Pindora, GT Road) as illegal, and it is not on RDA's approved list. Buyers' February 2026 appeal cites RDA as showing a layout plan for only 2,500 kanals and no NOC.
Partly, and by RUDA, not LDA. RUDA lists final sanction for New Metro City Ravi on 589 kanals 2 marlas, while the revised 1,493.64-kanal scheme has only technical approval. Check that your plot is inside the sanctioned area.

Some did. NAB said on 3 Oct 2025 that Rs767 million was returned to 383 buyers and 57 took plot allotments instead. In February 2026 more buyers were still asking NAB to process refund applications.
Zameen's index put the average asking price for a 5 marla plot in New Metro City Kharian - Sarai Alamgir at Rs 45 lakh in August 2026, up from Rs 39.99 lakh a year earlier. These are asking prices, not sale prices.
