# Nova City Islamabad review: the NOC claim, location and payment plan

## Summary

Nova City Islamabad is in Fateh Jang tehsil of Attock district, by the M-14 motorway, so CDA doesn't approve it. Zameen, once its official sales partner, says TMA Fateh Jang and PHATA issued an NOC under letter PHATA/W-I/PHS/2021/690, but we couldn't confirm it on any official list, and it is on neither RDA list. Zameen's 10 marla average was Rs 34.8 lakh in August 2026, and only 3 plots were listed for sale in October 2026.

Nova City Islamabad is not in Islamabad: OpenStreetMap places it in **Fateh Jang tehsil, Attock district**, next to the M-14 motorway. Zameen, which was its official sales partner, says it has a **PHATA and TMA Fateh Jang NOC**, but we couldn't confirm that on any official list as of 25 October 2026. Nova City is on neither of RDA's lists.

On Zameen, the average 10 marla plot was **Rs 34.8 lakh** in August 2026, and only 3 plots were listed for sale.

## Is Nova City Islamabad approved?

The approval is claimed, not confirmed. Zameen's area guide says Tehsil Municipal Administration (TMA) Fateh Jang and the Punjab Housing and Town Planning Agency (PHATA) gave Nova City an NOC (no-objection certificate) under **letter No. PHATA/W-I/PHS/2021/690**. Zameen's December 2022 news post also calls it "PHATA-approved".

Zameen isn't a neutral source here: the same post says Zameen.com was "the official sales and marketing partner for Nova City Islamabad". We tried to check the letter on PHATA's website, but it returned an error (403) on 25 October 2026.

RDA's list does include some Attock district schemes, such as New City Housing Scheme (Phase-II), Taxila, "approved by tma hassan abdal". So Nova City's absence from both RDA lists tells you nothing either way. A September 2022 Zameen report on PHATA approvals in Attock named two other schemes and didn't mention Nova City.

**Ask for the NOC and your plot on the approved plan:** A file is a promise of a plot before a plot number is allotted. Before you pay, ask Nova City for a copy of the PHATA letter and the approved layout plan, and check that your plot number is on it. We found no copy published by the developer or by PHATA.

## Is Nova City Islamabad CDA approved?

**No, and it can't be.** CDA (Capital Development Authority) approves private schemes only inside Islamabad Capital Territory, in zones 2, 4 and 5. Nova City is in Attock district, and it is on neither CDA's approved list nor its illegal list. A "CDA approved" claim for Nova City is wrong.

## Where is Nova City Islamabad?

OpenStreetMap places Nova City at **Laddan Shah, Tehsil Fateh Jang, District Attock**. Zameen's 2022 post puts it in Mouza Kanyal, next to the Hakla to D.I. Khan motorway (M-14) at the Laddan Shah crossing.

By our straight-line calculation from the OpenStreetMap point, it is about **6 km from Islamabad International Airport**, 28 km from Saddar Rawalpindi and **32 km from Zero Point Islamabad**. Zameen's area guide also says it is near the planned CPEC route and Fateh Jang Road.

## What is the Nova City Islamabad payment plan?

We found no official 2026 price list. The only plan we found is in Zameen's area guide, which doesn't give a date, so treat these as old prices.

The guide says the price includes development charges, and that paying in one go earns a 10% discount. In December 2022, Zameen advertised "possession-ready plots" of 5 marla, 10 marla and 1 kanal on a 10-month plan.

## Does Nova City Prime Block have possession?

We couldn't confirm it. People search for "Nova City Prime Block", but we found no developer notice or independent report on possession in any block that we could open. The only possession claim we found is Zameen's December 2022 sales post.

Possession means handing over a developed plot you can build on. Ask for a possession letter for your specific plot, not a general announcement.

## What are Nova City Islamabad plot prices?

We use Zameen's index of average asking prices. Asking prices are what sellers ask, not what buyers pay.

The 5 marla average didn't change at all from July 2023 to April 2026, which suggests very few listings feed it.

The 10 marla average was also flat from July 2024 to April 2026, then rose to Rs 34.8 lakh in August 2026. Both averages sit far below the Rs 27.5 lakh total in Zameen's own 5 marla plan. We couldn't confirm why; some listings may quote only the amount paid so far on a file.

## Does Nova City have gas, electricity and water?

We couldn't confirm any of them: we found no IESCO, SNGPL or independent source as of October 2026. Ask the developer in writing which utilities your block has today.

## Who is the developer of Nova City Islamabad?

Zameen names the developer as **Nova City Developers** and the owner as **Junaid Afazal**, under Nova Group Pvt Ltd, which also markets Nova City Peshawar and Nova One Lahore. We found no independent record of projects this group has completed.

## How easy is it to resell a Nova City plot?

Hard, on the evidence. Zameen showed only **3 plots for sale** in Nova City on 25 October 2026, and its price index was flat for years at a time. You may struggle to sell a file at the price you paid.
