# Faisal Town Islamabad (F-18) review: RDA status, Phase 2 and prices

## Summary

Faisal Town Islamabad, marketed as F-18, is approved by RDA, not CDA: 'Faisal Town (Rev & Extension)' has a final NOC over 4,735.90 kanals. Faisal Town Phase II is on RDA's illegal list, and RDA served Block B1 a notice in July 2025. In January 2026, APP reported, RDA lodged an FIR against the owner, Chaudhry Abdul Majeed, over alleged layout-plan violations. Zameen's 10 marla average was Rs 1.53 crore in August 2026, double its 2021 level.

Faisal Town Islamabad, sold as **F-18**, is approved by RDA (Rawalpindi Development Authority), not CDA. RDA lists **"Faisal Town (Rev & Extension)" with a final NOC (no-objection certificate) over 4,735.90 kanals**, checked on 17 October 2026. But **Faisal Town Phase II is on RDA's illegal list**, and in January 2026 RDA lodged an FIR against the owner over alleged violations of the approved layout plan, APP reported.

As of August 2026, Zameen's average for a 10 marla plot was **Rs 1.53 crore**. This is not [Faisal Town Lahore](/property/lahore/faisal-town-lahore/), which is a different area.

## Is Faisal Town Islamabad CDA approved?

No. CDA (Capital Development Authority) has no Faisal Town on its list of approved housing schemes. The approved scheme is on RDA's list, which places it in Mouzas Chahan, Barkat, Pind Nasralla and Noughazi.

Several schemes share the name. This is what RDA and CDA say about each, as of October 2026:

## Is Faisal Town Phase 2 approved?

Not as of October 2026. RDA lists **Faisal Town Phase II** as illegal, in Mouzas Kollian Par, Maira Kalan, Pilo, Thallian and Dhalla. RDA last updated the entry on 25 March 2026.

Some developer and dealer sites claim Phase 2 has an NOC. We follow RDA's own list over marketing claims.

Block B1 is another warning. In an APP report of 27 July 2025, RDA said it had served a notice on the management of **Faisal Town Block B1** in Mouza Bajnial for operating an illegal housing scheme. It cited selling plots without approval and spreading misleading information about the NOC status.

**Before you buy a Phase 2 or B1 file:** RDA treats Faisal Town Phase II as illegal and has acted against Block B1. A file there is a promise of a plot in a scheme RDA hasn't approved. If you already hold one, keep every receipt and the allotment letter, and check RDA's list again before paying further instalments.

## What is the RDA case against Faisal Town?

On 26 January 2026, APP reported that RDA had lodged an FIR at Airport police station against **Chaudhry Abdul Majeed, owner of Faisal Town**, and three others, Tahir Parvez, Fazal Dad and Muhammad Parvez, for alleged violations of approved regulations. According to an RDA spokesperson quoted by APP and The Nation (27 January 2026), police arrested the owner's brother, Chaudhry Javed, during the operation.

RDA said the management had breached the approved layout plan. It listed three problems:

- work on the **sewerage treatment plant** had not begun
- **53 plots** within the scheme had not been allotted
- a designated **nullah** (storm drain) had not been developed

An RDA spokesperson told The Nation the action was taken under the Punjab Development of Cities Act, 1976, after earlier notices were not acted on in time. We found no report of the case's outcome as of 17 October 2026.

## Is there possession in Faisal Town F-18?

Yes, in the built-up parts. Possession means handing over a developed plot you can build on. On 17 October 2026 Zameen listed **245 houses for sale and 43 for rent** in Faisal Town F-18, so people live there.

Development isn't finished, though. RDA's January 2026 case says the sewerage treatment plant and a nullah required by the layout plan had not been built.

## What are Faisal Town Islamabad plot prices?

We use Zameen's index of average asking prices. Asking prices are what sellers ask, not what buyers pay.

The 5 marla average rose only **19% in five years**, and it fell from Rs 69.3 lakh to Rs 66.2 lakh in the year to August 2026.

The 10 marla average more than doubled, up **110% from August 2021 to August 2026**, and 32% in the last two years.

## What about gas, electricity and water?

We couldn't confirm gas or electricity from SNGPL, IESCO or any independent source. Zameen's undated area guide claims underground electrical wiring and a water filtration plant, but it gives no source.

On sewage, RDA said in January 2026 that work on the scheme's sewerage treatment plant had not begun.

## Who is the developer, and what is its track record?

APP and The Nation name **Chaudhry Abdul Majeed** as the owner of Faisal Town. Zameen names the developer as ZEDEM International.

The scheme has delivered a lived-in area, but its record with RDA is poor. RDA lists Phase II as illegal, served a notice on Block B1 in July 2025 for selling plots without approval, and lodged an FIR against the owner in January 2026 over alleged layout-plan violations.

## How easy is it to resell a Faisal Town plot?

There is plenty of supply. Zameen showed **665 plots and 245 houses for sale** on 17 October 2026, and its 10 marla price index goes back to 2014. We have no data on how long plots take to sell.

## Where is Faisal Town F-18?

Faisal Town is marketed as sector F-18 Islamabad, but RDA, not CDA, approved it, and RDA lists its land by mouza. By our straight-line calculation from Zameen's map pin, it is about 8 km from Islamabad International Airport, 17 km from Rawalpindi Saddar and 20 km from Zero Point.
