| Machine (as listed) | Asking price (17 Oct 2026) | Where |
|---|---|---|
| Hitachi 3-ton mini excavator | Rs 28 lakh | Faisalabad |
| Hitachi EX55 5.5-ton, “Japan import” | Rs 48 lakh | Sheikhupura Road |
| Hitachi EX55UR-3 5.5-ton, “fresh Japan import” | Rs 50 lakh | Port Qasim, Karachi |

Asking prices vary widely: a 1992 EX100WD was listed for more than an EX200. Treat any single listing as one seller’s price, not a guide to what machines sell for.
We found no dumper truck listings in our OLX sample, and PakWheels returned no excavator results. Most OLX results for “loader” were loader rickshaws, so search inside OLX’s “Construction & Heavy Machinery” category.
Caterpillar says undercarriage problems can account for more than half of an excavator’s maintenance costs, so start there. Its maintenance guides for owners list these checks, which you can run on a machine you’re looking at:
Several listings above advertise Japan or UK imports. To register an imported vehicle, Punjab Excise asks for these customs papers, starting with the Goods Declaration (GD):
Ask the seller for the same set even if you don’t plan to register the machine. They are the papers Excise relies on to show that customs duties and taxes were paid.
The same Order lets PEC-registered construction companies, and mining and oil and gas companies, import used machinery for their projects up to ten years old after pre-shipment inspection. Used off-highway dumpers have a stricter five-year limit and must meet Euro-II or higher. See importing construction machinery from Japan for the full rules, and customs duty on construction machinery for the tariff lines.
In Punjab, the only province whose rules we read, the law treats it as a motor vehicle. The Provincial Motor Vehicles Ordinance, 1965 defines “motor vehicle” to include “construction and earth moving machinery such as a wheel loader, a crane, an excavator, a grader, a dozer”. It excludes a vehicle “used solely upon the premises of the owner”.
Section 23 says no motor vehicle may be driven “in any place unless the vehicle is registered” and carries a registration mark. Punjab Excise lists a registration rate of Rs 300 each for excavators, road rollers, fork lifters and similar machinery, against 1% of value for tractors and trucks (the page is undated; read 17 October 2026).
If the machine is already registered, a transfer needs the transfer order form, both parties’ CNIC copies, the witnesses’ CNIC copies and the original registration certificate with token tax paid up to date. See vehicle transfer in Punjab for how transfers work.
Everything in this section is Punjab’s rules. We didn’t check Sindh, KP or Balochistan, so ask your own province’s Excise department there.
Yes, if you buy as a business. Neither lender below publishes a rate for machinery on its page.
| Lender | Product | What the page says (17 Oct 2026) |
|---|---|---|
| OLP (formerly ORIX Leasing) | Corporate Lease | Plant and machinery for SMEs and companies; medium to long term; step-up, grace period or balloon options |
| OLP | Commercial Vehicle Lease | Trucks, prime movers and buses; up to 90% of asset cost; 1 to 5 years; Ijarah available |
| HBL Islamic | Ijarah, Diminishing Musharakah | Plant, machinery and vehicles for SME customers |
OLP’s corporate lease is for registered companies and SMEs. It asks for company registration papers, three years of audited accounts, six months of bank statements and a quotation for the machine. For other options, see our guide to business loans.
If the machine you’re buying is on a hire purchase or lease agreement, Punjab Excise needs an NOC from the leasing company with the lessee’s application to end that agreement. Don’t pay until the seller has it.
Keep the same papers you asked for: the GD with duties paid, the bill of lading and the customs import permission. If the machine is registered, Punjab Excise’s transfer list also needs the original registration certificate with token tax paid up to date.

In Punjab, the Provincial Motor Vehicles Ordinance counts excavators, wheel loaders, cranes and dozers as motor vehicles that must be registered before they are driven, unless used only on the owner's premises. Punjab Excise lists a registration rate of Rs 300 for an excavator.
For an imported machine, the duplicate copy of the Goods Declaration (GD) showing all duties and taxes paid, the bill of lading and the customs import permission, with the seller's CNIC and a sale document. If it's registered, also the registration certificate and a transfer order.
Businesses can. OLP's corporate lease covers plant and machinery for SMEs and companies, and HBL offers Ijarah and Diminishing Musharakah for plant and machinery. Neither page publishes rates.
