# Mumtaz City Islamabad review: RDA status, the extension and prices

## Summary

Mumtaz City, near Islamabad International Airport, is approved by RDA, not CDA. RDA lists it as approved over 3,328.79 kanal, with town planning of a 1,502.58-kanal extension approved but its transfer and mortgage deeds still in process (February 2026). It is on no illegal list. Zameen's 10 marla average was Rs 1.29 crore in August 2026, up 81% since August 2021, and the 5 marla average was Rs 80.2 lakh.

Mumtaz City, sold as Mumtaz City Islamabad, is approved by RDA (Rawalpindi Development Authority), not CDA. RDA lists it as **approved over 3,328.79 kanal**, checked on 18 October 2026. Its **1,502.58-kanal extension has town planning approval, but the transfer and mortgage deeds are still in process**, so the extension isn't fully cleared yet.

As of August 2026, Zameen's average for a 10 marla plot was **Rs 1.29 crore**, and Mumtaz City is on no illegal list.

## What is the Mumtaz City Islamabad NOC status?

RDA's own list, last updated on 3 February 2026, reads: "approved over 3328.79 kanal whereas town planning of extension is approved on 1502.58 kanal (transfer & mortgage deed of extension is in process)". It places the scheme in **Mouza Pind Nasrala Gharbal**.

Zameen's area guide says RDA approved the NOC (no-objection certificate) in 2018.

We couldn't find an official list of which blocks are in the original area and which are in the extension. RDA publishes a layout map for Mumtaz City; ask the society office to show your block and plot on it.

## Is Mumtaz City CDA approved?

No. CDA (Capital Development Authority) has no Mumtaz City entry on its approved or illegal lists. Despite the "Islamabad" name, the approving authority is RDA, and OpenStreetMap places the scheme in Tehsil Fateh Jang, Attock district.

**Check the scheme name on your file:** RDA lists a separate scheme, **"The Avenue Housing Scheme"** in Mouza Pind Nasrala, Kashmir Highway (Mumtaz City Road), as illegal. It was added on 17 March 2026. A plot "on Mumtaz City Road" is not the same as a plot in Mumtaz City.

## Is there possession in Mumtaz City?

Yes, in the built-up parts. Possession means handing over a developed plot you can build on. On 18 October 2026 Zameen listed **158 homes for sale and 62 for rent** in Mumtaz City, so people live there.

We found no official or news report on how much of the scheme is developed, or on which blocks have possession.

## What are Mumtaz City plot prices?

We use Zameen's index of average asking prices. Asking prices are what sellers ask, not what buyers pay.

The 10 marla average rose **81% in five years** and went up every year in that period, including 15% in the year to August 2026.

## What about gas, electricity and water?

We couldn't confirm gas, electricity or water from SNGPL, IESCO or any independent source. Zameen's undated area guide claims gas, water and underground electricity, but it gives no source.

## Who is the developer, and what is its track record?

Zameen names the developers as **Mumtaz Construction Company (Pvt.) Ltd. and Chenab Builders**, and says the scheme launched in 2011.

The scheme has delivered a lived-in area with RDA approval. We found no RDA action, FIR or court case against it as of 18 October 2026, but we also found no independent record of the developers' other projects.

## How easy is it to resell a Mumtaz City plot?

Zameen showed **288 plots and 158 homes for sale** on 18 October 2026, and its 10 marla price index goes back to 2016. We have no data on how long plots take to sell.

## Where is Mumtaz City located?

Mumtaz City is next to Islamabad International Airport. APP describes the **Mumtaz City Interchange** as near the airport. By our straight-line calculation from Zameen's map pin, it is about **5 km from the airport**, 18 km from Rawalpindi Saddar and 22 km from Zero Point.
