Citi Housing Gujranwala's main phases are on GDA's approved list: Phase-I with Extensions I and II (5,760.09 kanal) and Phase-II (1,042.24 kanal). GDA's 2022 illegal list also names a 'Wafi (Extension)' on GT Road. Phases I and II are built and lived in, and the developer has no plots left to sell. Zameen's average asking price for a 5 marla plot was Rs 60.96 lakh in August 2026, up 71% since August 2021. No independent source confirms gas or water.

Citi Housing Gujranwala’s main phases are on GDA’s approved list: Phase-I with Extensions I and II (5,760.09 kanal) and Phase-II (1,042.24 kanal). The developer says Phases I and II are built and lived in, and a 5 marla plot averaged Rs 60.96 lakh on Zameen’s index in August 2026. The main legal risk is a “Wafi extension” that GDA lists as illegal.

Is Citi Housing Gujranwala approved by GDA?

Mostly, yes. GDA (Gujranwala Development Authority) keeps the list of approved private housing schemes in the district. That list (June 2021, with the same two entries still listed in October 2024) has two Citi Housing entries:

GDA entry Area Approval dates
Phase-I, Extension-I and Extension-II (Mouza Adho Rai, Rattoki, Kot Baqar, Kot Momin) 5,760.09 kanal 30 May 2012 (by the former TMA Khiyali Shahpur), 18 Jul 2016, 15 Oct 2019
Phase-II (Mouza Adho Rai and Attawa, G.T. Road) 1,042.24 kanal 18 Jul 2016

GDA’s current website blocks our requests, so we used archived copies of its former website. We couldn’t check whether Citi Housing is on GDA’s May 2026 list of 191 illegal societies for the same reason.

The approvals had problems along the way. In a 2017 report, the Auditor General said GDA sanctioned Phase-I and Extension 30 months, and Phase-II 7 months, after their preliminary planning permissions had lapsed, and called these sanctions irregular. Punjab’s rules make that permission valid for six months.

The same audit found that GDA hadn’t entered its mortgage of 346.376 kanal (Phase-I and Extension) and 120.71 kanal (Phase-II) in the revenue record. GDA holds this land as a guarantee for the development works. GDA did not reply to the audit.

Which phases of Citi Housing Gujranwala are developed?

Possession means handing over a developed plot you can build on. By the developer’s account, Phases I and II are done.

  • Phase I: the developer said in May 2024 that it is “fully completed and sold out”, with a large number of houses occupied.
  • Phase II: on G.T. Road. The developer says all plots are sold and families live there.
  • WAFI Citi: next to Phase I, with blocks EE, FF, GG and HH. Zameen reported in October 2018 that possession had been given in all its blocks, fully in some and partly in others.

Zameen now also shows “Phase 3” and “Phase 4” areas in the society. Neither name appears on GDA’s lists we could read, so check those plots with GDA first.

What is the price of a 5 marla and 10 marla plot in Citi Housing Gujranwala?

We use Zameen’s price index, which averages asking prices on its listings. Asking prices are not sale prices, but the index gives a consistent trend.

Can you buy Citi Housing Gujranwala plots on installments?

Not from the developer. Citi Housing and Zameen both say the Gujranwala project is sold out, so you buy from a current owner. An old payment plan still shown on Zameen’s area guide, Rs 16.5 lakh for 5 marla in 12 quarterly instalments, is undated and far below today’s prices.

Before you pay, check the plot number with the developer and match it to GDA’s approved layout plan. Our guide to property transfer in Punjab covers the steps and taxes.

Does Citi Housing Gujranwala have gas, electricity and water?

  • Electricity: a dealer told Zameen in October 2018 that Citi Housing used to supply power itself and that WAPDA connections and meters were being installed. The developer says cables are underground.
  • Gas: we found no SNGPL notice or news report for any phase. Only a sale listing claims Sui gas.
  • Water: only the developer’s claim of water pipes in service corridors.

Ask a resident or the seller for recent gas and water bills before you buy.
