For new loans, yes in practice. SBP’s papers called it the Government Mark-up Subsidy Scheme for Housing Finance, “commonly known as Mera Pakistan Mera Ghar (MPMG)”.
An SBP executive director said in August 2022 that the scheme had not shut down permanently. He said higher interest rates had pushed the government’s subsidy cost up to 15% from 7% at the start.
We found no SBP notice that restarted MPMG or formally ended it. In September 2025 SBP announced a new scheme instead.
By 30 June 2022, banks had paid out Rs100 billion under MPMG, approved Rs236 billion and received applications worth Rs500 billion (the SBP official, as reported by ProPakistani).

When the limits went up in March 2026, borrowers already paying 8% under the first version had their rate cut to 5%. In July 2026 the government also let eligible non-bank finance companies lend under the scheme: housing and investment finance companies up to Rs 1 crore, and microfinance companies up to Rs 50 lakh (Business Recorder, citing SECP).

KIBOR is the Karachi Interbank Offered Rate, the benchmark banks price loans from. The 5% is fixed only for the first 10 years. On a 20-year loan, years 11 to 20 move with KIBOR, so your instalment can go up or down then.
Under MPMG the rate rose after year 5. Tier 1 (NAPHDA projects) started at 3%, cut to 2% in February 2022. Tier 2 paid 5% then 7%, and Tier 3 paid 7% then 9%.
SBP’s rules, as of October 2026:
Banks add their own tests. Bank of Khyber, for example, asks for a minimum net income of Rs 35,000 a month, age 21 or over, and two years of credit history if you’re salaried (three if you run a business). It also uses a 33% debt burden ratio, stricter than SBP’s 65% ceiling.
Compare a few banks before you apply, as their own limits differ.
HabibMetro says overseas Pakistanis with a valid NICOP or POC (Pakistan Origin Card) are eligible. We couldn’t find SBP’s instruction on this, so confirm with your bank.

On 9 October 2026 the Prime Minister was told that Rs426 billion had been approved and Rs76 billion paid out (ARY News). That makes about Rs350 billion approved but still waiting.
The targets have changed. At the April 2026 launch, Profit reported a first-phase goal of 50,000 houses with Rs321 billion of financing in the first year, and 500,000 houses over four years. The October 2026 briefing gave a financing target of Rs700 billion and 125,000 houses.

No. Punjab runs its own programme, Apni Chhat Apna Ghar, through PHATA. It gives interest-free loans to low-income families building a house. As of April 2026 it had lent more than Rs191 billion to 135,410 families (The News). It is separate from the federal Apna Ghar loan described above.
