## Summary

As of October 2026, few Islamabad developers publish instalment terms. Park View City asks 25% down and charges Rs 1.6 crore for a 5 marla H Block plot over 12 months, against Rs 1.4 crore cash. Capital Smart City's 2024 Overseas West plan was 10% down, 10% confirmation and 12 quarterly instalments. Check approval first: Islamabad schemes on CDA's list need an NOC, Rawalpindi schemes need RDA approval, and several phases of well-known names are on RDA's illegal list.

## Key facts

- Park View City 5 marla (Oct 2026): Rs 1.4 crore cash, Rs 1.6 crore over 12 months
- Paid upfront in plans we checked: 20% to 33%
- Check Islamabad schemes on: CDA list: LOP and NOC
- Check Rawalpindi schemes on: RDA approved and illegal lists

In the plans we could check, a plot on installment in Islamabad meant **20% to 33% paid upfront and the rest over 6 months to 3 years**, at a higher total price than cash. As of October 2026, Park View City sells a 5 marla H Block plot for **Rs 1.4 crore cash or Rs 1.6 crore over 12 months** (25% down). Before comparing terms, check approval: Islamabad schemes on CDA's list need an NOC, and Rawalpindi schemes need to be on RDA's approved list.

Few developers publish their plans. Most instalment offers you will see are dealer adverts, which change often and aren't checked by anyone. This page lists only terms we could read on a developer page or a dated listing, and the approval status from CDA's and RDA's own lists, downloaded on 25 October 2026.

## Which societies sell plots on installment in Islamabad, and are they approved?

Approval comes from the Capital Development Authority (CDA) inside Islamabad Capital Territory and the Rawalpindi Development Authority (RDA) in Rawalpindi district. CDA's step that matters is the **NOC** (no-objection certificate): its own page says sponsors may start development and sell plots only after it.

| Society | Approval (25 Oct 2026) | Instalment terms we could check |
|---|---|---|
| [Park View City](/property/islamabad/park-view-city-islamabad/) (Zone 4, Islamabad) | CDA: layout plan approved, NOC approved. Park View City Rawalpindi and Phase II near Rawat are on RDA's illegal list | H and F Block: 25% down, 6 or 12 months (developer, Oct 2026) |
| [Capital Smart City](/property/islamabad/capital-smart-city/) | RDA approved over 7,376 kanal. Phase II and Extension are on RDA's illegal list | Overseas West: 10% down, 10% confirmation, 12 quarterly instalments (developer list, Aug 2024) |
| [Faisal Hills](/property/islamabad/faisal-hills/) | RDA final NOC over 11,823 kanals. Faisal Hills Enclave is on RDA's illegal list | Dealer advert: Rs 19.9 lakh down, 10 quarterly instalments (Oct 2026) |
| [Gulberg Greens and Gulberg Residencia](/property/islamabad/gulberg-greens-islamabad/) | CDA: layout plan approved, NOC issued | No official plan found |
| [Top City](/property/islamabad/top-city-islamabad/) | RDA approved over 9,681 kanal | No current plan found |
| [Mumtaz City](/property/islamabad/mumtaz-city-islamabad/) | RDA approved over 3,328.79 kanal; extension's transfer and mortgage deed in process | No official plan found |
| Naval Anchorage (Zone 5, Islamabad) | CDA: layout plan approved, NOC issued | No figures we could verify |
| [Eighteen](/property/islamabad/eighteen-islamabad/) | RDA: town planning approved over 4,839 kanal, transfer and mortgage deed under process | See our review |
| [Taj Residencia](/property/islamabad/taj-residencia/) | RDA final NOC over 224 kanal only. Blue Bell, Cosmos and Lotus blocks are on RDA's illegal list | Not checked |
| [Blue World City](/property/islamabad/blue-world-city/) | On RDA's illegal list | Not checked |
| [DHA Islamabad](/property/islamabad/dha-islamabad/) | Its own law; not on CDA's private schemes list | DHA's website returned an error to us |

A name on the approved list covers only the area and phase written in its entry. Several well-known names have an approved phase and an illegal one, so ask which phase and block your plot is in. RDA's illegal list also has an entry spelled "Naval Encourage" at Mouza Thallian, Motorway M-2: if you're offered a Naval Anchorage plot outside the CDA-listed scheme, ask which authority approved it.

## What are the payment plans for 5 and 10 marla plots?

These are the only plans we could read on a developer's own page.

| Plan | 5 marla | 10 marla |
|---|---|---|
| Park View City H Block, cash (Oct 2026) | Rs 1.4 crore | Rs 3 crore |
| Park View City H Block, 6 months: 25% down, 2 quarterly | Rs 1.5 crore (Rs 37.5 lakh down) | Rs 3.2 crore (Rs 80 lakh down) |
| Park View City H Block, 12 months: 25% down, 4 quarterly | Rs 1.6 crore (Rs 40 lakh down, 4 x Rs 30 lakh) | Rs 3.5 crore (Rs 87.5 lakh down) |
| Capital Smart City Overseas West, 3 years (from 18 Aug 2024) | Rs 34.3 lakh | Rs 62.9 lakh |

Capital Smart City's prices exclude development charges, taxes and government dues, and are from August 2024, so ask for the current list. Its plan asks for 10% down, 10% as confirmation and the rest in 12 quarterly instalments. If you miss the confirmation payment within a month, the booking is cancelled and 75% is refunded over six months.

For Faisal Hills we found no developer price list. One dealer advert on Zameen in October 2026 offered a 5 marla Prime Block plot for Rs 59.9 lakh on instalments (Rs 19.9 lakh down, then 10 quarterly instalments of Rs 4 lakh), or Rs 47.9 lakh as a lump sum. That is a dealer's offer, not the developer's.

## How much more do you pay on installment?

In the plans above, instalments cost more than cash. Park View City's 5 marla H Block plot costs **Rs 20 lakh more (about 14%)** over 12 months. In the Faisal Hills advert, the instalment price was Rs 12 lakh more than the lump sum (25%).

Treat the gap as the cost of borrowing from the developer, and compare it with what the same money would earn or cost elsewhere. See [home loans in Pakistan](/money/guides/home-loan-pakistan/) for bank financing.

## What are the risks of buying a plot on installment?

**A booking is often a file, not a plot:** Many instalment plans sell a file: a promise of a plot before a plot number is allotted. Until you have an allotted, numbered plot inside an approved layout plan, you are trusting the developer to deliver.

- **Approval can be partial.** RDA served Taj Residencia's owner a show cause notice in September 2026 for booking plots in blocks outside its approved layout plan, The Nation reported. RDA said booking before approval breaks the Punjab Development Authorities Private Housing Scheme Rules, 2021.
- **Transfers are the developer's records.** CDA's own page says sponsors handle allotment and transfer of plots "without any check or involvement of CDA".
- **New CDA rules since August 2026.** Sponsors must show the approved layout plan, with a QR code, at booking offices. Allotment letters aren't valid unless a CDA Director (Planning) has vetted them, and only plots inside approved layouts can be allotted or transferred, ProPakistani reported on 21 August 2026.
- **Missed payments can cost you.** Capital Smart City's 2024 plan cancels a booking if the confirmation payment is late, with only 75% refunded.

## How do I check a society before paying the down payment?

1. Type the name into our [society approval check](/property/tools/society-approval-check/), which searches CDA's and RDA's approved and illegal lists at once. Then open the live entry on cda.gov.pk/housing-schemes or rda.gop.pk.
2. On CDA's list, look for **NOC issued**, not just "layout plan approved". On RDA's list, read the area in kanals and the words after "approved".
3. Ask the developer which phase and block your plot is in, and check that block appears in the approved layout plan.
4. Search the illegal lists for the same name. Several societies have an approved part and an illegal part.
5. Get the payment schedule, cancellation and refund terms in writing before paying anything.

## Are there government plots on installment in Islamabad?

The Federal Government Employees Housing Authority (FGEHA) sells plots on instalments to its members, not on the open market. Its Margalla Orchards scheme on Park Road, a joint venture with DHA Islamabad and SCBAP, covers 8,432 kanals. FGEHA said on 15 October 2026 that it was 50% complete, with a payment schedule starting on 1 November 2026 and Block-A possession set for July 2027.

## Questions people ask

### Which societies give plots on installment in Islamabad?

Park View City publishes 6- and 12-month plans with 25% down (October 2026). Capital Smart City's Overseas West price list from August 2024 was 10% down, 10% confirmation and 12 quarterly instalments. Dealers also advertise instalment plots in Faisal Hills.

### Is a plot on installment more expensive than cash?

Usually yes. Park View City's H Block 5 marla plot was Rs 1.4 crore cash but Rs 1.6 crore on its 12-month plan in October 2026, about 14% more.

### Can I get a 5 marla plot on installment in DHA Islamabad?

We couldn't open DHA Islamabad's website in October 2026, so we have no official instalment plan to report. DHA Islamabad runs under its own law and is not on CDA's private schemes list.

### Is a society approved if it sells plots on installment?

No. Selling on instalments says nothing about approval. Blue World City and Capital Smart City Phase II, for example, are on RDA's illegal list as of 25 October 2026.
