# DHA Lahore Phase 10: ballot status, location and file rates (October 2026)

## Summary

As of 25 October 2026, we found no ballot notice for DHA Lahore Phase 10 on DHA's website, and no Phase 10 map or possession notice. DHA tendered its master plan in December 2025 and a project management consultant in June 2026. DHA places Phase 10 between Ferozepur Road and Bedian Road, next to Phase 9 Prism, and calls it about 180,000 kanals. On Zameen, 5 marla files were advertised at Rs 27.5 to 28 lakh, below Graana's Rs 37 lakh in May 2024.

**DHA Lahore Phase 10 has no ballot yet on DHA's own record.** As of 25 October 2026, we found no Phase 10 ballot notice, map or possession notice on DHA Lahore's website. DHA invited consultants to draw the **master plan in December 2025**. On Zameen, a 5 marla Phase 10 file was advertised at **Rs 27.5 to 28 lakh** in October 2026, below the Rs 37 lakh Graana listed in May 2024.

## Has DHA Lahore Phase 10 been balloted?

Not as far as we can find. A ballot is the draw that gives file holders a plot number. We searched DHA Lahore's website on 25 October 2026: the only recent ballot document was for **Phase 5 Sector M** (July 2026). DHA's phases-maps page has maps for Phases I to IX, XI and XII, but **none for Phase X**, and its possession page doesn't mention Phase X.

DHA's own documents show the phase is still being planned:

- **18 December 2025:** DHA invited consultancy firms to prepare the **master plan for Phase-10**, including a topographic survey and a land use, zoning and phasing plan. Bids closed on 5 January 2026.
- **12 June 2026 (amended 30 June):** DHA invited a **project management consultant** for "Development of Phase-10", covering design review, procurement and construction supervision. Bids closed on 6 July 2026.

A DHA blog post from July 2025 mentions "the balloting process and the start of development work", but gives no date or details. We follow the dated tender documents. Older portal guides expected a ballot by the end of 2022, and Graana said in May 2024 that none had been held.

## Where is DHA Lahore Phase 10?

DHA says Phase 10 lies **between Ferozepur Road and Bedian Road**, next to Phase 9 Prism, with direct access to the Lahore Ring Road. Zameen and Graana say it was earlier called the **Phase 9 extension**. Graana adds that it runs along Rohi Nala and now reaches Suey Hasil, near Bahria Nasheman on Ferozepur Road.

DHA's July 2025 post says Phase 10 spans about **180,000 kanals**, which would make it DHA Lahore's largest project. We found no master plan or gazette notice with its boundaries or area, so treat that figure as DHA's own description, not a survey. ## What is the difference between a Phase 10 file and a plot?

A **file** is a promise of a plot before a plot number is allotted. In Phase 10, every file is still a file: with no ballot, nobody holds a numbered, demarcated plot. DHA Lahore's verification form asks for a plot number, sector and phase, so it is built for allotted plots, not open files.

Phase 10 files are sold as **affidavit** or **allocation** files, and Graana priced the two separately in 2024. We found no DHA Lahore notice that defines them for Phase 10. In other DHAs, open affidavit files had to be allocated in the holder's name to enter a ballot: DHA Quetta set that rule in 2022 and DHA Bahawalpur in 2023. Ask DHA Lahore in writing which type you are buying and what it lets you claim in a future ballot.

**A file is not a plot:** With no ballot date, you can't tell when, or where, a Phase 10 file will become a plot. You also can't check it with DHA's plot verification form, because there is no plot number yet. Get DHA's written confirmation of the file's status in the seller's name before you pay.

## What are DHA Lahore Phase 10 file rates?

DHA publishes no file rates. These are asking prices from portals and a newspaper, so they show the market's direction, not what DHA charges.

On these figures, a 5 marla file asks about **25% less** in October 2026 than in May 2024, and a 10 marla affidavit file about 21% less. 1 and 2 kanal files held closer to their 2024 level. Pakistan Observer gave no source for its July 2025 rates.

Phase 10 dominates DHA's file market: Zameen showed **665 Phase 10 file listings** out of 725 for all of DHA Lahore on 25 October 2026. Some ads promise "no FBR tax, no CVT, no stamp duty" on affidavit files. We couldn't confirm how tax applies to file transfers, so don't rely on that claim. ## What will a Phase 10 file cost after the ballot?

We don't know yet. DHA hasn't published development charges for Phase 10 as far as we found. Dealer sites estimate them, but they cite no DHA source.

What DHA has published applies once you hold a plot. Its schedule from **1 July 2026** sets the residential transfer fee in Phases I to XII at **Rs 10,500 per marla**, half if buyer and seller are both regular members. It doesn't say how open files are charged.

## Is there a new DHA Phase 10 installment offer?

Dealer websites said in December 2025 that DHA had opened new Phase 10 installment files, with forms from 25 December 2025, a deadline of 20 January 2026 and a ballot on 5 February 2026. **None cites a DHA notice, and we found none on DHA's website.** DHA Quetta warned in 2022 that some parties falsely claimed agreements with it to sell files, and told buyers to check documents with its authorised land providers.

In December 2025 the federal government set up a committee, led by the Law Minister with the FBR and NAB, to review the legal status of property file trading and file holders' rights, including fake and duplicate files.

## Should you buy a DHA Phase 10 file?

That depends on how long you can wait and how much risk you can carry. On DHA's record as of October 2026, the master plan was only tendered in December 2025, so a ballot, development charges and possession could all be years away. File asking prices have also fallen since 2024 for smaller sizes.
