## Summary

Payoneer works in Pakistan: you can open an account and withdraw to a Pakistani bank in rupees. Its public pricing, updated 1 January 2026, puts bank withdrawals at 1.2% to 4% and doesn't list Pakistan separately. HBL and Meezan Bank offer real-time withdrawals through their apps, and Meezan issues an electronic PRC with each one. Wise doesn't let Pakistan residents hold balances or get USD account details, so it can't replace Payoneer for receiving client payments.

## Key facts

- Withdrawal to bank: 1.2% to 4% (Payoneer, 1 Jan 2026)
- Annual account fee: USD 29.95 if under USD 6,000 a year
- Instant withdrawals: HBL and Meezan apps
- Tax on export proceeds: 0.25% PSEB-registered, 1% otherwise

Payoneer works in Pakistan: you can open an account, get paid by clients abroad and withdraw to a Pakistani bank in rupees. Payoneer's public pricing, updated 1 January 2026, puts bank withdrawals at **1.2% to 4%** and doesn't list a separate Pakistan rate, so check the Fees section in your own account. Two banks, **HBL** and **Meezan Bank**, let you link Payoneer to their apps for real-time withdrawals.

**Withdrawing to a bank, as of October 2026:** 1.2% to 4% (Payoneer's general pricing page (1 January 2026). Some countries also have a minimum fee of up to USD 20. Pakistan isn't listed separately, and signing in shows the fee that applies to you.)

## Is Payoneer available in Pakistan?

Yes. Payoneer runs a Pakistan page that invites Pakistan-based businesses to open an account and advertises withdrawals to a local bank. Its September 2026 guide says you add and verify your Pakistani bank account in settings, then withdraw and receive rupees.

As of October 2026, Payoneer is also running a sign-up campaign. New Pakistan registrations between 6 July and 31 December 2026 that receive USD 3,000 through Request a Payment within 90 days can get a reward, for the first 1,000 eligible customers.

## Is Payoneer legal in Pakistan?

Payoneer's own campaign terms say "Payoneer Inc. is not registered in Pakistan". The campaign is run by Payoneer Inc., a Delaware corporation. Your money reaches you through a Pakistani bank when you withdraw.

Two Pakistani banks have built Payoneer into their apps. HBL and Meezan Bank both let you link your Payoneer account and withdraw from inside the bank's app.

## What are Payoneer's fees in Pakistan?

Payoneer publishes one global price list. It says the fees are standard estimates that can differ by territory, account type or promotion. The table shows that list as of 1 January 2026.

| What you do | Payoneer's listed fee |
|---|---|
| Receive from another Payoneer account | Free |
| Receive from a marketplace or platform | Varies by marketplace |
| Receive into a local-currency receiving account | Free |
| Receive into a non-local-currency receiving account | 1% (minimum USD 1) |
| Client pays you by credit card | Up to 3.99% + USD 0.49 |
| Withdraw to a bank | 1.2% to 4% (minimum up to USD 20 in some countries) |
| Convert between your Payoneer balances | 0.5% |
| Annual account fee | USD 29.95, only if you receive less than USD 6,000 in 12 months in a row |

**Two Payoneer pages, two numbers:** Payoneer's PayPal-to-Payoneer guide (August 2026) lists a local bank withdrawal fee of "2% (varies by bank)" and a 2% to 3.5% currency conversion fee. Its pricing page says 1.2% to 4%. We follow the pricing page, but the number that counts is the one on your account's fee screen before you confirm.

## What does Payoneer charge to withdraw to a Pakistani bank?

For a rupee withdrawal, we couldn't find a Pakistan-specific figure from Payoneer. Its pricing page gives only the 1.2% to 4% range. Blog posts quote 1.5% or 2%, figures we couldn't match to Payoneer's pricing page.

For foreign-currency accounts, Profit reported in **May 2025** that Payoneer started charging Pakistani users a flat **3%** to withdraw to a USD, EUR or GBP bank account. The same 3% applied to transfers to third-party banks. Payoneer's pricing page doesn't show this Pakistan rate, and Payoneer hadn't commented when Profit published.

**Exchange rate:** we couldn't find the dollar-to-rupee rate Payoneer uses for Pakistani withdrawals on its public pages. Compare the rupee amount it shows you with what your bank would give.

## How long does a Payoneer withdrawal take in Pakistan?

Through HBL and Meezan, the banks and Payoneer say withdrawals are real-time.

- **HBL:** you log in to Payoneer from the HBL mobile app to link the accounts, or open a Payoneer account inside the app. Payoneer says withdrawals to a linked HBL account arrive "within seconds", 24/7, with several currencies converted to rupees.
- **Meezan Bank:** you link Payoneer in the Meezan mobile app and withdraw in several currencies into your Meezan account in real time.

Neither announcement mentions fees, so we couldn't confirm whether these routes cost less than a standard withdrawal. For other banks, Payoneer doesn't publish a standard timing.

## Can you withdraw Payoneer to NayaPay or SadaPay?

We couldn't find a published minimum withdrawal or a fee for Payoneer to NayaPay. Our [NayaPay vs SadaPay comparison](/money/guides/nayapay-vs-sadapay/) covers how both apps receive money from abroad and their monthly limits.

## Do you get a PRC for Payoneer withdrawals?

Meezan Bank says it issues an electronic Proceeds Realization Certificate (ePRC) with every Payoneer withdrawal made through its app. The bank says this supports regulatory compliance, tax filing and export rebate claims.

We couldn't confirm whether other banks issue a PRC for Payoneer rupee withdrawals. Ask your bank before you rely on one.

## How is Payoneer income taxed in Pakistan?

FBR's rate card for tax year 2027 sets withholding tax on export of services under section 154A. It is **0.25%** of export proceeds for software, IT or IT-enabled services by people registered with the Pakistan Software Export Board (PSEB), for tax years 2024 to 2029, and **1%** in any other case.

We couldn't confirm whether banks deduct this tax on Payoneer withdrawals. See [freelancer tax in Pakistan](/business/guides/freelancer-tax-pakistan/) for filing your return.

## Should you withdraw Payoneer to a dollar account?

SBP's Framework for Freelancers lets you open a bank account digitally or in a branch with minimum documents. Your Exporters' Specialized Foreign Currency Account (ESFCA) opens at the same time as your rupee account. You can keep **50%** of export proceeds or **USD 5,000** a month, whichever is higher, in the ESFCA and pay from it without SBP or bank approval.

Since SBP's April 2026 changes, you give a one-time declaration of the services you sell abroad when opening the account. Form R is needed only for amounts above USD 25,000, and banks must process inward export receipts and outward payments from an ESFCA within one working day. Keep the 3% reported in May 2025 for foreign-currency withdrawals in mind. More in our [dollar account guide](/money/guides/dollar-account-pakistan/).

## Can you get a Payoneer card in Pakistan?

Payoneer's Pakistan page says you can withdraw at ATMs and pay with a Payoneer card wherever Mastercard is accepted. Its September 2026 guide adds that the card is "subject to customer's eligibility".

To order a card you need at least **USD 100** received in the last six months, not counting money from e-wallets such as PayPal or Skrill. The threshold can vary by country, and in some countries cards aren't available because of licensing limits. The help center doesn't say either way for Pakistan, so we couldn't confirm that a Pakistan-address account can order one today.

Payoneer's general card fees, as of 1 January 2026, are below. We couldn't confirm Pakistan-specific card fees.

| Card charge | Listed fee |
|---|---|
| Annual card fee | USD 29.95 |
| Purchase, no currency conversion | Up to 1.8% |
| Purchase with conversion | Up to 3.5% |
| ATM cash withdrawal | USD 3.15 plus up to 1.8% (up to 3.5% with conversion) |
| ATM balance check or declined ATM transaction | USD 1 |

## Payoneer vs Wise: which is better in Pakistan?

They do different jobs here. Payoneer lets a Pakistan resident receive money from clients abroad. Wise doesn't let Pakistan residents hold money in a Wise account, and Pakistan addresses can't get Wise USD account details, personal or business.

| | Payoneer | Wise |
|---|---|---|
| Hold a balance as a Pakistan resident | Yes | No |
| Withdraw or receive rupees | To your Pakistani bank, real-time via HBL and Meezan | Only to personal accounts, not business |
| Accounts that can't receive | Not stated | Meezan Bank Express and Allied Bank Express |
| Limit or timing | Real-time via HBL and Meezan; no published timing for other banks | Up to Rs 3.5 crore per transfer, conversion up to 2 working days, then usually same day |

Wise is useful when someone abroad sends you rupees. Rupees can't be added to a Wise account from a bank. See [using Wise in Pakistan](/money/guides/wise-in-pakistan/) for its fees, and [freelancer payment methods](/business/guides/freelancer-payment-methods-pakistan/) for other ways to get paid.
