AI Summary
Neelum Valley is a river valley of about 150 km in Azad Kashmir, reached from Muzaffarabad. The latest official road statement we found, from January 2024, said the main road was open to all cars as far as Kel, about 156 km from Muzaffarabad, and to 4x4s only beyond it. Taobutt is snowbound from October to April. The valley is under 3 km from the Line of Control: tourists were turned back in May 2025, and the UK advises against all travel within 10 miles of the LoC.
Neelum Valley is a river valley of about 150 km in Azad Kashmir (AJK), reached by road from Muzaffarabad. The latest official road statement we found is from January 2024: the main road was then open to all cars as far as Kel, about 156 km from Muzaffarabad, and to 4x4 jeeps only beyond Kel. Check current conditions before you go. Taobutt, the last village, is snowbound from October to the end of April.
The valley runs along the Line of Control (LoC) with India. Tourists were turned back at checkpoints in May 2025, and the UK advises against all travel within 10 miles of the LoC (FCDO page updated 13 Oct 2026).
Neelum is the northernmost and largest district of Azad Kashmir, with two tehsils, Athmuqam and Sharda. Athmuqam is the district headquarters. The Neelum River enters from the Gurez valley in Indian-administered Kashmir and joins the Jhelum at Muzaffarabad.
The LoC runs through the valley, in places along the river itself. AP reported in May 2025 that the valley is less than 3 km from the LoC. The valley floor ranges from about 1,200 m to 2,300 m.
The trip has two parts: Islamabad to Muzaffarabad, then up the Neelum road.
To Muzaffarabad. The quickest way from Islamabad is via Murree, according to Wikivoyage. You enter Azad Kashmir at Kohala, where there is a checkpoint. Buses and minibuses run regularly from Islamabad and take 4 to 5 hours. Coming from Lahore? Our intercity travel guide compares coaches, trains and flights to Islamabad.
Up the valley. Patikka, 19 km from Muzaffarabad, is the gateway. Athmuqam is the main town, and Keran is about 9 km from Athmuqam, on the right bank of the Neelum River. Further up are Sharda, Kel, Arang Kel and finally Taobutt.
From Naran. Dawn’s 2018 guide lists a second way in, by the Kaghan to Jalkhad road. We couldn’t confirm whether that link is open in 2026 or how long it takes, so check locally before planning a Naran to Neelum trip.
We found no road notice for October 2026. The most recent official statement we found is from January 2024, more than two and a half years old, reported by Dawn. Treat it as background, not as today’s status:
| Section | Status in Jan 2024 |
|---|---|
| Nauseri (about 40 km from Muzaffarabad) to Kel (about 156 km) | Open to all vehicles |
| Kel to Taobutt | 4x4 vehicles only |
| Link roads to Gurez, Shounthar and Surgan | Closed by snow |
Dawn’s 2018 guide said the road was metalled up to Kundal Shahi and well maintained up to Kel. Beyond Kel you hire a jeep: a 4x4 from Athmuqam can take you to Kel, Arang Kel and Taobutt.
Landslides. On 2 Jun 2026 NDMA warned that landslides and rockfalls in AJK could block roads, “particularly along the Neelum and Leepa Valley access routes”. NDMA tells tourists to check weather and road conditions first, and recommends its Pak NDMA Disaster Alert app. Ask your hotel or the local police about the road on the day you travel.
The two risks are the Line of Control and the roads.
The Line of Control. Tension with India has closed the valley before. In the week of 4 May 2025, after the Pahalgam attack in Indian-administered Kashmir, police and soldiers at army checkpoints turned tourists back to Muzaffarabad and let only residents through, AFP reported in Dawn. A Dawn report on 13 Sep 2026 said Neelum’s tourism has lost heavily for three years in a row, because of LoC tension, the 2025 India-Pakistan military confrontation and protests by the now-banned Jammu Kashmir Joint Awami Action Committee.
The roads. On 10 May 2026 a passenger jeep from Goriyal to Batgran fell more than 300 ft into the Jagran stream, and four people died. The AJK Prime Minister ordered an inquiry and a stricter check on old public transport vehicles, Dawn reported. Under rules the district announced in January 2025, only vehicles in good condition with licensed drivers are allowed to Ratti Gali, Patlian and Baboon.

Possibly, depending on where you go. In March 2019 the Interior Ministry ended the NOC (no-objection certificate) requirement for foreigners in most of AJK, Dawn reported. But it kept a restricted belt of 5 miles along the Line of Control, and much of Neelum is close to the LoC.
The US and UK both say you need advance permission to travel in several districts of Azad Kashmir. Neither page we read lists them. We couldn’t find a current AJK or Interior Ministry notice for Neelum, so ask the Interior Ministry or your tour operator before you book. Check your visa first in our Pakistan visa guide.
Upper valley winter
October to end of April
Taobutt, per Dawn's 2018 guide. Expect heavy snow.
| When | What to expect |
|---|---|
| May to August | Ratti Gali lake can be reached (Dawn, 2018) |
| Early June | NDMA warned of landslides on Neelum access roads in 2026 |
| October to April | Taobutt has a long, snowy winter |
October is when Taobutt’s long winter begins, according to Dawn’s 2018 guide. Our guide to the best time to visit northern Pakistan covers the seasons in nearby GB and KP.
Naran is in Mansehra district of Khyber Pakhtunkhwa, away from the LoC. The UK FCDO did not name Kaghan, Naran or Babusar on its warnings list as of 16 Oct 2026, but Canada advises against all travel to Khyber Pakhtunkhwa except Haripur, Abbottabad and Chitral. If you are a foreign visitor, check your own government’s advice for Mansehra too. Compare it with Swat in Swat or Naran Kaghan.
Driving yourself? Islamabad’s entry points and the motorways need an M-Tag.

Kel, the furthest point most cars can reach, is about 156 km from Muzaffarabad, according to a January 2024 statement reported by Dawn. Taobutt, the last village, is about 38 km beyond Kel by 4x4.
We found no road notice for October 2026. In January 2024 the main road was open to all vehicles up to Kel and to 4x4s only beyond it. Landslides can block it: NDMA warned of blockages on the Neelum access routes in June 2026, so check current road and weather conditions before you set off.
Pakistan ended the NOC for most of Azad Kashmir in 2019 but kept a restricted belt of 5 miles along the Line of Control. The US and UK both say advance permission is needed for several AJK districts, and the UK advises against all travel within 10 miles of the LoC (page updated 13 Oct 2026).
The main risks are the Line of Control and the roads. In May 2025 police and soldiers turned tourists back during India-Pakistan tensions, and the UK, US and Canada all advise against travel near the LoC. In May 2026 a passenger jeep fell into the Jagran stream and four people died.
Dawn's 2018 guide says Taobutt is snowbound from October to the end of April, and Ratti Gali lake can only be reached from May to August. So for the upper valley, plan for the months outside that winter.
