## Summary

Buying a plot in Pakistan follows this order: check the scheme's approval, verify the seller's record, agree terms in writing, pay, pay stamp duty and FBR taxes, register the sale deed, then get the mutation. Registration is required for property worth Rs 100 or more (Registration Act 1908, ss.17 and 49). For tax year 2027 FBR sets the buyer's 236K tax at 1.25% for Active Taxpayers List filers and 10.5% to 18.5% for others. Punjab stamp duty is reported at 1% as of April 2026.

## Key facts

- Buyer tax (236K): 1.25% on the ATL; 10.5% to 18.5% if not (TY2027)
- Seller tax (236C): 2.75% on the ATL; 11.5% if not (TY2027)
- Punjab stamp duty: 1%, as of Apr 2026
- Must be registered: Sale deed, Rs 100 or more (s.17)

Buy a plot in this order: **check the scheme is approved, verify the seller owns it, agree terms in writing, pay, pay the taxes, register the sale deed, then get the mutation or society transfer.** A sale of property worth Rs 100 or more must be by a registered deed, and an unregistered one creates no right (Registration Act 1908, sections 17 and 49). This order is our own synthesis; we found no single official source that lists it end to end.

**ATL** means the FBR's Active Taxpayers List. **LOP** is the layout plan and **NOC** the no-objection certificate an authority gives before plots may be sold.

## The checklist

1. **Check the scheme is approved.** Look at the authority's own list, not the brochure. CDA's page listed 98 illegal schemes on 25 October 2026, and RDA's approved list had 78 records the same day. CDA approval has two tiers, LOP first, then NOC, and plots may be sold only after the NOC. See [society approval check](/property/tools/society-approval-check/).
2. **Verify the seller's ownership.** Get a fresh fard and check it. See [how to verify property ownership](/property/guides/verify-property-ownership-pakistan/).
3. **Agree terms in writing.** Price, payment schedule and handover date. Take legal advice on the wording before paying any token amount.
4. **Pay the balance and keep proof.** We found no source that makes banking channels a legal rule, so treat paying by bank transfer as sensible advice: it leaves a record.
5. **Pay stamp duty and FBR taxes.** See the table below and [tax on property sale](/property/guides/tax-on-property-sale-pakistan/).
6. **Register the sale deed.** See [sale deed in Pakistan](/property/guides/sale-deed-pakistan/). Present it within four months of signing (section 23).
7. **Get the mutation or society transfer.** See [mutation (intiqal)](/property/guides/mutation-intiqal-property/). Inside a society you also need its transfer letter.
8. **Take possession and keep the file.** Keep the registered deed, fard, tax receipts and transfer letter together.

## What taxes and duty apply?

| Charge | Rate | Source |
|---|---|---|
| Buyer, section 236K | 1.25% of fair market value on the ATL; non-ATL 10.5% up to Rs 50m, 14.5% above Rs 50m to Rs 100m, 18.5% above Rs 100m | FBR card, TY2027 |
| Seller, section 236C | 2.75% of gross consideration on the ATL; 11.5% if not | FBR card, TY2027 |
| Punjab stamp duty | 1% of value across the province | Zameen, 24 Apr 2026 |

The FBR card says the Income Tax Ordinance 2001 prevails if the card contradicts it. The Punjab PLRA FAQ still showed the older FY2025-26 rates when we read it (13 October 2026), and the FBR card supersedes it. Zameen's April 2026 report says Punjab's 1% replaced 1% urban and 3% rural; some older guides still read the urban rate as 2%, and we follow the April reports.

Non-resident Pakistanis with a POC or NICOP pay the filer rate under 236C and 236K, according to FBR's 2025 FAQ. See [buying as an overseas Pakistani](/property/guides/overseas-pakistani-property/).

## Which transfer guide do I need?

| Place | Guide |
|---|---|
| Punjab | [Property transfer in Punjab](/property/guides/property-transfer-punjab/) and [e-stamp in Punjab](/property/guides/e-stamp-paper-punjab/) |
| Islamabad | [Property transfer in Islamabad](/property/guides/property-transfer-islamabad/). CDA board minutes of 9 April 2026 agreed to cut the transfer fee from 3% to 1%, but we saw no effective-date notice |
| Sindh, KP, Balochistan | We did not verify the steps for this guide. Ask a local lawyer and read the Registration Act text for your province |

On 11 July 2026 Daily Pakistan reported a PLRA notification that the Green Property Certificate, made mandatory from 1 July 2026, was no longer needed for Punjab land sales and the fard could be used again.

**Allotment and possession letters:** We found no primary source on the legal weight of an allotment or possession letter. The one sourced point is that society transfers need the society's transfer or allotment letter. Don't treat a letter or file as ownership: ownership passes by the registered deed.

## Questions people ask

### How do I buy land in Pakistan step by step?

Check the scheme's approval with the authority, verify the seller's ownership record, agree terms in a written agreement, pay the balance, pay stamp duty and FBR taxes, register the sale deed, then get the mutation or society transfer. This order is our own synthesis; no single official source lists it end to end.

### Does filer or non-filer status matter when buying a plot?

Yes. For tax year 2027, FBR's withholding card puts the buyer's section 236K tax at 1.25% for persons on the Active Taxpayers List and 10.5% to 18.5% off it, and the seller's section 236C at 2.75% against 11.5%.

### Can overseas Pakistanis buy a plot?

Yes, through the same registry process. FBR's 2025 FAQ says non-resident Pakistanis with a POC or NICOP pay the filer rate under 236C and 236K. We did not verify the position for foreign nationals.

### Is a plot file or allotment letter enough proof of ownership?

Not on its own. A sale of immovable property over Rs 100 needs a registered deed (Registration Act ss.17 and 49), and in societies the society's own transfer letter is also needed.

### How do I check whether a society is approved?

Use the approving authority's own list (CDA, RDA, LDA) and check both layout plan and NOC status, not the seller's brochure.
