# Buying used construction machinery in Pakistan: prices, inspection and papers

The used **excavator price in Pakistan** on OLX, on 17 October 2026, ran from **Rs 28 lakh** for a 3-ton Hitachi mini excavator to **Rs 80 lakh** for a Hitachi EX200. These are sellers' asking prices from a few listings, not sale prices or market averages. Before you pay, inspect the undercarriage, and for an imported machine ask for the customs **Goods Declaration (GD)** showing all duties paid.

## What is the excavator price in Pakistan on OLX?

We read OLX Pakistan's search results for excavators and wheel loaders on 17 October 2026. OLX rate-limited our requests after a few search pages, so these are asking prices from a handful of listings, not a market average.

Asking prices vary widely: a 1992 EX100WD was listed for more than an EX200. Treat any single listing as one seller's price, not a guide to what machines sell for.

We found no dumper truck listings in our OLX sample, and PakWheels returned no excavator results. Most OLX results for "loader" were loader rickshaws, so search inside OLX's "Construction & Heavy Machinery" category.

## What should I inspect on a used excavator?

Caterpillar says **undercarriage problems can account for more than half of an excavator's maintenance costs**, so start there. Its maintenance guides for owners list these checks, which you can run on a machine you're looking at:

- **Undercarriage:** missing or damaged parts, and uneven or excess wear.
- **Tracks:** tension (too tight or too loose wears them faster) and wear on track shoes, pins, chains, idlers, sprockets and fasteners.
- **Pins and joints:** they shouldn't be drying up; shoe separation is a warning sign.
- **Final drive sprockets:** no bending, breaking or cracking; check the shoe nuts and bolts.
- **Filters and fuel:** clogged filters can damage the engine, fuel and hydraulic systems; condensation can put water in the fuel filters, leading to corrosion.
- **Cooling system:** coolant hoses free of leaks, and a clean radiator and oil cooler.
- **Bucket and attachments:** cracks, bowing, worn pins and bushings, and worn teeth, adapters and cutting edges.

## Which papers prove an imported machine is legal?

Several listings above advertise Japan or UK imports. To register an imported vehicle, Punjab Excise asks for these customs papers, starting with the **Goods Declaration (GD)**:

- a duplicate copy of the GD in original, **showing payment of all taxes and duties**;
- a copy of the import permission issued by Customs;
- a copy of the bill of lading;
- the invoice, if bought direct from the manufacturer.

Ask the seller for the same set even if you don't plan to register the machine. They are the papers Excise relies on to show that customs duties and taxes were paid.

**Check how the machine was imported:** Under the Import Policy Order 2022, construction, mining and oil and gas companies can bring in machinery temporarily against an indemnity bond or bank guarantee. FBR allows a construction company to keep it permanently on payment of all duties and taxes. If the GD doesn't show duties paid, ask why before you buy. We found no public online tool to verify a GD by its number.

The same Order lets PEC-registered construction companies, and mining and oil and gas companies, import used machinery for their projects up to **ten years old** after pre-shipment inspection. Used off-highway dumpers have a stricter **five-year** limit and must meet Euro-II or higher. ## Does an excavator need registration in Pakistan?

In Punjab, the only province whose rules we read, the law treats it as a motor vehicle. The **Provincial Motor Vehicles Ordinance, 1965** defines "motor vehicle" to include "construction and earth moving machinery such as a wheel loader, a crane, an excavator, a grader, a dozer". It excludes a vehicle "used solely upon the premises of the owner".

Section 23 says no motor vehicle may be driven "in any place unless the vehicle is registered" and carries a registration mark. Punjab Excise lists a registration rate of **Rs 300 each** for excavators, road rollers, fork lifters and similar machinery, against 1% of value for tractors and trucks (the page is undated; read 17 October 2026).

If the machine is already registered, a transfer needs the transfer order form, both parties' CNIC copies, the witnesses' CNIC copies and the original registration certificate with token tax paid up to date. ## Can I finance or lease a used excavator?

Yes, if you buy as a business. Neither lender below publishes a rate for machinery on its page.

If the machine you're buying is on a hire purchase or lease agreement, Punjab Excise needs an NOC from the leasing company with the lessee's application to end that agreement. Don't pay until the seller has it.

## What helps when you resell?

Keep the same papers you asked for: the GD with duties paid, the bill of lading and the customs import permission. If the machine is registered, Punjab Excise's transfer list also needs the original registration certificate with token tax paid up to date.
