# New housing societies in Islamabad and Rawalpindi: which are approved (Oct 2026)

## Summary

As of 25 October 2026, the newest NOC on CDA's list of private schemes went to Al-Makkah City on 5 September 2024; newer entries such as Capital Enclave have only a layout plan. In Rawalpindi, RDA added PECHS (3,489 kanals) and Al Haram City Phase 1 to its approved list, while 118 schemes joined its illegal list in 2026. The new government options are CDA's sectors C-14, E-12 and I-12 and FGEHA's Margalla Orchards.

A new housing society in Islamabad is approved only when CDA has issued its **NOC** (no-objection certificate), and very few new ones have. As of **25 October 2026**, the newest NOC on CDA's list of private schemes went to **Al-Makkah City on 5 September 2024**. In Rawalpindi district, RDA's newest approvals are **PECHS** (layout plan over 3,489 kanals, August 2026) and **Al Haram City Phase 1**, while 118 schemes joined RDA's illegal list in 2026.

So a scheme marketed as new in Islamabad may have only a layout plan, or may be in Rawalpindi district under RDA. We opened all 70 scheme pages on CDA's list and downloaded RDA's approved and illegal lists on 25 October 2026. Check any name below.

## Which new private schemes in Islamabad have CDA approval?

CDA approves a private scheme in two steps: first the layout plan (LOP), then the NOC. Its own page says sponsors can start development and sell plots only after the NOC. These are the most recent approvals on CDA's scheme pages:

Several bigger names also have layout plans without NOCs. CDA says the sponsors of Bahria Town Phase VII and Bahria Garden City "have failed to obtain NOC, due to non-completion of pre-requisites". ## Which new societies has RDA approved in Rawalpindi?

RDA's approved list had 78 entries on 25 October 2026. 76 of them carry the date 8 May 2025, which looks like the day the list was loaded into RDA's website; only two were added after that. RDA shows when a record was created or updated, not the approval date.

A layout plan (LOP) approval is the first step, not the last. Two of these names also have a part on RDA's **illegal** list: PECHS Blocks N and L, and Al Haram City Phase-II on Chakri Road.

## Is there an approved new airport housing society in Islamabad?

Several schemes use "Airport" in their name, and RDA's lists split them:

"New City" is another common search. RDA lists New City Housing Scheme (Phase-II) in Taxila as approved by TMA Hassan Abdal over 1,832 kanal, with planning permission for 2,005 kanal still "under process" at RDA.

## What new housing projects is the government building in Islamabad?

These are run by CDA and FGEHA, not private sponsors.

- **CDA sectors.** At a review on 14 February 2026, CDA said C-14 plots were ready and possession would start soon, E-12 sub-sectors 1 and 2 were ready for possession, and handover in I-12 would begin soon.
- **D-13, E-13 and F-13.** CDA plans to develop these with DHA as a joint venture, Zameen News reported on 4 May 2026; the agreement was to be finalised after land clearance.
- **FGEHA Margalla Orchards.** The Federal Government Employees Housing Authority's scheme on Park Road, a joint venture with DHA Islamabad and SCBAP, covers 8,432 kanals. FGEHA said it was 50% complete in September 2026, with Block-A possession set for July 2027.
- **FGEHA F-14/15.** FGEHA issued several instalment notices to F-14/15 allottees in 2026, the latest for instalments due by 31 July 2026.

**Fake websites:** FGEHA warned in February 2025 that fgeha.org is a fake copy of its website. Its real site is fgeha.gov.pk.

## Which new schemes are illegal?

RDA added **118 records** to its illegal list in 2026, most of them (105) in March. They include Capital Smart City Phase II and Extension, Taj Residencia's Blue Bell, Cosmos and Lotus blocks, and Park View City Rawalpindi (added 7 August 2026). In Islamabad, CDA sealed the offices of three new schemes in September 2026 for developing without a layout plan or NOC: Islamabad Green Paradise in Koral, Islamabad Villas near Bani Gala, and Itifaq Residencia on Simly Dam Link Road, ProPakistani reported. CDA's illegal list also names "New University Town (near COMSATS), Park Road".

## How do I check a new housing scheme before paying?

1. Find out which authority applies. Inside Islamabad Capital Territory it is CDA; in Rawalpindi district it is RDA. Ask the developer for the mauza (revenue village).
2. Search the name on CDA's or RDA's approved list, or in our [society approval check](/property/tools/society-approval-check/). On CDA's list, look for **NOC issued**, not just a layout plan.
3. Search the illegal lists for the same name. A new phase or "extension" is often listed separately from the approved part.
4. In Islamabad, ask to see the approved layout plan and its QR code at the booking office. Since August 2026, CDA requires sponsors to display them and says allotment letters must be vetted by a CDA Director (Planning), ProPakistani reported.
