# Al Kabir Town review: which blocks are LDA approved, prices and risks

## Summary

Al Kabir Town on Raiwind Road is only partly approved. 'Al-Kabir Town, Janjaty' is on LDA's approved list (November 2025 copy), backed by a 239-kanal sanction from 2019, but in 2020 the developer itself said only Phase 2 Blocks A and B had final approval. The Phase 1 site, next to Beaconhouse National University, is on LDA's September 2025 master-plan-violation list. We found no LDA record for any 'Phase 3' or 'Phase 4'. A 5 marla plot averaged Rs 73.8 lakh in asking prices in August 2026.

Al Kabir Town is **only partly approved**, and the answer changes block by block. "Al-Kabir Town, Janjaty" is on LDA's approved list, but in 2020 the developer itself said only **Phase 2 Blocks A and B** had final approval. The **Phase 1 site** is on LDA's September 2025 list of master-plan violations. We found no LDA record for any "Phase 3" or "Phase 4". A 5 marla plot averaged about **Rs 73.8 lakh** in asking prices in August 2026.

## Is Al Kabir Town LDA approved?

Part of it. Here's what the record shows, phase by phase:

LDA sanctioned a **239-kanal plan** in Mouza Janjaty in March 2019. The letter, which the developer publishes, doesn't name blocks. A separate 2,220 kanals got preliminary permission in December 2019.

Two warning signs about how the society was sold. Phase 2 was launched in **May 2017**, before LDA's preliminary permission of November 2017, which itself said it wasn't permission to sell plots. And in December 2019 the developer announced that "all blocks of Phase II" were approved; the LDA letter it published was a preliminary permission only, and two months later it said only Blocks A and B had final approval.

**Before you pay a token:** Ask LDA in writing whether your exact block has final approval. Avoid Phase 1 plots and anything sold as "Phase 3" or "Phase 4" until LDA confirms them.

## Has possession been given?

According to the developer, **Phase 1** and **Phase 2 Blocks A, B and C** had possession by 2020, and Blocks D, E and Usman were due possession from January 2022. Downtown, whose map was revealed in October 2024, and Park Enclave are still being developed. None of this has been independently checked.

## What does a plot cost now?

Zameen's average 5 marla asking price more than doubled, from Rs 34.1 lakh in June 2021 to **Rs 73.8 lakh** in August 2026, up 16% in the last year. That's a series high.

Al Kabir is a small-plot society: most plots listed for sale are **3 marla**. Zameen's 10 marla index exists but has long flat stretches, and no 10 marla plot was listed when we checked, so we don't use it.

## Gas, electricity and water

We can't score this. The developer said gas installation was underway in Phase II in April 2021. A 2018 LDA letter asked LESCO to review the electrification design, and LDA's 2017 permission refers to a WASA water NOC. None of these confirms supply today, and we found no SNGPL, LESCO or WASA source.

## Who is behind it?

**Al-Kabir Developer (Private) Limited**, formerly Al-Kabir Town (Pvt) Ltd. It has delivered and populated parts of Phases 1 and 2, and two of its other schemes, Kings Town and Maryam Town, are on LDA's approved list. Against that:

- it marketed Phase 2 before permission, and contradicted its own approval notice (2019-20)
- Pakistan Observer reported in 2026 that NAB had probed the developer in 2020; we couldn't find the outcome
- in **April 2026** Pakistan Observer reported that FBR raided its Lahore offices and seized financial records
- it keeps launching new sub-projects while older blocks still lack final approval

## How easy is it to resell?

Zameen listed **305 residential plots** for sale on 7 October 2026, nearly all in Phase 2 and most of them 3 marla, with **57 at 5 marla** and none at 10 marla. That's a working market for small plots, and a thin one for anything larger.

## Where is it?

On Raiwind Road in south-west Lahore. Phase 2 is opposite [Lake City](/property/lahore/lake-city-lahore/), about **17 km by road from Thokar Niaz Baig** and 29 km from the GPO. - Location: 6/10 (About 17 km from Thokar Niaz Baig on Raiwind Road, opposite Lake City and near the Ring Road.)
- Resale liquidity: 4/10 (305 plots listed on Zameen (Oct 2026), mostly 3 marla in Phase 2; no 10 marla plots listed.)

**Suits:** Small-budget buyers after a 3 or 5 marla plot or house in Phase 2 Blocks A or B, the blocks the developer itself says have final LDA approval.

**Avoid if:** The plot is in Phase 1, in a block with only preliminary approval, or in a 'Phase 3' or 'Phase 4' with no LDA record.

**Main risks:** Final LDA approval confirmed only for part of Phase 2. The Phase 1 site is on LDA's 2025 master-plan-violation list. Reported NAB probe (2020) and FBR raid (2026) on the developer. Thin resale market for anything above 5 marla.

## Questions people ask

### Is Al Kabir Town LDA approved?

Partly. 'Al-Kabir Town, Janjaty' is on LDA's approved list as reproduced in November 2025, and LDA sanctioned a 239-kanal plan in March 2019. In February 2020 the developer said only Phase 2 Blocks A and B had final approval, with other blocks on preliminary approval.

### Is Al Kabir Town Phase 2 LDA approved?

Blocks A and B had final approval by the developer's own account in February 2020. Blocks C, D, E, Abu Bakar, Ali and Usman had only preliminary approval then, and we found no later final approval for them, or for Umer, Downtown or Park Enclave.

### Is Al Kabir Town on LDA's illegal list?

The Phase 1 site is. LDA's master-plan-violation list, as reproduced in September 2025, names 'Al Kabir Town/Apartments, adjacent to Beacon House University', which is where Phase 1 is.

### Where is Al Kabir Town Phase 3?

We couldn't find one on record. The developer's own project list has no Phase 3 or 4, and we found no LDA record for either. Agents may use those names for other projects.

### How much is a 5 marla plot in Al Kabir Town?

Zameen's asking-price index averaged about Rs 73.8 lakh in August 2026, up from Rs 34.1 lakh in June 2021. Most plots listed for sale are 3 marla.
