RDA's published layout plan shows Blocks A to J and 6,484 plots, developed by Dynast Associates. Zameen's 10 marla average was Rs 1.73 crore in August 2026, up from Rs 77.9 lakh in June 2021. Risks: blocks sold outside A to J, complaints RDA heard in October 2026, a disputed land history, the 'Top City case' in Faiz Hameed's 2025 court-martial (Dawn), and no independent utility evidence. Top City Islamabad, sold as **Top City-1**, is **on RDA's approved list over 9,681 kanal**, next to the new Islamabad airport. RDA is the Rawalpindi Development Authority, which approves schemes in Rawalpindi district. Its published layout plan covers **Blocks A to J**. The safer buy is a plot inside those blocks, with a clean title chain. As of August 2026, Zameen's average for a 10 marla plot was **Rs 1.73 crore**. ## Is Top City-1 RDA approved? Yes. RDA's approved housing societies list, checked on 17 October 2026, shows **Top City, Bijnial**, "approved over an area measuring 9681 kanal", in a record last updated on 3 Feb 2026. Top City is not on RDA's list of 610 illegal societies. Top City is in Rawalpindi district, so CDA, Islamabad's authority, doesn't approve it. It is signed by RDA's Director General and names **M/s Dynast Associates** as the client. The plan's land-use table is headed 9,081 kanal, not 9,681. We follow the wording of RDA's list, but ask RDA which figure is current before you buy near the edge of the scheme. ## Which blocks are in Top City-1? RDA's plan shows **6,484 plots in 10 blocks**, plus 46 apartment sites: | Block | Plots | Plot sizes (feet) | |---|---|---| | A | 839 | 50x90 and 35x65 | | B | 763 | 50x90 | | C | 838 | 50x90 | | D | 1,453 | 50x90 and 35x65 | | E | 545 | 50x90, 35x65 and 25x50 | | F | 653 | 50x90 and 35x65 | | G | 840 | 25x50 | | H | 51 | 100x180 | | I | 288 | 50x90 | | J | 214 | 75x120 and 50x90 | About a third of the land (33.3%) is roads and parking, 7% green space and 5% commercial, according to the plan. **Blocks outside RDA's plan:** The developer's website mentions a zoo in "K Block", and Zameen's listings include a Block K. The developer also advertises a "D Block Extension" and a new commercial project, Lake District. None of these appear by name on the layout plan RDA publishes. Before you pay for a plot there, ask RDA in writing whether it lies inside the approved area. ## What is the Top City case? Top City's land has been in dispute for years, according to Dawn. A British national, Zahida Javed Aslam, claimed that Top City's CEO, **Kanwar Moeez Khan**, had been her salaried employee and had fraudulently transferred the project's land into his own name. Dawn reported that an FIA report to the then Chief Justice said, based on photocopies, that the land had been transferred to him. In a petition to the Supreme Court, Moeez alleged that Rangers and ISI officials raided Top City's offices and his home on 12 May 2017 and took gold, cash and valuables, Dawn reported. In November 2023 the Supreme Court told him to take his complaint against former ISI chief Faiz Hameed to "the relevant quarters, including the defence ministry". A court-martial sentenced Hameed to **14 years' rigorous imprisonment** on 11 December 2025, on four charges, Dawn reported; he can appeal. Information Minister Attaullah Tarar said Hameed had also been penalised in the Top City case, in which he was accused of misusing his position to extort money from a private housing society. The case concerns Hameed's conduct, not the scheme's RDA approval. For a buyer, the point is the title. Ask for the full chain of ownership for your plot, and confirm the transfer with the developer's office and the revenue record before you pay. ## Is there possession in Top City-1? Partly, but we couldn't check it block by block. The developer says a school has operated inside since July 2021 and a golf range since October 2022. In October 2026 its website said G Block development was "progressing" and the D Block Extension was getting new infrastructure. People live there: affected residents attended an RDA hearing on Top City on 9 October 2026, Pakistan Observer reported. Dealer sites claim which blocks have possession, but we found no independent source, so check on site. ## What did RDA decide in October 2026? On 9 October 2026, RDA's Director General and the Rawalpindi Commissioner held a hearing on pending complaints about six schemes, including Top City, under **Lahore High Court directions**. They told RDA's legal officers to act under the court's orders and resolve residents' complaints. Pakistan Observer did not say what the complaints about Top City were. It said earlier RDA operations against Top City had targeted alleged unauthorised construction and site or marketing offices. We found no report of an outcome as of 17 October 2026. ## What are Top City-1 plot prices? We use Zameen's index of average asking prices. But it peaked at Rs 65.3 lakh in July 2023 and was about 7% lower in August 2026, so small plots are still below their mid-2023 level. The 10 marla average more than doubled over the same period, up 122%. Zameen shows it up 15% in the year to August 2026. ## What about gas, electricity and water? We couldn't confirm any of them from SNGPL, IESCO or another independent source. The developer says an **800,000-gallon-a-day water treatment unit is under development**. Ask the site office for a recent utility bill from the block you're looking at. ## How easy is it to resell a Top City-1 plot? There is plenty of supply. Zameen showed **1,174 plots for sale** in Top City 1 on 17 October 2026, and its 1 kanal price index goes back to 2013. We have no data on how long plots take to sell. ## Where is Top City Islamabad located? Top City-1 is in Mouza Bijnial and Nasrala in Rawalpindi district, on the Kashmir (Srinagar) Highway. RDA's plan shows the new Islamabad International Airport on its south-western side and the motorway along its eastern edge. It is about 5 km in a straight line from the airport terminal, 17 km from Rawalpindi Saddar and 22 km from Zero Point.
