# WAPDA City Faisalabad review: FDA approval, plot prices and Phase 2 files

## Summary

WAPDA City Faisalabad, run by the WAPDA Employees Cooperative Housing Society, is on FDA's list of approved schemes as copied from FDA's website in April 2021; we couldn't open FDA's site in October 2026. Zameen's average 5 marla plot asking price was Rs 1.03 crore in August 2026, up 31% in a year. The society runs its own water and sewerage. We found no FDA approval for Phase 2, whose files still trade.

WAPDA City Faisalabad is on the **Faisalabad Development Authority (FDA) approved list**, as copied from FDA's website in April 2021, and is run by the **WAPDA Employees Cooperative Housing Society**. Prices have risen fast: Zameen's average 5 marla plot was **Rs 1.03 crore** in August 2026, up 31% in a year. The risk is **Phase 2**: its files trade, but we found no FDA approval for it.

## Is WAPDA City Faisalabad FDA approved?

Yes, for the main scheme on the record we could check. FDA's approved list, as Zameen reproduced it from FDA's website in April 2021, includes **"WAPDA City, Chak No 192/RB, Faisalabad"**. WAPDA City was not among the 73 schemes FDA named as unapproved in October 2018.

We couldn't open FDA's website on 25 October 2026, so we couldn't check the current list. FDA said in July 2022 that its office can confirm a scheme's land ownership, layout plan and approval. In March 2026 it adopted reforms under the Punjab Development Authorities Private Housing Schemes Rules 2021, including a digital approval system.

## Is WAPDA City Phase 2 (extension) approved?

We found no FDA entry for a WAPDA City Phase 2 or extension. The 2021 list has one WAPDA City entry. Zameen reported in 2018 that Phase 2 was launched in 2013 for WAPDA employees and needed about **250 acres**, of which **60** had been acquired.

In December 2018 the society warned that a marketing company was using its name and logo to sell Phase 2 files on a two-year plan. It said booking instalment plots without approval of the relevant departments and the society was illegal.

**Phase 2 files still trade:** Zameen showed 8 WAPDA City file listings on 25 October 2026, most described as Phase 2, with 5 marla files at Rs 18.5 to 35 lakh. A file is a promise of a plot before a plot number is allotted. In November 2025 FDA said selling plots without the actual land is fraud and would lead to criminal cases. Ask FDA and the society, in writing, whether the Phase 2 plot you're offered is approved.

## Has possession been given?

The main scheme is built and lived in, but we found no dated possession notice. The society's own service charges list separate rates for **"dwelled" plots** and **under-construction plots**, for example Rs 1,500 for a built 5 marla plot. Zameen's guide lists **12 blocks** (A to H and J to M) over more than 650 acres, designed by NESPAK.

Phase 2 has no possession on any record we found.

## What do WAPDA City Faisalabad plots cost?

WAPDA City doesn't publish a price list, so we use Zameen's asking-price index. It averages listings across the whole society.

The 5 marla average more than doubled from August 2021 to August 2026, and rose **31%** in the last year. It climbed 5 to 6% a month from June to August 2026.

The 10 marla average rose **27%** in the year to August 2026. Fast rises like this can slow or reverse, so compare a seller's price with recent sales in the same block.

## Does WAPDA City have gas, electricity and water?

- **Water and sewerage:** the society runs them and charges for them, along with security and street lights. For a built 5 marla plot that is Rs 540 for water and Rs 300 for sewerage; the page doesn't say per what period.
- **Gas:** Zameen's undated guide says gas supply is complete, through a pipeline from Gatwala bridge. We found no SNGPL source.
- **Electricity:** the same guide describes a newer supply system on spun poles. We found no FESCO source.

Under-construction plots pay more, including a road damage charge: Rs 4,500 in total for 5 marla and Rs 7,920 for 10 marla.

## Who runs WAPDA City?

The **WAPDA Employees Cooperative Housing Society (WECHS) Ltd, Faisalabad**, a cooperative of WAPDA employees. It delivered the main scheme, which people now live in. Its record on Phase 2 is weaker: land acquisition was incomplete in 2018, and its name was used by sellers it hadn't authorised.

## How easy is it to resell?

Zameen showed **301 plots for sale** in WAPDA City on 25 October 2026. We found no published transfer fee, so ask the society for its transfer process and charges before you pay.

## Where is WAPDA City Faisalabad?

WAPDA City is on the **Canal Expressway**, the extension of Canal Road east of the city, near Gatwala. FDA lists it at Chak No 192/RB. Measured on OpenStreetMap, it is about **16 km** in a straight line from the Clock Tower (Ghanta Ghar), **14 km** from the M-4 Faisalabad interchange and **26 km** from Faisalabad airport.
