# Kingdom Valley Islamabad review: the 103 kanal approval and the rest

## Summary

Kingdom Valley, sold as Kingdom Valley Islamabad, is in mouza Choora in Rawalpindi district. RDA's list shows it as 'approved by PHATA over 103 kanal 15 marlas', and we found no approval for any larger area. An RDA illegal entry mentions 'new Kingdom Valley', but the scheme named is Moon Galaxy Housing / Moon Enclave in Kolian Hameed. In August 2026 a buyer complained to NAB alleging files sold beyond the land, Capital News Point reported. Zameen's 10 marla average was Rs 21.3 lakh in August 2026.

Kingdom Valley, sold as Kingdom Valley Islamabad, is in **mouza Choora in Rawalpindi district**, not Islamabad. RDA (Rawalpindi Development Authority) lists it as **"approved by PHATA over 103 kanal 15 marlas"**, checked on 18 October 2026, and we found no approval for any larger area. PHATA is the Punjab Housing and Town Planning Agency.

In August 2026 Capital News Point reported a buyer's complaint to NAB alleging that more plot files were sold than the land allows; these are unproven allegations. As of August 2026, Zameen's average for a 10 marla plot was **Rs 21.3 lakh**.

## Is Kingdom Valley Islamabad legal?

Only a small part is on record as approved. RDA's list of approved schemes has one entry, last updated on 30 December 2025:

That is 2,075 marla of land in total. Zameen's area guide says the NOC (no-objection certificate) is from PHATA, number DRG/PHATA/2176-2021, under the Naya Pakistan Housing Program, without saying how much land it covers. We follow RDA's record, which limits the approval to 103 kanal 15 marla.

We couldn't find a public PHATA list of approved schemes, an official layout plan or any record of the total area Kingdom Valley is selling. Kingdom Valley isn't on CDA's approved or illegal lists either, because it is outside Islamabad.

**Before you buy a Kingdom Valley file:** A file is a promise of a plot before a plot number is allotted. RDA's record covers only 103 kanal 15 marla. Ask the society for your plot number on the PHATA-approved layout plan, in writing, and don't pay further instalments on the promise of a "full NOC" until you have seen it.

## Is "new Kingdom Valley" the same as Kingdom Valley?

No. RDA's illegal list has one entry that mentions the name: **"Moon Galaxy Housing / Moon Enclave"**, whose location RDA gives as **"Mouza Kolian Hameed, new Kingdom Valley"**. RDA last updated it on 25 March 2026.

So the illegal scheme is Moon Galaxy Housing / Moon Enclave, in a different mouza (Kolian Hameed) from Kingdom Valley's approved land (Choora). "New Kingdom Valley" is part of its address on RDA's list, not the name of the scheme. If your file says Moon Galaxy or Moon Enclave, RDA treats it as illegal.

## What is the Kingdom Valley NAB case?

On 27 August 2026, Capital News Point reported that another buyer had filed a complaint with **NAB Rawalpindi** against Kingdom Valley Housing Society. The complaint alleges:

- the scheme was marketed as part of the Naya Pakistan Housing Programme and as "Kingdom Valley Islamabad", though it is outside Islamabad
- management claimed a PHATA NOC for the whole project, while PHATA approved only about 103 kanals
- plot files were sold in excess of the available land
- development charges higher than the plot price were collected

The complainant asked for action under Section 9(a) of the NAB Ordinance 1999. These are allegations, and the report says only an investigation can establish them. We found no report of a NAB inquiry as of 18 October 2026.

## Is there possession in Kingdom Valley?

We couldn't find out. We found no official or news source on development or possession, and on 18 October 2026 Zameen showed **no homes for sale or rent** in Kingdom Valley. Possession means handing over a developed plot you can build on.

## What are Kingdom Valley plot prices?

We use Zameen's index of average asking prices. Asking prices are what sellers ask, not what buyers pay.

The 5 marla average rose **53% from August 2021 to August 2026**. But the index didn't move at all from August 2023 to August 2025, which may mean very few listings feed it.

The 10 marla average rose **28% in five years**, to Rs 21.3 lakh, and was also unchanged from August 2023 to August 2025.

## What about gas, electricity and water?

We couldn't confirm gas, electricity or water from SNGPL, IESCO or any independent source. Zameen's area guide and listings claim all three, without a source.

## Who is the developer, and what is its track record?

Zameen names the owner as **Ghulam Hussain Shahid** and the developer as **Kingdom Group**.

Its marketing doesn't match the official record. The scheme is sold as "Islamabad" with a PHATA NOC, while RDA records an approval of 103 kanal 15 marla in Rawalpindi district. The August 2026 NAB complaint alleges files were sold beyond the land, which is unproven but is the main risk for file holders.

## How easy is it to resell a Kingdom Valley plot?

Hard, on the evidence. Zameen showed only **2 plots for sale and no homes** on 18 October 2026. A flat price index and almost no listings mean you may struggle to sell a file at the price you paid.

## Where is Kingdom Valley located?

OpenStreetMap places Kingdom Valley in Chura (Choora), Rawalpindi Saddar tehsil, and Zameen puts it near the M-2 motorway, about 5 km from Thalian interchange. By our straight-line calculation from Zameen's map pin, it is about **50 km from Zero Point Islamabad**, 40 km from Rawalpindi Saddar and 27 km from Islamabad airport.
